The three islands 120 miles off the West coast of North America had always been somewhat of a mystery, the country there, only know as the United Civilized States, kept out foreigners, and kept in their own. A process that many foreign government intelligence agencies only knew as, 'The Patriot Act'.
The days of the Patriot Act, along with the previous administration, are gone. The new government, a board of national directors, chaired by the military leader, whose only name is, Snake.
He has opened up the diplomatic channels, and has reopened the borders. In his own words, he says "I hope we can establish peaceful trade and alliances with our neighboring countries."

It was an accident that caused us our latest military creation. It was epensive, and difficult to build. It was expected to protect the country for yeas to come, and now it lies in pieces on the ocean floor. A new model is currently under construction, with information to be released at a later date.
