Novikov Opens to Foreign Diplomats
The Prime Minister of Novikov, Fredric Ulaynov, has issued a formal statement today inviting foriegn nations to take part in active diplomatic reations with Novikov.
Ulaynov is a radical departure form the former ministers Noviko has had, all highly isolationist, the last of which, Minister Alexi Kartashova, divided the nation two years prior in a gamble for power. Civil war insued until just two weeks ago when the three principal factions, the Liberal Democrat Party (Represented by Ulaynov), the Nationalist Party (Kartashova), and the Democratic Socialist Party (Represented by minority leader Alexander Pushka) agreed to a cease fire after the Democratic Socialist and Liberal Democrats allied to re-take the capital from Nationalist militants.
Among the requests Ulaynov is making to foriegn nations is for economic and military overseers to guide an extensive reconstruction campaign he has preposed, as well as for internatioal peacekeeprs to maintain the cease fire until a nationalized military is able to take over police duties in two fiscal years.

The Empire of Japan would like to exchange diplomacies with Novikov. Furthermore, we're interested in establishing trade agreements between our nations.
Novikov stands open to establishing diplomatic ties with the Empire of Japan. We would like to prepose an exchange of Embasies between our two nations.
In regards to a trade agreement, our situation is more limited. until reconstruction can be completed, our economy will have almost no exportable goods aside rom basic comodities such as grain crops. If such goods interest your people, we would be willing to forge a trade agreement, however other resources are needed for developing our own infastructure.

We accept both the offers of Wolfesburg and Krioval, and would like to offer an unused government building in our capital, Poldi'sk, to be used by both Krioval and Wolfsburg's Representitives, as well as any other diplomats concerned. The building in mind has over 4.000 square meters of space, enough to provide a private office for up to thirty international diplomats. My government will provide that the building and it's grounds, over one acre in total area, have extra-teritorial rights.
We provide this free of charge, understanding that local government contractors be used for any renovations needed, and also undersdstanding that local military forces take over guard duty of the premise, providing each nation with the option of providing two, and only two, security personel, weapons of whose will be regulated and not allowed outside each private office.
Please understand our situation. Our nation is small and the practical implications of providing several dozen buildings with extra-teritorial rights would only serve to limit areas where our citizens could live. We hope that this situation is acceptable and that your diplomats will have a comfortable and safe time in Poldi'sk.
