The streets of Malger echoed with gunfire and frantic shouting. Pillars of black smoke rose over the city, blowing out towards the sea on a northerly wind. Vultured circled low over the outskirts of the city, eyeing the still forms on the dust swept roads below.

In the center of town, the once majestic capital building was now shattered, flames licking at the roof as smoke billowed into the clear blue sky. On the steps, men clad in Shemaghs fired SK-47s into the air, yelling wildly in celebration. The bodies of uniformed men lay in piles around the enclosed compound. The masked men kicked the bodies, spitting and firing into them in disgust.

A lone television crew wandered through the compound, taking in the scene. One of the armed men turned to face them as they approached. With wild fire in his eyes, he pulled the shemagh from his face and spoke rapidly in what sounded like an Arabic dialect.

“The corrupt regime of the infidels has fallen! God is great!”

The man turned and recommenced firing into the air, a broad grin on his face. Another man rushed up to the camera crew and spoke, complete joy in his eyes.

“Western tyranny is no more! The puppet is gone!”

The news crew continued through the ruins of the compound, recording every minute of the celebration.

Televised Broadcast from the Malgerian Liberation Front

A man with a long white beard and a red turban stands before the flag of the MLA draped on a stone wall. He holds an AK-47 and a machete hangs from a wide belt at his waist.

The cameras stopped rolling, and the de facto leader of the MLF, Imam Abdul-Bari stepped off of the makeshift stage. In the streets outside, the citizens had ventured out of their homes for the first time in weeks, and were celebrating wildly with the guerilla fighters of the MLA, dancing and shouting, as they burned the former King of Malgeria in effigy. The rise of Islamist Malgeria had begun.

The following document is our diplomatic contract and we would be quite delighted if you took the time to read it before setting up an embassy within our nation:

Lachenburgian Diplomatic Contract

This document provides the authorization ____________for the building of Embassies within the Diplomatic Quarter of Lachenburg’s capitol city, Kalzenstien. As the capitol is an inland city, 24-hours notice must be given to the Lachenburgian Diplomatic Directorate in written format such as teletype, secured e-mail, or secured fax prior to the arrival or departure of Lachenburgian borders. Travel outside the diplomatic compound must be escorted by Lachenburg Foreign Services personnel.

Rules for Diplomatic personnel and stations are as follows:

Extraterritoriality of Embassies
Embassies are considered to be extraterritorial. Lachenburgian personnel may only enter with the permission of the Ambassador.

Embassy Law Enforcement
Embassies are responsible for their own security and law enforcement. Embassies are permitted a small armed force up to thirty (30) people to accomplish this. No foreign nationals may carry weapons outside the Embassy compound.

Subjugation of Lachenburgian Law
With the exception of the Ambassador and five members of the Embassy staff (chosen by the Ambassador) who will be granted Extraterritoriality, all Embassy personnel are subject to Lachenburgian law outside the Embassy itself.

Expelling of Diplomatic Personnel
The Lord General or Foreign Minister of the Lachenburgian Diplomatic Directorate reserves the right to expel any and all members of any foreign government at any time, for any reason. With the exception of active hostilities between Lachenburgian and the government in question, any personnel so expelled are secure in their persons and personal baggage until after they have been removed from Lachenburgian territory (in other words, if we expel your Ambassador, he still has diplomatic immunity until he leaves Lachenburgian territory).

Diplomatic Security Outside Embassy Compound
Diplomatic security outside of the Embassy compound is the responsibility of Lachenburgian Diplomatic Directorate personnel and National Police personnel. No foreign diplomatic personnel are allowed to travel unescorted within Lachenburgian territory. All foreign diplomatic nationals employed at the Embassy who object to this are free to live within the Embassy compound.

Electronic Communication Outside Embassy Compound
Each Embassy compound is permitted one- and only one- satellite communications station within the Embassy compound. Communications carried on this system may be encrypted or employ any other anti-intrusion measures the Embassy personnel consider prudent. All other message traffic must go through public communications circuits or be carried in the Diplomatic Pouch.

Diplomatic Pouch Communication Outside Embassy Compound
Messages between the Embassy and its parent government may be carried by one of the Embassy staff with Extraterritoriality in a Diplomatic Pouch- which may be no larger than a standard briefcase. This pouch will be secure against any search beyond normal non-invasive passive sensors. For safety reasons, the briefcase must be transparent to X-rays. Any anti-intrusion electronics within the briefcase must be demonstrated to Diplomatic Corps personnel before the establishment of the Embassy. Any subsequent changes to anti-intrusion electronics must also be demonstrated to Diplomatic Directorate prior to its use being permitted within the Diplomatic Pouch. Any electronics within the Diplomatic Pouch that do not match the X-ray signature of the agreed-upon system will not be permitted entry. Embassy security personnel are permitted unrestricted access to the Diplomatic Security screening station before, during, and after the Diplomatic Pouch passes through to ensure that Lachenburgian is not attempting electronic breaching of the Diplomatic Pouch.

Communication with Foreign Nationals Accused of Crimes
Embassy personnel will be permitted to communicate with citizens of the Embassy's government accused of crimes within Lachenburgian territory. This communication will be monitored by Diplomatic Directorate and National Police personnel, and is not considered privileged information. The Chief Diplomatic Affairs or Direktor of International Affairs of the Lachenburgian Diplomatic Directorate reserves the right to restrict any such communication in the event it may (in the opinion of Lachenburgian Diplomatic Directorate) it may jeopardize National Security.

Diplomatic Vehicles
Each Embassy will be permitted to import two non-military vehicles for use by Extraterritorial Embassy personnel. Diplomatic vehicles will be considered part of the Embassy compound when in use by Embassy personnel with Extraterritoriality.

Prior to entry, any such vehicle will be thoroughly inspected by a team from the Lachenburgian Diplomatic Directorate in the presence of Embassy security staff. All equipment installed in or on the vehicles will be demonstrated to LDD personnel. Any additional equipment installed subsequent to approval must also be examined by LDD and its purpose demonstrated. Diplomatic vehicles will be examined at random intervals agreed to by the Ambassador. Any alteration to the agreed equipment will be considered a violation of the Diplomatic Agreement.

In the event of a suspected crime or threat to National Security, the vehicle and its occupants will be detained in place while Lachenburgian Diplomatic requests access to the vehicle from the Ambassador. Failure to grant such access will constitute a breach of the Diplomatic agreement. Under these circumstances and in the absence of a state of war, the Embassy may send Security Observers to ensure that the vehicle is not searched or entered by Lachenburgian personnel as it is destroyed in place. The remains of the vehicle will be returned to the Embassy once destruction is completed. The Embassy will be closed and all personnel expelled once this is completed. The destroyed vehicle will be permitted to leave with the Embassy staff.

Diplomatic Personnel and Espionage
Any Embassy personnel engaging in espionage will be summarily expelled (if granted Extraterritoriality) or prosecuted within the full extent of Lachenburgian law (all others). Embassy personnel who escape (or attempt to escape) the supervision of their Diplomatic Corps escorts will be assumed to be engaged in espionage and promptly arrested.

Travel Restrictions Placed on Embassy Personnel
No Embassy personnel are permitted to depart Lachenburg for any reason other than to leave Lachenburgian territory.

All Fall Silent

Over the next week, the shift in government and society became highly evident. As the wild celebration faded, the new government of Imam Abdul-Bari began implementing the new system. Islamic law had replaced the common law of King Fasad, and now women were rarely seen in public. When they were, they were covered from head to toe in the traditional burka of the land. The streets were completely deserted on the holy day, as men made their journey on foot to the many mosques in the capital of Malger.

Enormous posters and painted murals displaying the image of Imam Abdul-Bari covered the sides of entire buildings. He had become the image of the new society, and the former members of the MLF had become the police force and national army of the new Islamic Republic.

In the Malgerian desert, however, things remained largely unchanged. This had long been considered a no man's land, even under the reign of the King. Warring tribes, hermits, and desert raiders called this barren wasteland their home, dwelling amid the dunes and oil fields, free from the restraint of any central law.

Here, the tribes ruled themselves, living under the guidance of their patriarchs and their God. Largely nomads and herders, they survived living day to day as their ancestors had done for hundreds of years.

With the implementation of the new order in the rest of the nation, Imam Abdul-Bari decided that the time was right to stretch his arms out to the nations of the Muslim world, and those of the friendly west. He would soon begin a diplomatic journey that would take him across the globe, to spread his holy word.

OOC: Jihad means "Holy War" which more or less means a Total War against whoever is deemed to threaten Islam or is deemed an enemy of muslims.

The 'enemy', of course, is down to perception, and now the declaration of Jihad is limited being declared by groups rather than entire nations and armies as was the old times ie The crusades.

The word for 'Struggle' is 'Intifada'. This is used to explain a uprising, or insurgence rather than a full blown Jihad, and is usually used to describe a conflict of struggle in nationalist muslim terms, rather than widespread war from global muslims as called for in a Jihad.

The word Intifada most recent use came about from The Palestinian Intifada, that began anew in 2000, literally meaning 'Palestinian struggle'.

Of course, Intifadas can quickly turn into a Jihad, should other muslims join in helping the Intifada.

However, only a muslim with authority can declare a Jihad that would be viewed as valid.
