The sovereign King Imam Mahir has officially requested diplomatic ties be made throughout the world, specifically in the Arab/Muslim communities. To this end, requests for embassy trading will be considered. The restrictions are as follows for embassies within the Constitutional Monarchy of al-Kabah:

1.) Embassies shall maintain no more than twenty armmed personnel on embassy soil.

2.) When traveling off embassy soil, all personnel are subject to the same laws and regulations as a citizen of al-Kabah.

3.) No more than five armed personnel may travel off embassy soil at a time.

4.) Further restrictions may at any time be placed upon embassy personnel depending on political climate.

The Dominion is willing to exchange Embassies with any nation which agrees to these terms as a minimum.

1.) Embassies shall maintain no more than twenty armmed personnel on embassy soil.

This will not be a problem, as the standard EOE Diplomatic Security contingent is no more than that.


2.) When traveling off embassy soil, all personnel are subject to the same laws and regulations as a citizen of al-Kabah.

This is unacceptable. The Dominion grants extraterritorial status to foreign Ambassadors and up to five additional personnel chosen by the foreign Ambassador. This means that the persons and property of extraterritorial personnel are considered to be physically sovereign territory. If an Ambassador violates local law, the host government may expel the offending diplomat (and the entire Embassy, if desired), but may not arrest him/her. Extraterritoriality means that persons so protected are not subject to loacl jurisdiction. Ever.


3.) No more than five armed personnel may travel off embassy soil at a time.

Since the Dominion prohibits any foreign personnel to bear arms outside the Embassy, we consider this to be eminently fair and reasonable.


4.) Further restrictions may at any time be placed upon embassy personnel depending on political climate.

Providing any new regulations are no more restrictive than those enumerated in the Dominion's diplmatic regulations, this is acceptable. It is of utmost importance that your government recognize the concept of extraterritorialty for the Embassy and Staff (Ambassador and five others by Dominion rules).

If the Al-Kabah government agrees to diplomatic regulations no more restrictive than those of the Dominion, then His Omniferocity's government is willing to exchange diplomatic personnel and Embassies.

The Ambassador will be accompanied by Jerik Mayne (Charge d'Affairs, Department of Foreign Affairs), Shinoyu Aoki (Department of Economic Penetration), Vasily Bondurev (Department of Information), Henri Dulac (Ministry of Science and Technology), and Colonel John Mugabe (Department of Aggression). all of these personnel have been chosen by the Ambassador to be covered by extraterritoriality. If any or all of these persons are not acceptable to your government, they will return to the Dominion forthwith, and new personnel will be sent to replace them.

Ambassador al-Haroun will also be accompanied by 10 members of the EOE Internal Security Department. These personnel will be unarmed upon arrival. All personal weapons (restricted to standard Intruder battle rifles) will be cased and held in the aircraft's hold until inspected by your government's customs inspectors and delivered to whatever facility your government has chosen for a temporary Residence until a proper Embassy can be constructed. To avoid disturbing the tranquility of your nation, no EOE personnel will carry weapons outside the Embassy, despite your government's generous permission to do so.

Space has been set aside in FreePort on Amida Island for an Embassy from your Kingdom to the Dominion, to be established at your convenience.

Aside from standard anti-intrusion electronics (which your people may examine) permitted by the Diplomatic Agreement, no EOE personnel will be carrying anything unusual. The Intruder battle rifles are not very unusual (11.5mm selective fire rifles with 50-round drum magazines. Ammo is composite blended metal- no explosive or incendiary rounds). The remainder of the security team's gear consists largely of their Jaguar body armor, which is likewise unremarkable. Let me know if you have any questions.

This may of course be removed free of charge, should the residents prefer a more native feel for their personal embassy. Furthermore, for your convenience, kitchens have been included in the lower level of the embassy, should the ambassadors or their guests desire personally catered food. We assure all that these are but the finest Kabaheen chefs, well-versed in a vast array of international dishes.

As King Mahir has always been a firm believer in giving the utmost respect where it is due, the Constitutional Monarchy of al-Kabah would like to thank the Dominion of the Evil Overlord for their support in the issue concerning islamic sponsored terrorism.

To our friends in Guerrillistan, we would be happy to provide embassy space for your people and are proud to be part of this grand change in foreign policy. The Federal Republic of Canada accepts your apology to our people for the terror attacks that have effected our people to a great deal. From the hostage taking of the First Lady and the First Daughter and their murder, to the unsuccessful assassination attempt on President Wittrock, to the nuclear attack on our former Capital of Calgary to the bombing of a biological/chemical transport in the harbour in the Greater Vancouver area, to the bombing of the CFNS Richmond in the Persian Gulf.

We understand that you cannot apologize for all Muslims, Shi'ite to Sunni, Extremist to Moderate for these terror attacks and nor can we apologize for the Crusades, centuries ago.
