Today, the RCC Energy Department has announced that they will begin funding a Uranium Enrichment program, in order to provide power to the densely populated country of CheatCommandos.
Privately funded labs have been attempting to achieve nuclear fission and have made great strides in their effort. However, their work is being hampered by the relatively low amount of funding, inadequate equipment and research centers. With government funding, their work can be accelerated, and CC can enjoy the benefits of nuclear power.

Message to CC Foreign Affairs

We are quite disturbed by your announcement, not only concerning the execution of a nuclear program, but that you confirm the rumors that the CheatCommandos no longer regards itself as a protectorate of Japanese Antarctica, but rather, as a free republic. While we are by no means against peaceful use of nuclear power, we fear that the current circumstances reflect alarming ambition within the citizens of the Protectorate of CheatCommandos.
Thus, we will send a team on a fact finding mission. Once completed, we will take further steps to insure that this power is used only for peaceful purposes, and that a revolution is not in the works.

CheatCommandos is happy to address your nation's concerns over our atomic program. However, first and foremost, I would like to make it clear that the Free Republic of CheatCommandos is no longer a protectorate of Japanese Antarctica, and is free from any intervention that you may wish to attempt.
With that said, CheatCommandos currently does not have any plans to pursue any offensive nuclear weapons program, and will only use nuclear knowledge for peaceful purposes, as stated previously.
I hope all issues have been addressed, good day.

CheatCommandos does not have the right to bar inspections. Call your country whatever you want, a name does not make your independence a reality. May I remind you that we have several bases in your country; we will do what we want.
The inspectors will arrive in your country within a few hours, we expect that they will arrive, fulfill their mission, and leave without incident.

Your nation, Japanese Antarctica, has no right to force its opinion on our free, democratic republic. We are not your protectorate and we will do as we wish.However, this is not to say that we will not cooperate diplomatically. Your envoys are welcome to discuss the matter in person.

I can only assume you mean to say "noctem," which is the Latin word for night. That would make you motto "Seize the day, seize the night." It is one thing to misspell something in the forum (something I also don't like), but it is quite another matter to misspell your own motto. That just shows stupidity. Have some class.

The two diplomats, Matsumoto and Yoshida, as well as the rest of their team were tired after the 7 hour flight. As soon as they showed their documents and left the airport, they were instantly hit by the extremely warm breeze; however, they did not remove their hat and coats.

They stood outside, looking for their driver, struggling their way through the busy airport terminal. There was a short man carrying a sign which read "Matsomuto and Yushida." They both shrugged and followed him to the taxi cab, which would take them to the embassy building and hotels.

"Reservation for Matsumoto and Yoshida please," asked Matsumoto.

The clerk frowned and handed a wallet of hotel keys to the diplomats. When they turned around, they noticed that everyone in the room was staring at them. Undeterred, they lead their team up to the suites, where they would spend the night. The following morning would mark the beginning of talks concerning CheatCommandos nuclear program.

Word of the foreign diplomats' arrival spread quickly around the populace. Japanese Antarctica was becoming an increasingly hated phrase all over the country. The nation was united in it's abhorrance for the nation that had effective control over CheatCommandos for nearly five decades. In history class, schools taught children about the oppressive and tyrranous regime of Japanese Antarctica. Even though CheatCommandos supposedly had control over internal affairs, Japanese Antarctica had invested heavily in CheatCommandos industry, giving their manufactureres effective control of CheatCommandos' economy.

The hate did not stop there. Many citizens understood the term 'protectorate' to mean that Japanese Antarctica would protect the citizens of CheatCommandos. There were certainly many military bases occupied by the Japanese. However, crime, civil unrest, and most critically, terrorism was rampant, especially in the province of Mindanao.

Resentment was further increased when the nation's infrastructure seemed outdated. Roads were falling apart, buildings crumbled and power stations could not serve the needs of the growing country. In response, the new government under Ferdinand Reyes pushed reform after reform, to the satisfaction of the many citizens. The People's Reform party had the confidence of the nation. Realizing that the Japanese were neglecting their duties as protector of the Philippines, the people announced their independence.

Now that Japanese Antarctica was making threats against their sovreignty, nationalist feelings were running high. The rich, poor, affluent, uneducated and even the terrorists put aside their differences to fight the common enemy which was the Japanese.

Efren Valdez read the newspaper at the Manila Palace hotel. He was a young college student, newly recruited into a local terrorist (or freedom fighters, as he called it) faction. However, terrorism was far from his mind that day. All was fine until a commotion started over a group of foreigners. He pushed his way to get a closer look, moving through the thickening crowd.

He could not believe what he saw. A group of Japanese men were staying at the hotel. He pulled out his knife, but quickly put it back in his pocket when he saw that security had rushed in to calm the crowd as the Japanese made their way upstairs.

Efren pulled out his cellphone and prepaid card.

"Ruben, I just saw a group of foreigners at our hotel... No, not Americans... Japanese. Think of the ransom we can collect if we kidnap them."

The next morning, the diplomats led their team to the CheatCommandos Energy Department.

"Remember, we are guests here, don't forget proper ettiquette," reminded Yoshida.
The team responded with a synchronous "Hai!"

The Energy Department looked rather modest in comparison to the other buildings in the capitol city. The men headed up the steps and walked through the revolving doors.

Inside, they were greeted again with the ominous stares of the workers on the ground floor. The team headed to the reception desk, gave their information and followed the boy assigned to bring them to meeting room, which was scheduled to begin in only thirty minutes.

The meeting room was just as modest looking as the rest of the building; the walls were painted with stale pastel colors, the chairs were carved with a simple design and the room was not too large. At the table stood three men.

"Welcome diplomats Matsumoto and Yoshida, it's a pleasure having you and your team here today," said the man with a mustache.

"You're a few minutes early, but there's no reason to delay the meeting further," said short man to his left.

The diplomats bowed, with the team following their lead a few seconds later.

"Oh, that's quite unneccessary, let's just take our seats," said the third man. "Let's cut to the chase. As you may now, CheatCommandos has embarked on a technological endeavour in order to provide its population with the most efficient forms of power. This technology has been the source of controversy between our two nations, so we've saved you the trouble of taking on this fact finding mission by providing you with as much data as we can."

He handed over several copies of a portfolio of papers entitled: "CheatCommandos Nuclear Research"

Matsumoto thumbed through his copy, eyeing the graphs and tables. He looked towards Yoshida. "Very extensive, no?"

Yoshida looked a bit less satisfied. "Thank you very much gentlemen for providing us with this data, but our team is still required to inspect the facility that is processing the nuclear materials."

The men across the table looked at each other. "Very well, I'll apply to give your team clearance for inspection. This meeting is adjourned."

They all shook hands and the diplomats headed out of the room.

By that afternoon, a large group of demonstrators had gathered outside the Energy Department.

"Nukes for a better tommorow!" yelled out some protesters.

"Our power is none of your business!"

The mob began to clog up traffic, forcing the bustling sector to a standstill. Nestled in the large crowd were a group of nationalist radicals, including Efren Valdez. They carried an array of weapons, from knives to pistols and old grenades, in case the police showed up.

Out of the building came the Japanese research team. They were heading toward a blue van.

"Those are the men I saw yesterday," whispered Efren to his comrades.

As if the crowd had heard him, the mob descended upon the foreigners, brandishing signs and yelling. The driver began honking his horn, but the crowd would not dissipate.

Then, some rowdy individulas converged on the van and began shaking it. The occupants looked incredibly terrified. Efren and his group saw their chance. They could have revenge on the much hated Japanese.

Two of the freedom fighters smashed through the vans windows. Another lunged with his knife, slicing the driver's forhead open. Still others fired their pistols into the air. The crowd, terrified by the noise, backed away, establishing a safe perimeter around the van.

Now was his chance. Efren unlocked the door and pulled out one of the men inside. He was bleeding from the broken glass, and he was fighting back. Efren began to drag the man away.

The team exited the building, ignoring the rowdy crowd and headed toward their van.

"So I guess we're headed for the hotel huh?," asked one of the researchers.

"It's all we can do at the moment. I was told that we would be contacted once we are given clearance," said Matsumoto. He paused. "What's taking so long?"

"Damn. These kids are standing in the way." The driver mashed the horn, but the now enormous crowd would only flinch, and regroup,

Suddenly, the glass windows burst. A knife flew through the window, wounding the driver.

"What the hell is going on?"

Glass was flying everywhere, cutting several of the men in the back. Then, an arm reached in the van and hoocked onto Yoshida's shoulder. The arm pulled Yoshida out, scraping his face on the fragments of glass.

He looked up at the guy who had pulled him out. It was a boy, brandishing a knife.

"You're coming with me," said the boy.

"Or else what?" replied Yoshida indignantly.

"Or else I'll behead you!"

His timing could not be worse.

Some time had passed since the riot had started, and now the Japanese Embassy Protection Force had mobilized and began dispersing the crowd. Helicopters could be heard overhead. The nightmare would be over soon, thought Yoshida.

"Sh*t. The police are here!" yelled one of the freedom fighters.

The Japanese soldiers could be seen marching down the street, as the crowd was fleeing the scene. The boys now had a choice: try to escape with the hostages, or try to escape. Two of them didn't hang around to find out, they fled with the crowd. Now there were four of them left.

Efren looked at his hostage. "I'll be back for you." He punched him in the chin, and ran. One of the other boys began firing more shots.

"THE REVOLUTION IS ON! LONG LIVE THE REPUBLIC OF CHEATCOMMANDOS!"

"What are you doing?!" asked Efren.

The city was in a state of chaos. The forty Embassy Protection Officers were brutally outnumbered by the enormous crowd.

"Hold all fire unless life is being threatened," yelled the captain's voice on the radio. "Primary objective is to get our guys out of the city. Do nothing else."

Meanwhile, on the ground, Matsumoto, who had severely bruised his leg in the brawl, limped his way to the rest of the team to take a head count. The driver was dead, most of the other men were injured and Yoshida was laying motionless on the ground. He ran to him.

The buzzing of helicopters' rotors was heard overhead. Two UH-60J Blackhawks and one AH-2 Ninja were overhead. Matsumoto read the tail letters. Nihon Nankyokutairiku. The embassy patrol was there to evacuate the team.

Luckily, there was enough room for one of the blackhawks to touch down and pick up the men. It slowly began the descent, kicking up dust and empty wrappers and trash from the city's street. The rescue attempt had begun.

Stretchers were prepared for the injured men. The Embassy Police were working hard to keep the crowd back and make room for loading.

One by one, the research team were herded into the Blackhawks. They were thankful, forgetting that for at least a moment, that some of them had life threatening injuries.

"Perimeter Clear, move out."

The Blackhawks started their trip to the nearby Naval Base.

The news of the 'incident' reached Syowa within minutes. With so many resources invested in the protectorate state of CheatCommandos, it was of obvious concern to the Empire. Japanese Industry was quick to pounce on developing nation, becoming a virtual hegemony over the growing potential markets.

Some viewed it as an embarassment to the Empire. Some viewed it as an insult. All wanted action to be taken.

"Well if you've been waiting for an excuse, this has to be it."

"I know, but we can't be rash!" said the emperor to his Defense minister.

"Tenno, please think of how much is at stake here. We don't know if they have the bomb or not, but it's best that we make sure they can't use it."

"You're right, but we haven't even given them a chance to respond. I will not take any aggressive action until their official leadership fails to take action himself."

"I just hope we won't regret this..."

I would like to express my feelings of sorrow for the regrettable actions that took place yesterday outside the Energy Commision Offices. However, as you have noticed, our police force is poorly equipped to handle situations such as these. Partly due to formerly strict regulations when we were under Japanese rule, limiting the size of our police force and military.
In order to prevent more violence, we are now drafting a bill that will reinstate the military and police force. Your intervention will not be neccessary.

Official Message

Due to the lack of respect for diplomatic attempts on the part of CheatCommandos, Japanese Antarctica sees no other option than mobilizing all forces currently in CheatCommandos. If CheatCommandos does not reverse its decision, a preemptive strike will be launched.

The country was relieved to see the government was finally taking action. Nationalism levels shot up greatly, as thousands marched in support of the mobilization.

Meanwhile, in CheatCommandos, the 4th Army of the Nihon Rikujo began their mobilization. The 1st Corp was stationed in the North, the 2nd and 3rd Corps were stationed in the Center, and 4th and 5th Corps were in the South. General Hideki Nagumo would lead the operations.

The 2nd fleet of the 3rd Navy of the Nihon Kaigun would be used to counter the small enemy Navy, and would be headed by none other than Admiral Kazuo Suzuki.

President Reyes was growing worried. The army training was not going as quickly as planned, and an attack was imminent. He needed to stall for time, but he needed to save face at the safe time.

The citizens of CheatCommandos do not feel comfortable with the current situation and will not respond friendly to any preemptive strike. We would like to resolve this peacefully rather than incur bloodshed. Our proposal is peace talks in a neutral country. As a sign of good faith, we will cut back defense spending.

"Another day, another international crisis..." he said aloud to no one in particular.

"Send a message to Japanese Antarctica. Condemn their actions, and remind them that Wolfish values the rights of independent nations above all other considerations."

"Yes Sir," replied the aide, writing furiously on his pad.

"Next, I want a letter to President Reyes - offering our hand of friendship as that small nation takes its first steps towards freedom and self-sufficiency."

Todler tossed the file aside and picked up the next one.

Response to Condemnation

Perhaps there was a misunderstanding. CheatCommandos is not a independent nation. CheatCommandos is a protectorate of Japanese Antarctica. A country has yet to recognize CheatCommandos independence. CheatCommandos is taking up arms in order to rebel, and we are not going to let this happen. So can the talks start already?

The President had barely retaken his seat when the council broke into a loud cheer of support for Todler's motion.

Minister Ueda was busy this week. The growing problem of the Phillippine insurrection was a true pain in the neck. The responsibilites handed to him by the emperor were a burden like no other he had faced in his twenty year career. Still, though his patience was tested, he still managed to keep a level head. After all, that is what he was paid to do.

Ueda was finishing up the drafts for the Japanese Position in the talks that would be held in The Avalax. Emperor Ryusaki had some strict guidelines and the demands were hard to fill, but Minister Ueda was able to pull it off. It was simple, make sure that Japanese control over CheatCommandos was maintained without offending Wolfish. It would not be wise to go to war with such a large country.

The printer whirred and the paper came out. Ueda picked it up and handed it to his aid for delivery to Kawaguchi-san, the diplomat who would travel to The Avalax.

"It's out of my hands now," Ueda whispered to myself.
