The FPCB Opens Its Doors [Diplomacy and Relations]

Press Release from the People's Communist Party of Brazil

"The PCPB is opening all relations to the international community in interest of it's recent awakening from isolation. We find it prudent to open our borders to interested nations to open embassy withinthe governmental districts within our capital of Brasilia. The FPCB would be honored to grace any establishment within our sovereign nation.

The PCPB is also intent on constructing a national factbook. Once the world shows interest in our nation, we shall gladly release this after it's completion, but there are matters that demand more attention.

Any lodged requests will be dealt with in due time."

Embassy Information

Specifications for each embassy should be lodged with request. Also included should be the details of your Consul and his staff, though we are very flexible. Security forces must be dealt with on a case by case basis, but the FPCB will protet embassies via the Federal Guard. Personal security forces must be very small, and mechanized platoons or the sort are completely unnecessary.

CURRENTLY UNDER CONSTRUCTION

Any requests for a military base in the FPCB will be handled on a case by case basis. We do not appreciate the presence of such marks of power projection, but we may make an exception when we weigh the circumstances [or you are an ally.] To reverse this, please note that we will not make requests for military bases unless absolutely necessary, and we expect the same amount of scrutiny from you as we do ourselves.

We apologize about the misunderstanding related to your name. We have some special requirements regarding security in the embassy building, but we will take care of them ourselves.

Our ambassador will be professor Hans Kohler, former teacher of political science in Neu Köln university. There will be an embassy staff of 60 officials and 18 security guards in the embassy. We will have two armored limousines (one for the ambassador and the other one for possible Rheinlandistani state visitors) and eight cars.

1) 200 acre compound with a perimeter fence of concrete with razor wire on the top. 4 corner turrets which will have Browning M2 50 caliber machine guns. Each turret will be manned by 3 soldiers.

2) Reinforced main gate which will have 2 7.62mm minigun turrets on either side to serve as defense. Each turret to be manned by 3 soldiers.

3) 31 security personnel in the general defense platoon (22 enlisted, 8 NCOs, 1 officer)

4) 1 BMP-3 for the ambassador to move around in should there be an emergency. Other than that, vehicles will consist of Cadillac Eldorados, other sedans, and a few unarmed hummers for the military personnel.

everything you specified. You see, Mr. Stahlecker, I am in charge of the
Security of the Brasilian people as well, and considering this is a potential
threat to the welfare of Brasilia, I must respectfully request that you not go
to such lengths. We will allow you a fifty acre compound that will be guarded
by a mechanized platoon of the Federal Guard, as well as your own troops,
but I cannot allow you to have all fortifications that are external to the
actual building itself. A perimeter will be created, but there will be no wall
with defense systems as you specified. You may have any sort of reasonable
defense system within the compound, but none external. They must be
kept out of range from other embassies and the perimeter we will specify for
our own troops. Any sort of usage of these defense systems besides that of
self-defense will be seen as an act of war. Is this acceptible?

And on the subject of an embassy in Mississippi, this will be accounted for.
The Secretary of Mississippian Interests in Avadria will be appointed as
ambassador. If you wish to arrange a conference, we will provide. After you
are complete in preperations for the consulate, Ms. Fortulla will arrive in
Mississippi.

BODY: The rising fascist threat of the triad of the "Labour", Nationalist,
and Imperial parties within the nation troubles us very much. What is even
more troubling is the outlawing of the Juche Party, a party that the
Spartacist League of the FPCB endorsed and funded. Even further is the
shadow of ultra-conservative agenda hidden behind nationalist and left-wing
terminology. The appointment of Boris Clouseau as the Prime Minister was
certainly a poor decision of Mr. D'Locke, but we fear that there is something
more behind this than blatant offense. They have their eyes on Iberia. Among
elements of the PCPB, Iberia is a very sensitive issue. While the Ottoman
Khaif currently owns "Al-Andalus" (Euroslavia in Earth III), we wish to
"incorporate" Iberia into our union, though that is part of the "Transition,"
something that Eva has devised. I cannot personally tell you more of this, it is
a taboo topic in our government.

On the subject of alliance, I wish to extend our hand. A MPP and NAP
combined to create an alliance seems very useful. We will update our
dossiers, and will be detailing the specifics of this alliance. I will be
available at the Brasilian-Soviet embassy, and I wish to hold a summit here in Siberia
and away from the Incan War, so we may discuss the specifics of our alliance
against the Imperial Union of Napoleonic Empire.
