Official Pacitalian Government Statement

Attention, nations of the world!

The Strait of Fentomeria and Rio Timiocato Divisional Channel (RTDC) are now open to international shipping and marine trade. Until this point, these important connectors for the Caribbean and Pacific were only open to ships of Pacitalia and her allies (tariffs applicable on the allies).

Now, the Pacitalian Canal-Shipping Administration (PCSA) has ratified legislation passed by the two chambers of government in Pacitalia that allows all nations of the world to use the channel.

Effective 1 March 2005:

Pacitalian and Anubisyrrian ships may use the channel system freely
Ships of allies of Pacitalia (see below) may now use the channel system at no cost
Other nations not in the list may use the channel system with a tariff of 15.0% of the value of the goods contained in the ship

Military restrictions:

Pacitalian, UWP and OMP naval craft may use the channel system freely
No other military presence will be allowed within 10km of the Pacific and Caribbean entrances, let alone in the channel system. Disregardation of this rule will be treated as hostility towards Pacitalia

The PCSA reserves the right to stop any ship in the channel if it believes illicit materials and/or products are being carried in the craft. The craft, products and crew will be detained until a bilateral agreement can be reached between the government of Pacitalia and the government of the nation the ship is registered to.

Consequences will be severe if any harm is caused to the natural environment by the careless actions of some ship crews. This is not your territory therefore we ask that you respect the surrounding land and these waterways by treating it as though it was your own backyard. That is, with respect.

Here is a map of the channel system:

Red lines indicate major road routes.
Thicker black lines indicate international boundaries.
Purple circles with white planes indicate major airports.
Black dots indicate major population centres.
And as on other maps, orange and yellow-orange indicate higher elevations while green indicates lower elevations.

Appendix 1: If any nations wish to be added to the "special" nations list, Pacitalia will have to be first of all interested in any bilateral relations with your nation and then after a certain period of diplomatic friendship growth, a conference will be held with you and any other nations we would be willing to free the channel to.

It means even if you did apply, Pacitalia would be need to be willing to let your nation into the list.

“Alistair, I’ve come across something you might find interesting.”

Alistair Tetley looked up from his newspaper, which was unofficially on the official list of daily intelligence briefings. All too often the free press did a far better job of foreign intelligence than the Central Directorate – which was merely more proof of wasting the taxpayers’ money. “What do you have for me, Ivan?”

“Just last week we were contemplating ways in which to solidify our expansion into the Atlantic rim nations, and we were considering the hostile takeover of isthmus nations, remember?”

“And I said no way in bloody hell, because I don’t want to start an international conflict.”

Valovich nodded, his large hands handing off to the Prime Minister a piece of paper, from a rival to Tetley’s own newspaper. “You’ll see that the nation of Pacitalia is opening up a channel to foreign nations that will cut the distance between our own Pacific and the Atlantic by thousands of miles, and significantly decrease the amount of time needed for transit.”

Tetley nodded in agreement as he scanned the article. It reported basic facts, of course they wouldn’t allow the Royal Navy access – and that would surely infuriate the MoD – but the more important point was to secure the Commonwealth’s access to the open seas. Maritime nations depended on maritime trade, which meant security for traveled sea lanes. And if nothing else, the Pacitalians would ensure this safety, for a rather large 15% tariff, but it looked as if they could negotiate a lessening of this in the future. He looked up at his elderly minister, the difference in their ages being twenty years was becoming more and more noticeable as Valovich’s health began to wither away from years of stress. But for now, Tetley mused, he had far more important issues. “I concur, Ivan. Draft a letter to the Pacitalian PM asking if he would find it acceptable to apply for this special nation status.”

“Very well, Alistair.” Valovich turned to leave, but was stopped by Alistair by the door.

“Ivan, despite this slip, I still recommend you read my paper everyday. It’s far more… well, it’s simply better…”

Letter to Prime Minister Karagounis

The Commonwealth applauds the opening of sea lanes to the public in the interest of fostering a ripe environment for the development of international trade and relations. To that end, the Commonwealth would like to extend the invitation to open bilateral relations with your nation in the hope that our two peoples will benefit from the advantages of free trade and closer government relations.

Of course, we understand your concerns and are more than willing to wait for a period of time for what you called, diplomatic friendship growth; although I am quite certain you will find the Commonwealth and her people quite amiable.

I hope this letter finds yourself, and your people well.

IC: Interesting. As we currently maintain the primary base-indeed, the solitary base-of the Royal Navy on your territory, we feel that it is only proper for us to request permission to send peaceful merchant shipping through the channel. We would have no problem paying the asked fee.

It has also come to our attention that the private sector in the Commonwealth of Azazia is dominated by automobile manufacture. Our own automobile industries are somewhat......lacking, and so we wish to propose a long-term Trade Pact between the Kingdom and the Commonwealth. We have high-quality beef in abundance to trade off to you, as well as some decent IT technology.

Letter to Jamie Bladen, MFA, KOR

The Commonwealth of Azazia welcomes this trade agreement. Due to the overpopulation of many of our islands, it has become much harder to grow suitable numbers of livestock and so we would be quite happy to commence a fair and equitable exchange of our transportation products, including automobiles, for your excess beef stocks. In addition we also would like to open bilateral diplomatic relations so we can further our joint economic development.

Letter to Ivan Valovich, Minister of Foreign Affairs for the Commonwealth of Azazia.

It pleases us a great deal to receive this positive response from you, and we are wholly pleased at the prospect of further diplomatic relations between our two sovereign peoples. Because you have accepted our offer, we propose a personal meeting between diplomatic officials from our two countries to work out the details of our upcoming Trade Pact and diplomatic relations. Is this proposal acceptable to you?

I think that such a meeting would be quite agreeable. In fact, I offer you the rather splendid opportunity to come to the Commonwealth for this meeting, in our capital city of Imperium. I'm sure that you will find the Commonwealth a quite pleasant nation.
