The Volga

For years, the Most Serene Republic of the Volga had been a bastion of conservative sensibilities. Its people were not extravagant, the ruling classes abhored the wilder side of life, and even the artists were boring. But no more. Socialists were brought into power by the first national election in decades, and the people let loose. As the Church and other 'Moral' bodies looked on, the people of the Volga lost themselves in a sick orgy of consumerist and unmoralistic activities. The government legalised many drugs, and the capital, Tsaritsyn, became a haven for artists and other free spirits.
Rejecting these anarchistic principles, which also led to cutbacks in military funding, much of the Army and Air Force has risen in revolt. While the navy has mostly stayed loyal, the region of Tibor in particular has been essentially taken over by revolting militarists. Pro-military militias, formed from conservative members of society are being raised, while the Socialist Government has responded sluggishly, using the perhaps 2/3rds of regular units that stayed true to it to protect key cities, while raising vocal pro-government militia units from the more working-class elements of society.
Both sides have appealed for help from the international community, with weaponry and training being a particular request, as militias on both sides are equipped with old rifles at best, and pitchforks or sharpened sticks at worst. Automatic weapons and artillery are in particularly short supply.
Situation Currently: Areas inside the Red (for example, the Tibor region) are essentially under revolutionary (or is it reactionary, in this instance?) control, although pro-government units remain at large. In the other areas, the pro-military forces have failed to revolt or are biding their time.
