State of the Nation Address

Whittier-

Secretary General Brezhnekov sat in his office with his cabinet. It was time to restore socialism to its true glory. Or so Elisa Bendheim, Chairwoman of the Whittier National Socialist Party, claimed just moments ago. Brezhnekov sat with his staff considering her words and her proposed course of Action.
The state of the nation was good, very good. All 15,000 nuclear warheads had been replaced. 41 million active duty troops had been reclassed from active to reserves and were now contributing to the civilian economy.
Pandora's Box was still a threat to those nations seeking to attempt the use of nuclear blackmail.
Relations with West Moon were good. As were relations with East Moon.
Relations with allies on earth were very good.
The Whittier colony on Mars was prospering under autonomy.
The economy was gradually improving.
The chair of the socialist party had been arguing that the nation should cut off all aid and all relations with non socialist nations. She further proposed that the government only give assistance to nations that have or agree to change to, a socialist government and ban political parties.
For practical purposes, Brezhnekov disagreed and would not implement the proposal but due to his respect for the opinions of others, he allowed his staff to discuss it.
Among the other items was a proposal to return to hostile propaganda wars against the capitalist nations of the world. As far as Brezhnekov was concerned, how other nations ran themselves was none of his concern as long as they didn't threaten the interests of the Union of People's Republics. However, he chose to allow his cabinet to debate the issue.
Brezhnekov knew his goals and had already set them in motion. The given facts bout the economy and the state of relations with the colonies and with other nations proved there was no need to implement Madame Bendheim's proposals.
Though, he was going to go ahead and start resocializing the airlines, the cruise industry, utilities, water purification and public transportation.
All hospitals and other medical and public health facilities were already owned and operated by the government. Even the TV and Radio stations were to be nationalized.

He ended the meeting with a glance that told everyone it was over.
He stood up and left the room.
He stepped into the conference room, where the media had set up its cameras and microphones and sat down at the big oak desk. The stars and stripes of the Union of People's Republics behind him on the pale tan wall.

Brezhnekov: Citizens of the Union of People's Republics, tonight our nation enjoys a position of strength.
I am pleased to announce that the economic recovery is succeeding. Our armed forces are as strong as ever and pose as great a threat to the aims of imperialist nations as ever. Our 15,000 ICBM arsenal has been replaced and we will be continuing to add more missiles to our arsenal until the capitalists of the world realize we will not be bullied.
41 million troops have been successfully returned to the private sector and this has greatly aided in the national recovery.
Our colony on Mars continues to prosper. As do our relations with our allies.
However, while we respect the enterpreneurialism of our people, we must recognize the fact that some industries provide the most benefit when they are in government hands. Therefore I am ordering the nationalization of the airlines, the cruise industry, utilities, water purification and public transportation. And while we respect freedom of speech and differences of opinion, we cannot allow our TV or radio stations to be used to promote treason and lawlessness. Therefore I am also ordering the nationalization of all TV and radio stations. In order to protect free speech all websites and servers in our nation are ordered nationalized. The former owners will be paid a total sum of 5 cents per property taken.
I am also ordering the Ministry of Finance to seize all assets in Whittier that are owned by foreigners. Those assets will be nationalized effective tommorrow morning. Hence, the property of the Pacific Oil Trust, a foreign corporation, that is located in Whittier, is now declared the property of the government of Whittier and all Pacific peoples must leave said property or face arrest. Indeed all property owned by foreigners is ordered seized and transferred to government ownership. The foreigners are to recieve zero compensation at this point in time.
While we respect the right of nations to run their internal affairs as they see fit, we warn them not to threaten our interests around the world because as we have shown in the past, we will act. And we will act firmly and swiftly.
Thank You and Good Night.

During their active status, the government was losing much money. But now that they are reservists, they are still part of the military, but the Socialist States pay their salaries now instead of the federal government. Though those salaries are supplemented by civilian labor which averages about $25,000 per hour. Which means a reservist makes about $50,000 a year.
But they are still required to go through intense monthly training.

Well, if Whittier is still using the stats from the old whittier, then he is quite large. And I am guessing that he could support that many troops.
