"The dangers of modern society permit only caution when dealing with the individual person. This caution calls for advanced forms of control, which permit the elite to placate the lower people. For these reasons, the Imperium has decided to upgrade all security measures across the board. This will be done in several ways.

The first such method comes from a long tribal tradition of the Septz tribe. The Septz' make use of skin markings to designate rank and position. The Imperium is taking this one step further. All civilians will be given tattoo's designating their tribe, along with a barcode, which includes such information as birth-date, blood type, ethnicity and physical attributes. The markings will be placed on the left shoulder for regular civilians and on the right shoulder for members of the aristocracy.

The second method of control will be the implementation of a retina scan database for all persons entering buildings declared necessary for the nations safety, such as power plants and utility buildings, along with government structures. The scanners will be placed on all entrances and exits. (ooc: already in place, just being expanded to utility buildings.)

The third security measure will be the injection of a RF-I.D. chip into all newborn civilians. The chip will contain the same data as the shoulder barcode.

Hopefully these measures won't be met with resentment."

First off, commoners do not become arisocrats. Only members of the Ninthian tribe can become members of the elite, as they are currently the controlling power in the Imperium, having destroyed the republic that had plagued the land for nearly a thousand years. According to our law, only a Ninthian may marry a Ninthian. Therefore it is not possible for a commoner to either become or marry a member of the aristocracy.

OOC: Ninthian is basically Northern German. Info is in my factbook.

Before the advent of Christianity, the vast majority of the people inhabiting the land known as ITD followed a religious system similar to that of the Romans. Note that lost Roman’s and their German captives originally colonized the islands. (Don’t ask me how they made their way to the Pacific, no historical account is made of that.) Those people living on the island known as Hades Cluster were worshipers of Pluto, the Roman god of the underworld, and Vulcan, whom they believed lived in the largest volcano on the island.

The people who lived here developed along many of the same lines as the Romans, but were not plagued by barbarian wars. Christianity found its way here and was readily accepted. Roman Catholicism is the largest single religion in the nation.
