since i own Tingis I will charge all who trys to enter the Mediterranean Sea
I will also build a dock for you and your solders to rest and stock up
(My allys can go free)
{so it would be a good idea to ally with me if you want to dock there and/or enter there frequently or own a city-state there}

it depends on the situation if it concerns my nation or the safty of any others yes i would let them throught but if its for personal conques no they must pay; altho if there a trusted nation and need to make a dead line or somthing of that sort ill allow them to pass and pay me later or when they come back
