The broadcast was not a live one, being prerecorded at the New Imperial Submarine Yards, and then driven to a studio to be broadcast from there to prevent some prying eyes from locating the site. The Yards had been built in secrecy, with a laser facility blinding overhead spy satelittes as they passed overhead. These lasers were installed in several other locations to further confuse potential enemies, and it was hoped that the site had not been discovered.
"The world is an odd place. The naval powers build bigger and bigger carriers and battleships, and bigger and better surface forces. Entire nations have become devoted to the sea, and this has caused Fluffywuffy to lose out completely in the naval arms race. Our carriers are numerous but obselete, our battleships remind us of the War to End all Wars, and our surface forces could have once been commanded by an Athenian admiral in the Persian Wars.
But for all that, Fluffywuffy has stumbled upon an old, but oddly unused, weapon. And it is with this newfound weapon that we will base our fleet, and the world's navies will never know what hit them. This weapon is the submarine. Why the world has not advanced far in this territory baffles our strategists and scientists. But we will advance, and the world will have trouble finding us.
That is why I am proud to announce the opening of the New Imperial Submarine Yards, where Fluffywuffy's new maritime tradition will be born."
