OOC: Not really wanting to start two topics, I blended the annexation of Florida and the blockading of Sardinia into one RP.
I've got Ireland, Algeria, Tunisia, and Libya in EIII.

Emperor Scorpius stood in his office, just finishing up with the complete integration of Libya (http://forums.jolt.co.uk/showthread.php?t=395323). Now, it was time for the Empire of Risban to continue its expansion. After long and careful thought, the Empire decided to gain some interests in the Americas. Their interest: Florida, and possibly more of the south eventually. A fleet had already been dispatched to annex the untaken land.
In the Mediterranean Sea, however, the Empire of Risban was always looking to expand its influence. Having conquered much of the North African Coastline, it decided to move up a bit... Sardinia. The Second and Third Fleets, along with 16,000 Marines, were sailing from Libya and Tunisia to blockade the island....


Imperial Navy- Sardinia
The Risban Imperial Navy, or at least two fleets and a few thousand marines, approached the island of Sardinia. An unanswered telegram had been sent to the seemingly isolationist nation of Blacktower, offering to buy the island, but there are been no response. Thus, Risban was going to blockade the island until Blacktower decided to sell. ((OOC: Well, they're inactive, so I'm blockading it so that I get first dibs when their claim is deleted. Heh))
The fleets circled the island, making it impossible for any ships to leave or approach Sardinia.
Now, they waited.

Imperial Statement to Grays Hill
The Empire of Risban wishes to alert you that we are blockading the island of Sardinia, which is presently under the jurisdiction of Blacktower. We have no intention of entering Italian territorial waters or interfering with any of your naval operations currently taking place in the area. Our goal is just to capture Sardinia.

Meanwhile....

The Atlantic Ocean- Florida
The Imperial First Fleet, having just finished with aiding Exetonia in seizing Britian, had sailed for Florida as soon as Risban began its annexation of Libya.
Now, they had finally arrived. Accompanying them was a Risbanian Colonization Fleet containing:
6,000 Risbanian Colonists
2,000 Soldiers
300 Marines
50 Imperial Officials

They were to set succesfully colonize the currently ungoverned and unclaimed Florida, and pave the way for more Risbanians to live in the Empire's claim of the now-old new world.

Sardinia
The fleets have maintained their blockade of the island. No ships have attempted to get by the blockade. The Empire of Risban has reason to believe that a government is no longer functioning in Sardinia.


Florida
Florida, being ungoverned and unsettled, has been succesfully colonized by the Empire of Risban. Miami is where the Government Centre of Florida is.
Currently, workers are constructing a naval base on the southern tip of Florida to grant better access for Risbanian commercial and military vessels in the area.

Skirmishes in Florida:
Only one to report. The majority of the people in the area seemed fine with a governed force entering to quell the anarchy that had engulfed the state.
In the fight that broke out, a group of eighty-one people in Tampa Bay attacked a group of Imperial marines. They killed two marines and injured eight others by throwing grenades. The group proceeded to encamp themselves in a local super market, not verbalizing any demands or requests to the Risbani Diplomats that had stepped in to avoid any more confrontations. Upon shooting Imperial Ambassador Sarah McArthur in the arm, Imperial Police seized the super market. Nineteen of the insurgents were killed, twenty-two injured; one policeman was killed, six injured.

The Empire of Risban is of no threat to the Commonwealth of Taiwanese Islands and thus sees no problem in setting up camp in Florida. At the time of our colonization, it was unclaimed and unsettled. We saw it as the perfect place to set up a new colony, primarily for trading purposes. (And an excellent place for Risbanians to have vacation).
We have allies with the PNAS, thus increasing the point that we are of no threat. The Empire of Risban will maintain its new Floridian colony and promises not to spread any farther into the North American Continent.
Should you use this as an excuse to invade a sovreign territory of the Empire of Risban, our military and our allies will be ready to step in. We have funded many others in their world-wide battles and now they are in debt to Risban, and we will have no problem is asking them to aid us in defending this little peninsula.
So, to avoid a pointless headache, just turn your eye. We have no intention of waging any wars in the Americas, except for possibly using Florida as a point to aid Truitt in its war against Communist Brazil.
I am sure that the nation of Green Sun can vouch that Risban keeps its promises.

This is an unjust and sinister effort on the part of the Risban Empire, and it truly disguists us. We ask that you make immediate contact with the SSRH to discuss the situation before it degenerates into conflict.

"People just want me to have constant headaches," groaned the Emperor, sighing as he read over the foreign statements. "Honestly... You'd think that they'd pay attention to things. Blacktower no longer functions."
Alexander Perkins, the Minister of Foreign Affairs, nodded in agreement. "Aye, sir. But, they are doing what they think is right by their standards."
"Or they're trying to take Sardinia for themselves," warned Grand General Charles Skops, standing. "There is absolutely no reason for a Praetonian fleet to be in the area or monitor us. They want Sardinia for themselves."
"And," said a man called Abrahms, from the Ministry of Intelligence, "Hrstrovokia shouldn't be a threat. We are about to see World War Three, and the SSRH is a primary player in the war. Perhaps this is merely an attempt to get Risban back for giving Grays Hill and Truitt financial assistance."
The Emperor frowned, leaning back in his chair. "Hmm... Alex, write up a statement to Praetonia; you should know what to say. Even if the general is right, there is no way past our blockade. As for Miroslav... I'll talk to him myself."
"Aye, sir."



Risban Imperial Statement to the Democratic Imperium of Praetonia
The Empire of Risban would like to share with the honourable nation of Praetonia that the government of Blacktower no longer functions. The Imperial blockade around the island will stay in place until all remnants of the dying nation of Blacktower have vanished. Then, our naval vessels will deploy marines, government officials, and Risbanian Red Cross workers onto the island. Our analysts expect that, if fighting did take place, the maximum number of casualties for both sides together would not breach one-hundred lives. You see, our marines will be using mostly non-lethal weapons to subdue any resistance rather than decimate them. Then, those who are captured after attacking a Risbanian citizen will be offered citizenship. Should they refuse, the Empire of Risban will pay them from their land and send them to Greece, where the government of Blacktower may still exist. Our Red Cross will handle any humanitarian problems that arise, and our officials will see to it that things transition smoothly. Also, the Empire has enough monetary sources to pay for everything itself.
Thus, however gracious we are for your offer, Praetonian assitance is not required in this area. The government of Blacktower is already destabalizing itself. We move in when anarchy engulfs the island.
We also recommend that you warn our esteemed friends, the nation of Grays Hill, that your fleet is also in the area, should for some reason your fleet remain.

Statement to the SSRH
We see in no way how blockading Sardinia is "siniter" and "unjust". The government is failing due to extreme isolationism. When it does, Risbanians will step in to govern, giving all people on Sardinia the choice to become Imperial citizens and enjoy all benefits that our citizens in Ireland, Libya, Tunisia, and Algeria do. It is far more safe, regarding human lives, than your expansions in Eastern Europe.
The Emperor wishes to speek with General Secretary Miroslav whenever possible via telephone.

Several other powers has raised opposition over the other Risban target, Sardoina." Bowing briefly, he left the room without another sound.

"Well, now, what should we do?" Groaned an elderly Senator. I told you we should have solidified our claims. They have a point, you know, when saying that Florida was not settled."

24 other sets of gloomy, threatening eyes quickly silenced him.

"Florida is rightfully ours," Senator Roxesung snapped. "whether we settled it or not doesn't matter. This qualifies as an act of war against the Commonwealth, and we shall answer by war."

"It is decided then," Senator Losack said. "We shall secure our claimed lands on the continent, and then turn the full strength of the Commonwealth against those shamless devils in Belgium."

North of Tallahassee, Border with Georgia

Massive tranport planes from the north rumbled through the sky. Like thunders rolling south, they flew across the border and one by one their passengers leapt out.

Within hours three divisions of the Commonwealth Marine Corps has been tranported into Florida. After brief pauses for regroupping, Operation Southern Liberties began.

The 1st Division, with some 12,000 troops and thousands of vehicles, pushed East towards Jacksonville. From there they will follow the coast down into Miami.

The 3rd and 5th Divisions would be following the highway down the highway towards Leesburg, from where the 3rd Division will take a path through Orlando and join the 1st Division at Port St Lucie, while the 5th Division move for St Petersburg and will follow the coast from then on untill reacing Miami.

Behind them, the Commownealth's new raw recruits: the 1st, 5th, 11th, 18th, 24th, 25th, 26th, 27th Brigades, marched across the country.

Last of all, the Commonwealth again thanks the Kramden for their support. May our friendship last through eternity!

After the message was delivered to the Kramden, the Ministory staff, with some understandable disgust, cabled another message to the Empire of Risban:

Florida was relegated to the Commonwealth of Taiwanese Islands under the terms and conditions of the Pact of North American States. You have violated our sovereignty and we have responded with force. The war has started but you still have the chance to end it. Do not forfeit our opportunity for peace.

Having delivered that as well, the Ministory began sending out dozens of telegrams to American states in the West Coast and down the East Coast..........

"I have made my point about nuclear missiles clear before, General," said Emperor Scorpius, frowning disapprovingly at his military commander. "They are a last resort, and only that."
"Perhaps," began Alexander Perkins, "we can look to our allies and friends for help. Golencia, Exetonia, Grays Hill, Truitt, Green Sun... Risban has aided all of them before and indeed aids them now. We can ask for some troops and possible embargos or mere political pressure to have these people cast off."
"Grays Hill is busy in Eastern Europe... Truitt is spread out against Brazil and Europe.... Golencia is going after Sri Lanka right now... Exetonia may be able to lend us something. Green Sun, however, is part of this Pact, or so I believe; he may be able to get us some help. The nation has always been one of our strongest allies, and we let them start in this world when we gave them bases in Tunisia and Algeria," said the young emperor. "Let's see what happens... Get me on the phone with someone in Taiwan. For now, have all of our troops and citizens barricade themselves in southern Florida."
"Aye, sire."


Statement to the Taiwanese Islands
You have no sovreign claim whatsoever in Florida, nor do you have any type of governing authority there either. There was no governing authority in the territory when Risbanian ships landed. Had you really claimed Florida, your claim would have been recognized globally on the list of international claims, you would have had officials present, and you would have had military present. None of this was there. Thus, our claim to the state is legitimate. However, to avoid conflict, we'll pay your pact a sum of $50 billion to get off our backs.
Should you continue this unjust attack, many will die. Imperial citizens are trained to fight to the death. Combining our colonists and the new citizens from Florida, that is over a million people your troops will end up killing. I do not think that will reflect too well on your nation.

OOC: Just a note, the fleet is in The Med anyway and hasn't suddenly moved in there. I have access to bases in Euroslavan Spain and France. Can you tell me what's in your fleet? It would be useful if this comes to blows. My fleet is the following:

OOC: I'm on a school computer right now. Stats are on my laptop which I'll have access to later. I'll post them then. I can tell you that, between the two fleets there, there are about 30 Type 23 Frigates, I think three Albion ships, and a handful of other vessels. (Risban focuses a lot on its navy, lacking a little bit in Air and cutting back on the amount of soldiers it has).
I can tell you that, in the Med, we've got bases in Libya, Tunisia, and Algeria.
But, I don't think it'll escalate into a little brawl. ;) In EIII, we've only come close to war with a sovreign nation twice: once with Exetonia, which was settled immediately through money and treaties, and the other with Communist Brazil, who backed out of attacking when my allies showed up. I try to avoid military RPs. heh.

Imperial Statement to Praetonia
The Empire of Risban is quite sure that a civil war has not broken out in the government of Blacktower, and is willing to give you photographs of the island proving this statement to be correct. We have absolutely no intelligence whatsoever of fights or rebellions taking place on the island.
Should a civil war break out on the island, which there is only a slight possibility of such a thing happening, Imperial forces will move in to quell the fighting peacefully.
As for a civil rights catastrophe, our humanitarian workers and marines are standing by to make sure that no such thing happens. As you said: A civil war would be the catalyst in a civil rights crisis. Our troops would move in to stop any civil war that might take place, and our workers will step in immediately after to help clean up.
We also, as previously stated, will not force these people to live under our rule against their will. Should they refuse Risbanian citizenship, we will pay them for however much their land is worth and sail them to Greece.
Should you wish to be of any assistance, you can give transports to take those who do not wish to be citizens to Greece.

Imperial Responce
Our marines and Red Cross workers are fully and completely capable of controlling the situation should a civil war break out. We have several thousand marines present in the blockade, and more can be carried in from our bases in Tunisia.
As for Blacktower, they are losing their claim to the island ((Quite literally. heh)), and are soon to have no power there. The Empire of Risban has not yet claimed Sardinia. We are awaiting the complete and utter dissolution of Blacktower's government, thus making the island unclaimed by any sovreign government. It is at that time that the civil war you speak about would most likely happen, and the same time that we will deploy all of our marines. Our marines will disarm any militant factions and create peace in the area. At that time, our workers will move in to clean up. We have been over this before, methinks.

Several other powers has raised opposition over the other Risban target, Sardoina." Bowing briefly, he left the room without another sound.

"Well, now, what should we do?" Groaned an elderly Senator. I told you we should have solidified our claims. They have a point, you know, when saying that Florida was not settled."

24 other sets of gloomy, threatening eyes quickly silenced him.

"Florida is rightfully ours," Senator Roxesung snapped. "whether we settled it or not doesn't matter. This qualifies as an act of war against the Commonwealth, and we shall answer by war."

"It is decided then," Senator Losack said. "We shall secure our claimed lands on the continent, and then turn the full strength of the Commonwealth against those shamless devils in Belgium."

North of Tallahassee, Border with Georgia

Massive tranport planes from the north rumbled through the sky. Like thunders rolling south, they flew across the border and one by one their passengers leapt out.

Within hours three divisions of the Commonwealth Marine Corps has been tranported into Florida. After brief pauses for regroupping, Operation Southern Liberties began.

The 1st Division, with some 12,000 troops and thousands of vehicles, pushed East towards Jacksonville. From there they will follow the coast down into Miami.

The 3rd and 5th Divisions would be following the highway down the highway towards Leesburg, from where the 3rd Division will take a path through Orlando and join the 1st Division at Port St Lucie, while the 5th Division move for St Petersburg and will follow the coast from then on untill reacing Miami.

Behind them, the Commownealth's new raw recruits: the 1st, 5th, 11th, 18th, 24th, 25th, 26th, 27th Brigades, marched across the country.

After the message was delivered to the Kramden, the Ministory staff, with some understandable disgust, cabled another message to the Empire of Risban:

Having delivered that as well, the Ministory began sending out dozens of telegrams to American states in the West Coast and down the East Coast..........

The Kramden of West Cedarbrook permits the use of the 7th Army in securing Taiwanese Islands claims in North America. As stated earlier we are in support of all claims under the Pact of North American States.

The West Cedarbrook Navy is under deployment to protect our shipping in the North Atlantic due to the war in Slovenia. It can be activated to interdict an invasion of TI North American territory. The Air Force will overfly TI territory if requested in support of it's organization of American States. In addition, the Southern Command, Army of West Cedarbrook is positioned near Knoxville and Chattanooga in the event of a request for land support from TI.

A mass alarm was sounded, all Risbanian citizens fleeing the ruthless and unjust Taiwanese onslaught. The First Fleet boarded everyone onto their transports, slowly moving them to neighboring, unsettled Cuba.

OOC:.......... I was looking forward to some real land combats......

IC: Taiwanese Islands commanders rushed through Florida at remarkable speeds. They have outran their own supply lines long ago, but no one even dared suggest slowing, seeing that not a single enemy is in sight.

"What on Earth is going on down there?" General Kanltun barked at his staff. "Where is our enemies?"

Just then, an intellegence officer briskly walked into the General's command post.

"Sir, congragulations, the Commonwealth has triumphed over her enemies. Risban forces has fled from our territories."

Wild cheers eruopted all over. Half an hour later, the Commonwealth Senate issued a joint statement declaring victory, and the people of the Commonwealth rejoiced.

"They died due to extreme isolationism," explained Alexander Perkins. "There aren't too many people left on the island; mostly poor fishermen. We can buy their interests quite easily, and I'm sure they'd like having our marines in there to stop the increasing rate of murders on the island."
"Alright then... Haiti it is," sighed the Grand Admiral, hanging up the phone. He wished that the Second Fleet would've taken this job....

The First Fleet and 78,000 colonists and 5,400 marines approached Haiti.

OOC: Been wanting to do this for some time kinda of a confusionary thing that I used in the WW3 Thread also.

IC:

A lone TyH-B5 Dream flew from its base in Uruguay, through Afrkicaan airspace, and out torwards Hispaniola.

After about five hours of flight after the Afrikaan transfer, it came apon the Haitian landmass. It was mostly baren with exceptions to worn-out docks and a few make-shift houseing complexes along the beaches. Ruined cities were seen for miles.

"Drop the bombs!" Ordered the Pilot as the two Weapons Offcers worked the mechanics of one of the last TyH-B5s in service. Twelve bombs were dropped like they were hitting a runway and they exploded in mid-air.

Reds, Yellows, and Oranges filled the air as the paint from the bombs flew all over and mixed with the ends of other bomb's contents.

The water-proof paint free-fell for 2,000ft before hitting the deserted ruined cities. Appon drying they became a lime green, and bright in the sunny day. The bomber flew back torwards the Afrikaan airspace as a tanker met with it en route with four escort fighters.

The cities just out of the population's range, about five miles inland, was covered in a lime green substance. For anyone could know, it was a bioligical disaster, even if it was enviromental paint.

As for any death counts, a racoon got his tail colored and got a bit of a high from the overwhelming fumes. Many robents and a few stray ouse animals got the fumes had the same feeling, with only five in all dieing.

OOC: What would your commanders do if they saw dead animals and a lime-green substance covering everything?

Imperial First Fleet-RIS Scorpion
Of the Coast of Haiti...

Admiral Tarda spit out his tea, setting his cup down. "What??"
He stood, grabbing the photos presented to him. Several jets had flown over the island to take pictures and discovered that a green substance covered a substantial area of land on Haiti. There weren't any signs of life moving.
"Damn it," muttered the Grand Admiral, tossing the photographs aside. "Get out those chaps in their biosuits and send 'em out there. I want to know what this bloody stuff us, and more importantly if it is radioactive."
"Aye, sire," said the naval officer before him, saluting and walking off.

An hour later, seventeen troops wearing environmental biohazard suits took a motorboat to the coast, getting out of it upon landing. Seven of the men carried weapons; obviously the guards. The other ten carried various bits of equipment to test if the green subtance was radioactive or dangerous in any way, and to analyze exactly what it was.
A bit of a setback in Risban's plans. No one else was allowed on the island until the team made its conclusions.


Four Hours Later...
"Jim, you aren't gonna believe this," remarked one of the scientists, setting down his handhelf machine. "But, I think it's paint... Not at all harmful to the environment."
"I'm getting the same thing over here," said another scientist, a device in his hand beeping slightly.
One of the solidiers frowned beneath his mask. He was a brave young lad, fresh into the marine corps, having a reputation as a carpenter. He decided he'd be alright, and removed his mask, despite the protests of the scientists around him. He glanced around, breathing the air. "Hmm... Yep. That's paint alright. Your can smell it," he concluded.
"Paint...."

"PAINT!?" exclaimed Grand Admiral Eric Tarda, looking annoyed. "We have been delayed nearly ten hours now because of paint? Bloody hell... I'm in command of one of the strongest branches of the Imperial Navy and I get stuck dealing with bloody paint... Proceed with the colonization of Haiti, and get someone to clean that stuff up."
The Grand Admiral grumbled as he called to Dublin to report that the biohazard threat was, indeed, not a threat at all.

The Emperor sat behind his desk, looking at the Minister of Foreign Affairs. "Give the go ahead for Haiti. Notify Praetonia that Imperial forces are now going to move into southern Sardinia."

Imperial First Fleet- "Scorpion Fleet" -Haiti
Satisfied that the green substance covering parts of Haiti was merely paint, the colonists and marines of the First Fleet have begun to land on the island and are currently setting up base camps. Scouting patrols are marching around the island to locate any humans still living there. Several teams were also sent to become removing the lime green paint from the ground.
Heading the colonization effort and acting as the Praetor and Magistrate of the newly acquired Risban Imperial Territories of Haiti was Baron Kenneth McSamuels.
Grand Admiral Eric Tarda of the Imperial Navy has decided to keep the First Fleet in the area until colonization is complete.
A naval base is currently being constructed on the northern coast of Haiti.
Colonists and marines shall continue spreading farther across the island.
No resistance from the few fishermen on the island has been reported thus far.





Imperial Statement to Praetonia
The Empire of Risban is now moving in to take the southern coast of Sardinia. Your estimates were right; with the disintegration of the government of Blacktower, it appears that a mix of police and National Guard have attempted to take control of the island. Thus, marines are moving in now to secure the southern half, where the bulk of our fleet is. We ask you to please aid our very few forces in the northern half of the island to bring order sooner.

17th Carrier Escort Group, Mediterranean Sea

Admiral Meridius had been woken early by the news of Risban landings on Sardinia. Although the Praetonian fleet had decided to kepe its distance and station itself near the North of the island, movements were being watched hawkishly by elements of the Carrier EAW wing. The Admiral looked out towards the island. Were there troops on the beach? There could be.

"The fleet will give fire," he stated in a thick English accent. All of a sudden, several 8" guns opened up, only to be joined several seconds later with a symphony of 6"ers. The beach was pounded, sand thrown into the air and shrapnel sprayed across its entire length. Under the cover of the bombardment, hovercraft armed with 30mm cannon slid off of the assault ships with the full complement of 2,300 marines. Approaching the beach, they opened fire on the few dazed civilians and farmer militia members. Not such good conduct for a humanitarian operation, but who would ever know?

Southern Sardinian Coastline
Whilst the Imperial marines took the primary beaches, several of the Third Fleet's ships circled around towards the eastern coastline, bombarding the meager defenses present.
Marines pushed forward, clearing way for several supplies and more troops to make land. A farm was taken over, its owners and workers placed under temporary house arrest. The Risbanian forces turned this farm into their makeshift base of operations. One thousand more marines landed, and the forces pushed onward.

The Capture of Cagliari
While the Imperial Marines captured the southern coasts, the bulk of the Third Fleet moved towards the capital of Sardinia: Cagliari (http://www.viamichelin.com/viamichelin/gbr/dyn/controller/mapPerformPage?strCP=Sardegna&strCountry=000000612&strLocation=Cagliari).
The Fleet pulled into the gulf, launching missiles at the one naval base in the capital city. Two thousand marines were deployed, approaching the city (

They were met with random gunfire from a few of the police and national guard in the city, but many of those forces fled when bombarded by the Risbanian ships. The Imperial mainres landed on the edge of the town without much trouble. Their goal was to secure the harbor before moving in through the rest of the city.

The Risban Imperial Colony of Haiti
It took several weeks for things to get settled, and for the paint to be remove. The Empire dismissed the environmental paint as a mere joke from whatever country occupied the island nation before.
The Imperial First Fleet has remained in the Haitian area, and will do so probably until tensions in Cuba, North America, and South America cool down a little.
A council has been selected to rule the Haitian Colony of the Grand Imperium of Risban. Among this council, a colonial Magistrate and a colonial Praetor have been selected to govern the now 83,000 colonists on the island. The island shall remain a colony until a Bill of Union is passed through the Imperial Parliament back in Dublin, which shall take several more months.
On the island remained only one-hundred and eighteen people, mostly fishermen. All 118 chose Imperial citizenship, and 1/3 of the colonial council has people from this 118 on it.

Southern Sardinia: Cagliari
The Imperial Third Fleet's attack on Cagliari last for three days. At the end of the third day, Imperial Marines had managed to capture and disarm the three rogue militias moving around the city, fighting their civil war.

With the capital of Sardinia captured, the Risbanian Forces used that as their new base of operators. The southern coasts fell easily; the Sardinian rogue forces, facing eachother, were no match for an Imperial Fleet, and surrendered after several missiles had been launched.
Most of the Sardinian residents in Cagliari chose to become Imperial Citizens of Risban. 1,426 of them, however, chose to remain citizens of the various rogue factions of what remained of Blacktower. Most of them were militia and rogue politicians and generals. They have all been paid for their land and are currently being placed on Imperial Transports to be brought to Blacktower Greece, where they can continue their civil war.

Meanwhile, over eleven thousand Imperial Marines slowly pushed forward into the island, taking over the villas and farms along the way. The majority of the people have chosen Imperial citizenships to end their civil war, but there are still skirmishes here and there.

Now, as the Risbanian Forces approached the centre of the island, the Empire turned its eyes to Praetonian Forces in the North and offered any assistance that might be needed in capturing that half of the island....

Imperial Telegram to Praetonia
Cagliari is now occupied by Risban, as well as the entire southern coast. Our forces are pushing deeper into the island. Our fleet is now ready to give you any aid that might be needed in capturing the nortern half of Sardinia.
We request that you attempt keeping civilian casualties to a low, so as to avoid a humanitarian crisis and get some unhappy forces in the area. The Soviet Nation of Hrstrovokia has already expressed outrage in the capturing of the island.
Most of the Sardinian civil war factions in the south are pulling back towards the centre of the island, between the northern and southern border. We fear that they may join with the factions in the north and call a temporary truce to push Praetonian and Risbanian forces out and then continue their fight for power. We should be prepared for such a scenario.

Telegram to Risban

Although your offer is appreciated, we would not wish to put your troops at risk
when we can manage by ourselves. If we do meet resistance in the centre of
the island we would be happy to fight alongside your troops in crushing
it.

The Praetonian forces on the island had largely ignored the native population bodies, and were instead racing to an easily defencible border with the South. IFVs and tanks raced along the Sardinian roads, leaving the populace for the most part alone. When resistance was encountered to the so far harmless invaders, it was quickly squashed by squardons of Light Scout Vehicles. The real battle with the natives, if it were to occur, was yet to come. Taking up positions along three major rivers and a mountain range, only one spot along the Praetonian line not more than a few miles across was undefended by a natural fortification. Praetonian troops began fortifying the entire border with barbed wire and fences several layers thick. The objective for now was merely to let anyone coming this way know where the border lay.

The Risbanian Forces chased the last bit of southern resistance to the centre of the island where, upon reaching the Praetonian Line, the nine-hundred-man militia surrendered and were disarmed without a fight. Approximately 2/3's of the militia denied Imperial citizenship and were sent back to Blacktower's Greece. The remaining 300 became Imperial citizens.

The Risban Imperial Marines began building a steel fortification along their northern border, a third of a mile away from the Praetonian border. The Imperial Parliament declared the small area between Praetonia and Risban neutral.

Captain Tiberius of the Imperial Pioneer Corps looked across the river through his binoculars.

"Risban is building steel fortifications," he said matter-of-factly. He sighed, and walked down the steps at the back of this one completed part of the Praetonian fortifications. Solid concrete and bristling with bastions jutting out over the river to allow an enfliade to build up. 75mm Emplaced artillery was dotted up and down, along with numerous machineguns and 20mm autocannon. Below there was a large blast bunker, accessible through steel trapdoors up and down and the fortifications. On the other side of the river bank, there was about 15m of rolled razor wire and barbed wire constructions, and in front of that a simple chainlink fence with signs saying "Warning! Praetonian Border. Do Not Cross." in Latin, English and the Risbani language.

Of course, the concrete fortifications were not complete all along the river bans yet, but soon they would be. Where there was no river, an artificial one was being built. This was only a short stretch of a few miles, as well as the large artificial water works that would encircle the large city of Oristano. In the large lake of Lago Omodea, a small artitifical island was being constructed upon which a concrete fortress bristling with 8" guns, 30mm cannon and machineguns would be able to cover the entire lake. Slightly behind the fortifications, and out of range of most artillery, SAM batteries were located. The sea ways were to be protected by the 17th Carrier Escort Group, recently renamed the Fleet of Sardinia.

The One Million Colonists of Hispanola
With a naval base completed on the Haitian side of Hispanola, a commercial port contrustced on the Dominican side, and an airport towards the centre of the island, more colonists began flocking to the new colony, rebuilding and resettling the abandoned villages and towns. Soon, one million had arrived at Hispanola, whose admittance into the Empire through Bill of Union was pending in the Imperial Parliament.



Southern Sardinia: A Risbanian Colony in the Mediterranean Sea
Baron Thomas Kennings was named Praetor of the Risban Imperial Colony of Southern Sardinia. James Putler was named Imperial Magistrate of the area. Sardinia's admittance into the Empire was also being proposed by a Bill of Union in the Imperial parliament.
Their fortification completed in the north, with guard towers every four hundred feet and 75MM artillery, was protected by Imperial High Guards. The flag of the Risban Empire hung in the towers, showing who owned them.
A naval base was beginning to be constructed in the southwest, while the commerical port in Cagliari was being reconstructed.

Imperial Telegram to Praetonia
The Grand Imperium of Risban suggests that, in order to further ensure peaceful relations, our nations swap embassies and sign a Non-Aggression Pact, which may further become an alliance. We also encourage trade between our two nations.
Furthermore, we suggest that the small neutral territory between our Sardinian borders become a biological preserve, much like between the Koreas. We can allow scientists to enter the area and study the flora and fauna.
