FRC: The Canadian Commonwealth

Preamble:

We, The Department of State for the Federal Republic of Canada with the direct permission from the First President, Anthony R. Wittrock of the Federal Republic of Canada through the Second Secretary of State, Darren Temple create a new branch of this respective department known as the Ministry of the Canadian Commonwealth.

The Canadian Commonwealth was founded in principles of humantarian, economic, military and political issues regarding the member state. These member states have full autonmy and sovereignty over their internal and external affairs. Any size nation may join.

[i]Article #1: Humantarian Issues

Sub-Article A: Any member-state nation who has suffered a national disaster may request assistance from the Canadian Department of Defense, which will send the Disaster Assistance Quick Response Team (DART) immediately and the Department of the Treasury will also send the member state financial aid if requested. The Canadian Department of Defense will also send Engineers to rebuild roads, replinish drinking water and other nessecities.

Sub-Article B: Any member-state will also be looked upon to assist DART in the nation that has suffered a great deal.

Article #2: Economic Issues

Sub-Article A: All member states are given the opportunity for them to adopt The New Canadian Dollar as their national currency.

Sub-Article B: Within the Commonwealth, you must open free trade to the Federal Republic of Cananda and the member-states of this Commonwealth.

Article #3: Military Issues

Sub-Article A: It is agreed that all member-states may not get along in the Commonwealth, which could lead into an armed conflict. Other member states are requested to stay out of the nations affairs. However, rejection of both nations may happen if the states do not come to a peaceful agreement.

Sub-Article B: All member-states and the Federal Republic of Canada are apart of a mutual military defense agreement. If a foreign nation to the Commonwealth is the aggressor, the Federal Republic of Canada willl call upon these nations for assistance. Sub-Article B is not an existing factor if a member state is the aggressor power, they may be suspended/expelled from the Commonwealh.

Sub-Article C: All member-states of the Commonwealth must lease land for a military base(s) on your territory to give you assurance.

Article #4: Domestic/International Political Issues

Sub-Article A: All member states of the Commonwealth are given full autonmy and sovereignty over their domestic concerns. They may join military , economic and political alliances aside from the Commonwealth.

Sub-Article B: Every five months there will be an election held for the Secretary General poistion of the Congress of the Commonwealth, which will be based at the Commonwealth Headquarters in Vancouver, British Columbia, Federal Republic of Canada. The Secretary General through the permission of the Minister of Secretary General.

Sub-Article C: As Sub-Article B states the following poistions as followed that the Secretary of General may appoint member-states to: Chairman of Military Cooperation, Chairman of Economic Cooperation, and Chairman of Humantarian Cooperation. More poistions may be created by the Commonweath's Congress with permission by the Minister.

Sub-Article D: Ambassadors may not be the dignitary present at the Commonwealth's Congress since their duties exist at the Canadian Capital of Victoria on Vancouver Island of British Columbia. The Leader of the respective member-state has the power to appoint a representative and four workers who also are apart of the Diplomatic Mission in Victoria, or if the member-state has a Consulate in Vancouver.

Sub-Article E: The Minister of the Commonwealth is the only dignitary present at the discussions at the Commonwealth Senate with veto power. This individual will be a respective member of the Department of State and trusted by the President him or herself.

This was brought into law on February 6, 2004 by the Federal Republic of Canada's Department of State ratified by the First President of the Federal Republic of Canada

Jonathan Cartwright entered the large spacious office of his superior, still surprised to find trinkets and statuettes from the many small Pacific islands encompassed within the Commonwealth of Azazia. Indeed, many of the cultures were advanced Neolithic before the introduction of metals into their societies by the Commonwealth. Yet, as one of the citizens descending from British heritage, he found these… trinkets was still the best word, he found them insulting to the regal heritage of the Commonwealth, at least the British side. However, he also knew it was the policy of the Commonwealth to peacefully absorb those less-developed nations into its folds for their own protection from the ravenous world that existed outside its borders.

Ivan Valovich, the Minister of Foreign Affairs, also was musing on similar sentiments. Yet he had a different conclusion that his sometimes impetuous assistant. The aim of the Commonwealth was to spread economic prosperity to nations in the Pacific, and through that prosperity ensure the survival and thriving of their native culture. It was for that reason he maintained several collections of objects in his office. His origins were Russian, and he had little taste for ornate and lavish decoration – but the portfolio of the Ministry of Foreign Affairs dictated an impressive show of the multi-cultural aspect of the Commonwealth, and so he allowed such displays from the tribal people in his office.

The important point, however, was the establishment of trade opportunities for Commonwealth goods and natural resources through peaceful contact and relations with foreign powers. It was to this end that Valovich had summoned in Cartwright. “Ahh, Jonathan, did you bring the papers?”

“Yes, Minister. I also took the liberty of preparing your daily noon tea.”

Valovich smiled, tea was certainly one of the habits he had picked up from his English friends and colleagues – especially with the cream and sugar. “Thank you, Jonathan. If you’ll just put the papers on the desk and I’ll take the tea.” He extended his aging, chubby hands and with a slight tremble took the tray with its silver saucer, cup, sugar bowl, and cream dispenser. He watched as Cartwright placed the papers and their black folder on the edge of his desk. “I’ll be needing you back in about, say half an hour to prepare a document for immediate dispatch.” Cartwright merely nodded and promptly exited Valovich’s office, allowing Valovich the privacy he needed to review this Canadian Commonwealth.

Ultimately, Commonwealth law forbade joining any multi-national alliance that obligated the Commonwealth to provide defence for fellow nations if they were to be attacked. There were dim, distant memories of wars long ago that the Commonwealth had been just fortunate enough to avoid involving several such agreements. Luckily, the new governments also remembered these wars and had enacted changes to the Commonwealth Constitution. However, this left Valovich and other Foreign Ministers in difficult positions, attempting to negotiate free-trade agreements without mutual defence pacts. And so he began his familiar task of writing the opening to a formal diplomatic letter, hoping for the best.

To the Attention of Ms. Brenda Jane Smith, Minister of the Canadian Commonwealth

Free trade exists as the centerpiece, the keystone of any great economic nation. Without it, specialized economies wither and die and foreign investment shrivels at the thought of tariff and tax. Just as the charter of your Canadian Commonwealth expresses the importance of free trade, so does my Commonwealth of Azazia. Although we have no immediate interest in joining your Commonwealth due to both constitutional constraints and philosophical differences, we are interested in entering into a state of friendly relations with your nations.

The nation of JRV may be able to vouch for our good name as we two nations are part of a purely economic pact that has free trade as its basic underlying principle. It is in this department of free trade that the Commonwealth of Azazia would like to enter into discussions. I propose that your Commonwealth and the Commonwealth of Azazia enter into its own agreement establishing free trade between these two bodies, per the ratification of any agreement by your member states.

I believe that both of our nations offer a great deal of economic potential to the other. Both our nation and that of the Federal Republic of Canada exist with borders touching the same great Pacific Ocean separated merely by shipping lanes enforced by our two militaries.

I hope that you find this proposal amenable to your Commonwealth’s charter and purpose.

I have sent a copy of this encoded message to the Minister of the Commonwealth. I believe it would be a good idea to speak with both your Ambassador and Lord Tyvok here at the Presidential Building here in Victoria. If the President is back from his State Visit to The Federal Republic of Eastern Canada, he'll also be present but in his absense both the Vice President and the Chief of Staff will be present. Any other individuals that you believe is nessecary to attend this interview is appreciated.

The Government of Heati is currenlty decideding.... parliament is staying up all night debating this issue. President Speechless prefers the Republic of Heati to join this commonwealth. However no decision is made due to a small opposition to this issue.

The Republic of Heati at this time will allow any of your troops to land here if needed. Our new and huge military base, far from the capital, Averdam, is currently empty.

Victoria - 8:00 PM

He had arrived in Victoria that afternoon, dressed in the bright regalia of a Kriovalian ambassador. Wow, he thought. I represent Krioval in front of all these huge countries. Well, if the Council thinks it'll work... He never finished his thought, as the door flew open suddenly. Darvek jumped back about ten feet and readied for the coming attack; his functioning psionic power was that of metabolism, and he could accelerate his consumption of energy at will to provide a burst of speed unmatchable by most humans outside Krioval.

"Darvek!" a voice screamed. It was Adele Kriov, the ambassador to Canada proper. Words spilled out, one after another, in a high-pitched shriek "Krioval under attack! Torokara destroyed! All gone! ALL GONE!!!"

Darvek instinctively extended his own biological energy outward so that his field touched hers, and he focused on tranquility, which was tough considering the circumstances. Adele was precognizant. While she had seen only one possibility for Krioval's future, it certainly bore watching very closely.

"Adele, what's going on?" It was a lame response, but exhausted from travel and having to engage his power, Darvek thought it about pushed his limits of conversation.

"The negotiations are going badly," she said, her voice having returned to normal. "If Farmina pushes any harded, Raijin will have to expel their delegation or risk open revolt. If he is forced to expel their delegation and we have no allied support..." she trailed off, but it didn't take a great deal of intelligence to figure out what would happen next. A nation forged by war, with over half a billion people would descend on the relatively puny nation of Krioval. The psionic defenses and conventional weapons would delay, but ultimately fail at repelling, the attack.

Just then, Darvek's transmitter/receiver chimed softly. He pressed a button which allowed the device to expand to its full size, with a small screen showing the face of the Kriovalian Foreign Advisor. Vardun spoke very quickly.

"Darvek, there's a situation here. Talk to the Commonwealth. Let them know that we may need military assistance within days. The Farmina delegates are becoming more and more hostile to our independence." Dr. Kital's voice became almost plaintive. "We can't have another incident like six years ago."

The transmission cut out.

Darvek and Adele sat quietly as he typed in the code to connect to the Commonwealth's central office. His face belied his frantic mood, and Adele's wild look of terror from her vision augmented it. Yet he kept his voice as steady as possible.

"Um...we...Krioval has a situation. Well, we might have a situation." Darvek ground to a halt before taking another deep breath and forging ahead. Certainly, this communication was not going down in the annals of cool-headed diplomacy. "Who comes up with these words anyway? 'Situation'? We think that Krioval might be about to be invaded by a theocrat intent on subverting centuries of our tradition!" He figured that that would get the basic point across. "Please advise?"

Adele nodded at the Tyvok ambassador. "Not bad kid, for your first time."

All Darvek could do was nod. Does Tara have something against me? I'm only twenty-eight, for the Gods' sakes! I'm too young to not have a homeland!

The Commonwealth holds the sovereignty of his member-states at a high degree if you read the article on Economic Sanctions, the only things that you have to go by are:

Though, just a passing recommendation, perhaps we should propose an document stating the indivdual nation's rights to contrast the already written document about the nations responciblities to the Commonwealth... Just to keep people from getting confused.
