"Yes, sir. Troops are ready to march from Algeria and Tunisia should the need arrive, and the fleets are ready in the sea," replied Perkins. "Shall I send the offer now?"
"Yes. Do it. Let us hope that the Libyan government is as wise as the Algerian one was..."

All Libyans will become citizens and possess all of the same rights as the Irish, Algerians, and Tunisians within our Empire. Your army will become part of our's, and you will receive all of the protections granted by our military. Your current government will be able to serve as Risban's provincial governing council beneath our chosen Magistrate.
We shall pay to you $125 Billion for Libya.
The Empire of Risban does not descriminate against any race or religion.
Should the noble government of Libya refuse our generous offer, invasions forces are already prepared to enter the country.

On the sea, the second and third fleets approached the Libyan coastline, bringing with them 20,000 marines.
The Tunisian Imperial Militia was also getting armed, prepared to aid the army if need be.
