With the approval and endorsements of Lord Protector Kyle Valorum, Magistrate-General Derrac Tyrinaeus of Atruria System, and Grand Master Gareth Rhine, the Department of Foreign Affairs has taken a step towards changing Atruria System's isolationist outlook on the world and started an embassy exchange program. The process is quite simple, we have displayed, below, our standard embassy contract, based off of the Iuthian Diplomatic Contract. The party that wishes to trade embassies should read our contract. The party can then either agree to the terms, or present a modified version with extra and edited terms. Nations will have their embassy placed in Atruria Prime. We would like to note that we are a "Future Technolongy" (FT) nation and will only commence diplomatic relations with other FT nations. All non-FT nations will be removed from our diplomatic list.



Standard Embassy Contract

Article 1: Territory of Embassies
Each party is permitted a single embassy in the territory of the other party. Embassies are considered to be extraterritorial. Personnel of each party may only enter the other party’s embassy with the permission of the Ambassador.

Article 2: Embassy Security
Embassies are responsible for their own enforcement of law and security. Embassies are permitted a small armed force up to forty (40) soldiers/armed guards/police officers. No foreign nationals are permitted to carry weapons outside the of the Embassy.

Article 3: Law and Diplomatic Immunity
With the exception of the Ambassador and two (2) Embassy employees of his/her choice, who will be granted diplomatic immunity, all Embassy personnel and staff are subject to other party’s law outside the Embassy itself.

Article 4: Diplomatic Ejection
Each party reserves the right to expel any members of the other party, for any reason, at any time.

Article 5: Diplomatic Security outside Embassy
Diplomatic security outside of the Embassy compound is the responsibility of the delegated authority of the other party.

Article 6: Electronic Communication outside Embassy Compound
Each Embassy compound is permitted a single satellite communications station within the Embassy compound. Communications carried on this system may be encrypted or employ any other anti-intrusion measures the Embassy personnel consider prudent.

Article 7: Diplomatic Vehicles
Each Embassy will be permitted two non-military vehicles for use by Embassy personnel. Diplomatic vehicles will be considered part of the Embassy compound when in use by the embassy workers granted diplomatic immunity. Prior to entry, any such vehicle may be thoroughly inspected by a team from the other party in the presence of Embassy security staff.

Article 8: Espionage
Any Embassy persons found engaging in espionage will be prosecuted to the full extent of the other party’s law, diplomatic immunity will be considered void.

The Armed Republic of Krioval is intrigued by the offer of diplomatic exchange with the Empire of Atruria, however, our diplomatic staff in other countries have very nearly been jailed for political differences between ourselves and the host country, with a similar "espionage clause" being invoked to justify their detention. Thus, we respectfully request that diplomatic immunity be honored even under suspicion of espionage, and that the offending diplomat simply be expelled, or diplomatic ties be suspended while a neutral party investigates the matter. Should evidence strongly suggest that our staff were engaged in activities incompatible with our diplomatic mission, Krioval would voluntarily waive that official's diplomatic immunity and personally clear the way for prosecution. We look forward to the response of Atruria on this matter, and we hope that we can reach an accord.

The Incorporated States of the Latin Union formally requests an exchange of embassies between our nation and Atruria. Ambassador Hipolito Eloy Amador is assembling a diplomatic staff of 43, and a military detail of 12 infantrymen from the Latin Army are being assigned for his embassy's protection. The personnel and equipment necessary for the embassy can be flown from Cuiabá International Airport within 3 days. It is requested that the Ministry of Foreign Affairs be informed of the address of the new embassy, which we would prefer be situated in your capital city of Arthos. The Ambassador is fluent in Latin, Spanish, Portuguese, and English. Should none of these facilitate communication, a translator will be provided as well.

The conditions of the diplomatic agreement have been read and approved, and we'd like to take the time now to outline how your nation may go about setting up an embassy in the Latin Union. Should a full embassy not be desired at this time, there is office space free in Diplomacy Tower, at 948 Via Consociatio in our capital city of Cuiabá. Such a space could contain the workspaces of up to 15 people, but living accomodations for the employees would be secured within the city itself, free of price, rent, and property tax. Keep in mind, however, that if a smaller diplomatic mission is sent to us, we will only send a small mission to your nation also. Said mission would be hypothetically headed by Netuno Calaça.

But should a full embassy be sent to us, there is a recently renovated office complex at 324 Via Consociatio in Cuiabá. This location is within a few blocks walk of the Capitol, and is next door to the embassy of the Resurgent Dream. It has enough square footage to support the living and working arrangements of up to 60 people.

We request you provide the name of the chief of your mission for record-keeping purposes. We also inform you that the primary language of the Latin Union is Latin, so if none of your staff is knowledgeable in this language, please add an interpreter to your staff, or one can be provided.

We hope our continued relations will draw our nations together in a bond of friendship.
