Driving is complex. Gaining the necessary skills and experience takes time. Unfortunately, the learning period is also full of risks. New drivers are much more likely than experienced drivers to crash and get injured or even killed. That's why PRMA has changed the system of licensing: to help prevent Pacitalian drivers from crashing while learning the skills and rules of the road.

This program could be considered similar to an apprenticeship. You get the on-road experience you need, but with special restrictions on your licence that help to reduce your risk of experiencing an accident. As you gain skills and experience, these restrictions are gradually removed, hence the name of this driver licensing program.

How we know graduated licensing works
The quick and easy path to getting a driver's licence is disappearing fast. Since 1994, 75 countries worldwide have introduced some form of graduated licensing. Pacitalia was the first, but our old system is now outdated and we had to come up with this new system to better protect our people while they drive. Most of these international GLP programs haven't been in place long enough to determine their effect. But where studies have been done, the results are encouraging.

Significant reductions in new driver collision rates have been reported for the graduated licensing programs in the provinces of Beracanto (41%), Ventomenisto (29%) and Sephalusia (23%).

GLS Rules and Stages

Class 1: Learner
For entrance to this stage, you must pass a 40-question knowledge test with a mark of 86.0% or more. You can pick up the "New Drivers Study Guide" at a PRMA licensing branch for use in preparing for the knowledge test.
Minimum age for application: 15 years, 0 months, 0 days
Period length: 240 days (about 8 months)
Instructor: Aged 20 or over, licenced in Class 4
Other Passengers: None permitted
Minimum driving time logged: 72 hours
Blood-Alcohol Level: .00 at all times
No driving between 12am and 5am
Wear corrective lenses at all times if needed
Max. four demerit points allowed during this stage

Class 2: Probationary
Note: this stage contains automatic transition from stage 1, no test is required to move into this stage. Go to a PRMA licensing branch to have your licence updated to Class 2.
Minimum age for application: 15 years, 8 months, 0 days
Period length: 125 days (about 4 months)
Instructor: Aged 20 or over, licenced in Class 4
Other Passengers: 1 (whether family or not)
Minimum driving time logged: 48 hours
Blood-Alcohol Level: .00 at all times
Must pass in this time a 12-hour in-class driver education course and written knowledge exam with a grade of at least 86%
Wear corrective lenses at all times if needed
Max. four demerit points allowed during this stage

Class 3: Novice
For entrance to this stage a Class 2 driver must pass a standard Pacitalian road test with a minimum of 3 points taken off during the exam. Book your road test at least two months in advance to get the best possible time.
Minimum age: 16 years, 0 months, 0 days
Period length: 365 days (1 year)
Instructor: None required
Other passengers: 3 maximum (4 if family)
Blood-Alcohol Level: .00 at all times
Wear corrective lenses at all times if needed
Max. four demerit points allowed during this stage
Your licence will be revoked if any road-transportation laws are broken during your time in this class - a minimum revocation period is 30 days.

Class 4: Full Driver
For entrance to this stage, you must pass an advanced Pacitalian road test.
Minimum age: 17 years, 0 months, 0 days
Max. six demerit points per year
Blood-Alcohol Level: .00 at all times
Wear corrective lenses at all times if needed

Classes 5 to 8: Motorcycles, Larger vehicles, 3+ axle vehicles, emergency vehicles
You can only apply for a class 5-8 licence if you have successfully obtained your class 4 licence.
Minimum age: 20 years, 0 months, 0 days
Education: 18-hour in-vehicle instruction and 16-hour in-class instruction packaged course plus road exam and written exam.
Minimum grade for road exam: 90%
Minimum grade for written exam: 86%
Blood-Alcohol Level: .00 at all times
Wear corrective lenses at all times if needed
Max. three demerit points per year

Other Notes

1) Remember that drunk driving is still a major crime in Pacitalia and the new driver education system does not change that fact. If you are caught, you will be punished severely.

2) We recommend the employment of professional driver-educators during your Class 1 or Class 2 education stages. Although we have no problem with a parent, mentor, guardian or older sibling being your instructor, PDEs are PRMA-certified instructors that will help you learn the most during your time on the road.

Parthia's policy on drunk driving:

No restiction on blood alcohol content, but if you cause problems, were going to arrest you. Killing poor people or Shooban slaves will not be punished if your drunk, though harming property or Class A citizens is punishable by 10 years to death.
