The Holy Imperial Empire of Belem in order to secure its global position and maintain prosperity for the Imperial Economy it is neccessary to introduce and formulate a system of set guidelines to ensure the stability and continued growth of the Empire and to protect it from both foreign and internal threats. Therefore the Emperor has approved of the following proposal created in joint agreement by the Holy Office of the Inquisition and the Imperial Council known as "Pax Belem"
Pax Belem takes previous Imperial laws and codifies them into one system for simplicity in defending the Empire:
INTERNAL PROTECTION
1. The Empire shall maintain all laws concerning the classifications of those living in the Empire and those laws shall be strictly enforced in order to avoid discrepencies.
2. Any action or indirect action taken against the Imperial Empire by those currently residing in or visiting Belem will be dealt with under Belem law.
a. Any foreign national found interfering or actively going against the laws of Belem will be dealt with by the laws of Belem.
b. The Imperial Empire is under no obligation to report the arrest, conviction or execution of any foreign national.
c. If there is believed to be a delibrate effort by specific foreign nationals to cause either direct or indirect harm to the Empire, the Empire reserves the right to intern said nationals indefinately and also reserves the right to declare a state of war against the nation of origin of the terrorists.
3. Any direct or indirect action taken against the economy of the Empire will be dealth with swiftly by the Empire and/or Private Security Firms to ensure the well running of the national economy.

EXTERNAL PROTECTION
1. The Imperial Empire reserves the right to declare war on any nation through either direct or indirect action restricts trade of the Empire or causes a negative influence on the Empires interests abroad.
a. This article can also be applied in the aid of any nation allied to the Empire.
2. In order to ensure the prosperity of Catholicism the Imperial Empire reserves the right to declare war on any nations or organizations that either directly or indirectly chooses to opress indigenous or external Catholic populations.
