"The Democratic Imperium of Praetonia has recently expanded her influence into areas of Northen Europe and has been able to enjoy largely stable borders. The civil war and subsequent collapse of the Witzgallian Empire in Europe has changed that fact, and with the moving of foreign troops into still unstable territory covering our entire Southern border has prompted significant security concerns in both Brussels and Copenhagen, as well as in Praeton itself. We therefore propose the following treaty:
Article I: Each member of the Alliance of Northern European Powers is bound to help any other member under attack, unless such help would be impossible to provide.
Article II: No member nation will allow troops of any non-member to pass through their territory without the prior knowledge and consent of all other members of the Alliance.
Article III: All member nations agree to dismantle all border defences with other member nations. This does not include basic anti-immigration security.
Article IV: No member nation may position any more than 2,000 troops within 25 miles of any border with any other Alliance member without the prior knowledge and consent of both members.
We hope that through collective security the borders of each of our nations can be safeguarded against attack. Together the Northern European nations can become stronger."
