Pterodactylus colonizes Bouvet Island (Earth DA)

Pterodactylus's only qualified Space Pilot, Marcus MacCleish, looked behind him at the group of figures which comprised the Colonization Force, and one figure in particular. He sighed. Why did the President of Pterodactylus insist on coming along, and then spend the entire journey playing video games in the back?
A beeping sound called his attention. He pressed some buttons, pulled some levers, and prepared for landing.
"We're going through the atmosphere, hold tight, and remember that just because you are a national leader doesn't mean you can get away with not wearing a seatbelt!"
"Okay, okay, just because you are flying this damn thing doesn't mean you can put people off just as they're winning level 11!" came an irate voice from the back. The voice belonged to the President of the Borderlands of Pterodactylus, Billy Kaikanaipio Johnson, on a mission to claim a colony in Earth DA.
Johnson, MacCleish and the rest prepared for what they might find...

After an 'eventful' landing (MacCleish splashed into the Atlantic and had to find the island first), Billy Johnson and Vice-President Jake Akkrane stood in the centre of Bouvet Island.
Johnson could see the whole island from here. In fact, he could probably cycle across the island and be back in time for Ground Farce.
His deputy looked cold, awkward and tired, but then most pterodactyls do.
"This is good. Cold, but good. We could build a town on the northern plateau."
"We'd have to leave the birds alone, though. We could establish a sanctuary..."
"Haven't you forgotten something?" Foreign Minister James Green pointed out.
"Oh yeah..." Johnson fished a crumpled piece of paper out of his pocket and began to read:

From Billy Johnson's speech:
The Borderlands of Pterodactylus hereby assume all colonial and governmental rights over this island. Colonization will begin soon, and a colonial governor will be elected. If...
"Billy, you're losing your audience. Can we just plant the flag and send the colonizers on the next flight?" Akkrane asked.
The only observers left were a bemused penguin and a small duck.
"You're right. Anyone up for Pokemon on the return journey?"
A groan could be heard from the tethered spaceship.
Green planted the flag on the highest point on the island as Johnson set his mobile to play the National Anthem, and that was the way it was left as the cold missionaries blasted off...

The penguin gazed at the sight before him. Five small green shelters, a larger green building over which flew a red, yellow, and blue flag, and a small boat in the water.
Times were changing. At least the humans had erected a barrier of snow separating the town from the birds. But others might not like the changes....
