The High Senate
Yrui City, New Jyria

President Fryn Miidas stood before the Senators. The Senate of New Jyria consisted of members from every region of the nation. They had come, as they often did, to discuss the important issues of New Jyria. Today, though, Fryn would reveal the plans that had been in development for many months. Plans that would forever change Earth II as they knew it. New Jyria's Earth II holdings had been significantly diminished after the territories of Guyana and Suriname had been sold to the Empire of Layarteb. French Guiana, however, remained firmly in New Jyria's grasp.

"Ladies and gentlemen of the Senate," Fryn began, "I stand before you today to reveal our largest-scale project since the building of this fine capital. Many of you are aware of our territory on Earth II," he paused, hearing murmers among the members. It was understandable; a considerable number of the Senators had been against the sale of the two territories that made up a large part of the country's holdings. "The current state of French Guiana," he continued, "does not truly exemplify the might of our empire." He had contemplated using the word "empire," since their empire now extended only to one small territory in South America. Calling it an empire could stir further discontent among the Senators. In the end, however, he decided nothing else could describe it as well. Continuing, he said, "After months of design, we have finished the layout for Urbisia, French Guiana's first megalopolis."

At this moment, the High Senate amphitheater was filled with a holographic city of massive proportions. The city itself was purely magnificent. Dozens of skyscrapers raked the heavens in perfect magesty. Covering their sides for a large portion of the way up was a thick carpet of ivy. The ivy stretched from second-story planters up as high as it could survive, creating a green-streaked effect on the otherwise gold-toned buildings. In the center of the city stood the highest skyscraper of all, a 243-story building reaching gloriously into the sky. Atop it and on all of the ledges on the way to the top were firmly planted small gardens. The idea of this high-altitude plantlife had originated a few years back when the concept of genetic altering of plants became much easier to accomplish. There were several trees and grasses that had be engineered now that could withstand the high altitudes at which they would be placed on the building.

The ground below followed the basic strategy of New Jyrian design: conserving as much of the surrounding forrest possible while adding buildings. The result was a jungle of trees and structures, a near seamless integration of two opposite environments. The buildings stood taller than most of the trees, so that from above it appeared as though it were a normal city, but as someone walking in the streets would see far more trees than buildings. The entire holographic city looked entirely as it would once completed. Teams of the best 3D modeling artists the film industry could offer had worked for weeks in Maya 6 to breathe life into the city.

There was much excited murmering among the Senators. Fryn held back a smile. In order for the construction to get underway, it needed the approval of the senate, but it looked like it was going to pass, perhaps unanimously. Suddenly, a jyrian rose and began clapping. Soon, the entire Senate was filled with the applause. After it died down, however, one jyrian remained standing. It was a female, who was immediately given the floor. She addressed Fryn, saying, "Mr. President, how much will this project cost?"

Any internal smile Fyrn might have been wearing was suddenly and violently killed. Whenever money was involved it meant a close vote, and he had hoped the presentation would have dwarfed the cost. "Well, we estimate it to be anywhere from fifty to seventy-five billion U.S. Dollars." Whispers of discontent rose from the Senators around him. He really wished that jyrian's head would just explode. He didn't care how, he just wished.

Another jyrian stood, "Mr. President, how can we afford such a cost? This is not at all the best way to use our funds."

Fryn tried to remain calm and explain. "Yes, well money is not necessarily a problem, since one hundred and fifty billion was acquired when Guyana and Suriname were sold," he replied. It was risky to mention that again, it was a sorespot and could drive opinion further down, but he was planning to use those funds for the project anyway and it was the only way he could answer without recieving complaints about welfare and education. Nevertheless, money was money and it split the issue.

"Yes, I understand. Project will begin immediately. Yes, I know." Terrence Yfuir pulled the cell phone away from his ear and killed the call. He took a deep breath and slowly exhaled. He peered out the window of the makeshift building through rimless glasses, trying to recall the phone number of the lumberjack foreman. He couldn't even recall the jyrian's name, so he felt in his back pocket for the card the jyrian had given him. Pulling it out, he looked at the number and punched it into his cell. As the phone rang, he made a mental note to add the number to his phone book. They would be working closely for the next 14 months or so.

"Dret? Hey, it's Terrence Yfuir, head building contractor? Right. Yeah, plans got okayed so we're gonna need some clearing for about a total of three square miles to begin with. How soon can you get on that? Uhuh. Yeah I'll e-mail the coordinates in a sec, here." He pulled out his Dell Axim and tapped out the e-mail, attaching the map of the area for good measure. "Alright, well I've got to go, talk to you soon. Uhuh, bye," said Terrance, flipping his cell phone closed with a click and slipping it into his pocket. He looked out at French Guiana again. It was about to change forever. That reminded him.
