5 Ankov (Mother ship)
6 Arkov 12 (Battle ship)
30 Support ships/ small ships

5% is Ok if you don't mind bankrupting your nation (particualrly if you have a decent economy and well equipped forces), or are on a total war footing other wise 1-2% would be far more likely and sustainable.
you can sort of fudge the number by using territorials/national gaurd or militia type structures (ie your army doubles every other weekend).
