OOC: I'm BACK baby!

<Somewhere, in a dark, smoky room in a nuclear bunker>

The first man reached foreward to drop his ciggarete in the ashtray, the medals on his chest breifly reflected the one light that one in the room before he leaned back.
"So we are ready then?"

The second man, more pale and seeming totally out of place in the setting in his plain white shirt, nodded vigerously.
"The initial fluctaions in our economy from when the last private industry was elminated have setteled. It's going strong again and it's only going to get better from here."

The first man leaned back in his chair.
"Then the time has come for the global movement to come into it's own. What is our target?"

The third man spoke, his voice portraying someone used to speaking in public.
"Risban. Their almost ideal. Insanely capitalist, no social programs, a government that rules by terror, it won't be difficult to turn the workers against them. They have an impressive network of alliances, but even if we are implicated I don't think they'll risk a direct millitary confrontation."

The first man nodded slowly.
"No need to worry about tracing. We'll use all generic equipment. I'll give the orders immedeatly....."

The three men stood in unison, and marched out of the room, flicking the light out and plunging the room into darkness as they left.

<Risban Capital, eight months later>

Strikes happened, but never lasted more then an hour. It took a brave man to strike in Risban, and there were never enough to form a good strike. The few that did always met with the poliece and were never seen again.

But this time it was different.

The unemployed, the non-consumeres, the poor, the sick, and the abused were out in larger number then usual. If that had been all, it would have taken the city poliece forces aided by the SWAT team a full two hours to "deal" with them.

But that wasn't all. This time the strikers had guns, explosives, and the will to use them.

If the local cheif of poliece had thrown everything he had at them just as the mob was starting to form, it <i>might</i> have been contained. But after the first two squadcards went up in flames, he panicked and tried to consolodate his forces. By the time government higher-ups took control, the strike had degraded into a city-wide clash between the poliece and almost 500 armed rioters.

Green Sun will aid Risban in calming these riots. All of our military forces are now ready to do whatever necessary to help our allies.

Official Statement from the Empire of Risban
The Empire of Risban is declaring a full halt of all industries. All people are to remain within their homes as police, Imperial High Guards, and the Imperial Military acts to put down these riots.
The Empire of Risban thanks Green Sun for their support and asks you to move your troops from your military bases to guard our borders should people see this as a time to strike our empire.



Imperial Palace, Risban City: Command Centre
Emperor Scorpius paced back and forth in his control room, looking quite annoyed. With him was the usual advisory council:

"Gentelmen and Lady, this is a crisis," began the Emperor. "It is a direct threat to the stability of our government and economy. It must be put down. I want the police and High Guard to use tear gas on these demonstraters, then have the soldiers move in. Disarm and imprison them; then they'll be brought before the courts."

The People's First Commissar, Xavier de Salaberry, sat down at the conference room overlooking New Americana's magnificient waterfalls. With him was the People's Commissar for foreign affairs, David Logan. "Comrade Xavier, I believe the best course of action would be to support the revolutionaries. Where would our own revolution be without foreign aid?" "This is true, Comrade David, but we must be cautious, best not to fan the flames of discontent in our direction. Send some Spetsnaz advisers to the strikers, but they will not partake in any major actions without my permission." "Understood."

Risban Imperial News Network (RINN)
"Breaking news....Strikers from ScorpCorp, the Zorag Company, Risban Automotive Industries, and Hermes Communications have begun to riot in Risban City. The Police attempted to put them down, but we pushed back by an unexpected factor-- these strikers are armed and dangerous. Imperial Palace has just issued an order for the Imperial High Guard and the Military to step in and put these riots down. Martial law has been declared, and all citizens are said to stay within their homes....."


Imperial Palace- Command Centre
Emperor Robinson Antares Scorpius paced back and forth in the control room, fuming as he watched scenes of a group of rioters burning down a Freemason Lodge that several police had hidden in. Upon seeing a statue of the first Emperor of Risban being torn down, the current emperor turned to his Military Advisor. "General, pull all forces into action. Tell them..... Tell them..." he stumbled slightly in his words, before forcing himself to give the order. "Tell them to open fire on any strikers who refuse to surrender."
General Skops nodded to the young emperor, bowing before walking to a telephone to deliver the orders.
Alexander Perkins, the Minister of Foreign Affairs, sat at a table, looking quite tired. "Sire, I believe you should request assistance from our allies should things grow as they did during the Lucas Rebellion."
"That was a militant, failed coup that resulted in one of my closest friends and seven thousand others being killed," interjected the Emperor. "I will not allow this to turn into that. Something is up, though... I smell espionage. Workers would not dare invoke the wrath of the Imperial Army on their own accord, and with the way the economy is they wouldn't try to destroy Risban without a push...."
"I'll get Prometheus on it right away," said Perkins, standing up. "They'll be able to find something."
"Let's hope they do, Minister...."


Imperial Palace- Office of Lord Zorag
Lord Richard Gaius Zorag sat behind his desk, looking at the two men sitting before him. Zorag was incredibly wealthy; an aristocrat and a member of Parliament, he also controlled one of the largest corporations in the Empire of Risban. And, unbeknownest to all but his allies, he controlled a secret intelligence group called the Society of Shadows that had brilliantly masterminded the recent Terrorist Attacks (http://forums2.jolt.co.uk/showthread.php?p=7912400#post7912400) in the Empire.
"So, gentlemen, what have you found?" inquired Zorag, marveling at the scene of a bus being rammed into a building on RINN.
"Well, we know this is an outside operation," began the first of the two. "Whilst we do not have any sure proof, we believe that people in Muru may be responsible."
At this, the mastermind's eyes darted back to his men. "Oh? For what purpose?"
"We don't know, sir," said the second apologetically. One did not disappoint Lord Zorag....
"Well, find out," ordered Zorag, leaning back in his chair. "This can work to our advantage. It's sooner than I wanted and we don't have the alliances I needed, but this could be excellent. Our noble emperor and Mr. Perkins, having been trying to promote peace, will be baffled... The Empire of Risban has not gone to war with anyone directly before, though it puts troops in various foreign affairs. This could be a perfect opportunity to pick up where General Lucas left off in his rebellion..."
"Rapid acceleration!" said the first of the two Shadows.
"Precisely," he said. "With the possible destablization of the economy and the Imperial Parliament being caught off guard, it would be a perfect time to strike."
"What of Risban's allies, though?" asked the second. "The Committee of Vigilance? The UDF? The NWO? Surely they'll step in to help."
"Hmm.... That will be a problem..."

"Commissar!" One of the aids yelled to Xavier. "Risban! Government troops have begun to fire on strikers! We have no lists yet, but.." Xavier cut him off "Tell the Spetsnaz that they are going to be supplying weapons and supplies to the strikers. Tell them to prepare for guerrila warfare."

The Golencian Government hearing about its ally in distress sent in the Marine Crowd Control Regiment of 25,000 Marines highly trained in Urban Warfare and Riot Control. They should arrive in 1 RL Hour and begin to engage shortly after arriving.

Imperial Palace- Command Centre
"Sir! Sir!" yelled a young officer running to the Emperor. "We've just received reports that Yugoamerica is beginning to arm the strikers."
Scorpius frowned, turning to Perkins.
"Yugoamerica... They're the founders of that alliance we just applied to join," said the Foreign Affairs Minister.
"The one designed to stop terrorism? Hypocrits!" yelled the Emperor, now looking quite angry indeed. "Get me on the telephone with somebody over there."
"Yessir!"

The Emperor did, indeed, respond, calming himself slightly after stern looks from the Head of Parliament, Countess Courtney.
"Yes, Rob Scorpius. What in Hades do you think you are doing? Someone has convinced disgruntled workers to wreak havoc in my capital, and after trying to stop them peacefully I decide to put them down the only way I can-- fighting back--, and now my intelligence officers tell me that your nation is helping arm them! Risban has recently been hit multiple times by terrorists, and this riot is most likely being caused by the same terrorists who want nothing more than to overthrow the legitimate and sovreign government of Risban. A rogue general tried doing that a couple of months ago through the same methods, as well as kidnapping me. Do you know what the result was? The destruction of countless homes and murder of thousands of people. I do not want that to happen again. If you are really about stopping terrorism and promoting peace, I strongly suggest that you stop aiding these people. At least two of my friends and allies have sent aid, and no doubt more will. I really don't want to go to war with anybody, but if you arm continue to aid these people in destroying things I will have no choice."
At last the Emperor paused, taking a breath and awaiting a response.

"I understand your situation, but you have to understand, if the people don't get what they want, YOU get revolution. Our former monarchy learned this the hard way. You no doubt have heard of our September revolution? We would be willing to mediatate between the two powers as long as you were willing to bargain. Otherwise, my highly trained troops will continue to harass your government until it falls, for the good of the people. and by the way, would you care to tell me just where this so-called terrorist faction is? I DO have the resources of the WSN at my disposal after all."

"There are nearly 500 million people in the Empire of Risban, and this bit of rioters has not even topped 3,000 people yet. The majority of our people are contempt. Perhaps not completely happy, but contempt. They're benefiting from our frightening economy. During Lucas' Militant Revolution, the people helped fight against his soldiers. And we tried reasoning with these strikers. Would you like to know their response? They threw some grenades at the home of Lucius Thrantir, my minister of trade. As for this terrorist faction... We don't know. They are shadows to us, controlling from places that we can't see and with a large amount of resources. We managed to find the house that they took down our Internet from, but they had already left, not leaving a scrap of information. They're skilled and clean, and know a lot. I have some of my best people trying to locate at least someone who is part of the faction. All we know is that one of the Parliamentary secretaries was one, but he blew himself up in front of my office.
Now, will you stand down and let us stop these riots before more deaths are caused?"

TheThe Airplanes rushed forward making incredible speed. Hoping they'd be their and yes, the time was right. Lt. Col. Aragon stood up on the plane.

"Allright boys prepare to jump. When we land we'll be about 2 Klicks from the Capital in which case we're gonna have to make sure we watch what we shoot. Dont forget, at a moments notice we can be pulled out as we're on the brink of war with 2 other nations. So dont make your self comfortable. And get back here alive or ill end up with some pup fresh from boot camp."

"OO RAW!" The men yelled.

"And one more thing, Whoever gets the first kill gets a round on me!"

The men cheered as they neered the LZ.

"OK Stand up and check eachother's equipment. 10 Seconds until we jump." The men all reached and checked the man in front of him, the Lt. Col. had the person in front check him, and the man in the back had to be checked by the guy in front.

The red light turned green and the door opened, "Lets go Leathernecks!" The Lt. Col. Jumpe out first followed by the other officers. The other planes began deploying their marines as well. A Peaceful landing it was however not too far away is where the action was.

"OK Everyone split up into squads. 1000 Men in each!" The men began moing to their squad leader. Lt. Col. thought to himself, this is too many men to control...

Risban City- Commercial District
Fighting had engulfed the area around ScorpCorp Centre, the 30-story building that acted as the virtual capital of the Scorpius Corporation. ScorpCorp security and some police had attempted to keep a group of now 2,000 rioters, the majority of strikers in the city, from entering the building, but were forced back onto the second floor when fired upon. The Police and Security Guards weren't meant for such riot control.
The Imperial Militia Armory had been raided and half of its weapons stolen before Imperial High Guards were able to push back the attackers.

Colonel Mark Biggs groaned as he rolled towards the Commercial Distract in a jeep; he saw fires. With him travelled some of the Imperial Military. They would have arrived at ScorpCorp Centre sooner, but the strikers had used cars to blockade the roads and were taking advantage of the Commerical Distract Defences to push back the Imperial forces.

Gimme a minute, I'll join, if I'm allowed.

But, I don't play future tech, so me and green sun would have to do some co-operating so as to make sense.

Lt. Col. Ruben held his ear, "what?" he said "ok?"

He turned around "Squads 1 through 7 Come with me we're going into Risban City and straight into the Riot Area, make sure your Riot gear is on, and if you see any weapons open fire. Dont give them a chance to fire at you first.

Squads 8-25 You just sit tight set up camp and wait for further orders."

The men began to move through to Risban City.

Col. Marcus Torin signaled his troops in the city. "EVAC time, let's get out of here!"

Xavier sent a telegram to Risban:"We request permission to drop leaflets, asking for the protestors for negotiations with us as mediator."

The Red Star bomber lifted off from the airstrip and made it's way to central Risban, where it was escorted by Risbanni fighters. "This is Red Bear, dropping payload. See you on the other side." WIth that, a seemingly unstoppable amount of paper fell from the cargo door of the plane, and it's turned, going for a second run then making it's way back home. the leaflets read:

COMRADES! YOUR RULERS DO NOT WANT TO CONTINUE VIOLENCE! STOP THIS AT ONCE! WE WILL REPRESENT ALL AT THE NEGOTIATIONS!! WE WILL BE THE ONLY MLITARY PRESENCE AT THE NEGOTIATIONS! PEACE NOW!

Risban City- Commerical Sector
A group of ScorpCorp employees and security had now been forced all the way to the tenth floor.
Strikers were beginning to place newly-acquired C4 explosives around the first and second floors of the massive structure. It appeared that several of the rioters seemed to, oddly, know a lot about explosives...

Colonel Biggs plugged his ears as a tank fired at some empty cars being used as roadblocks, blowing them away. Upon clearing the cars, a path had been opened for the Risbanian and Golencian troops to move towards ScorpCorp Centre, where now most of the strikers had gathered in full force.
"Men, we have just received orders from General Skops to surround ScorpCorp centre and stop the strikers from leaving the area; basically, we're blockading them. We are to await further orders from Imperial Command," shouted Biggs over a loudspeaker.


Imperial Palace- Zorag's Office
"So, it is Muru then, is it?" asked Lord Zorag to his two grunts.
"Yes, m'lord," replied one. "We can't find anyone to set up communications with, though."
"How's my military scenario looking right now?"
"Well, the Yugoamericans have stopped supplying the strikers and are trying to reach a peaceful solution..."
"Well," said Zorag. "Surely the interested party in Muru will do something to make sure whatever they're planning doesn't fail."
"We don't know, sire," replied a second. "The Shadow Society may not be all that knows; Prometheus could find out soon, and then the Emperor would act. You know how he is...."
"Yes, the young leader with foolish ideals.... Oh well. I suppose we shall proceed with our normal plans, then. Continue with our original operations," said the member of the Imperial Parliament, sighing disappointedly as he leaned back in his seat.

At the Alexian Embassy, the ammbassador was frantic.

This was giving him alot of extra work. The Emperial Goverment seemed confused and muddled, giving him different instructions every couple of hours.

Some wanted to help the goverment, others back the rebels, still others wanted to let it run it's course and back the winning side.

He was not used to this at all.

Finally, he got orders and instructions directly from the emperor, and so he now knew what to do.


Message From the Emperial Goverment of the Alexian Empire:

The Emperial Goverment, seeing your plight, has offered to commit whatever is needed to help our allies in the Empire of Risban. We urge Risban's goverment to ask us for whatever we could send you to help you in your times of trouble, although we are sure the legitamit goverment of Risban is perfectly capable of controling the populace.

As an immediate relief, the Alexian Empire has a plan to help, should you chose to accept it(haha!)

Seeing as Risban's army is currently manuvering to stop the rioting in the city,and seeing as the local army is much better trained and prepared to do so, we propose a massive Alexian deployement in the smaller communities and in the rural parts of Risban, so as to prevent further outbreak of violence, to control the local populace(in co-operation with Risban forces) and to free up the army to be able to deploy more troops in Risbans urban centers where the riots are taking place.

Also, we would be willing to send in naval forces to aid the army in watching the coastal communities.

The Alexian Presence would consist, all personel included, of about 560,000 people.

The full deployement would take several weeks, provided Risban has half decent roads/and or railsystem.

Also, we would send, for the purpose of aiding you in your plight,

18 billion dollars to be spent as needed.
31 000 Veteran Crowd Control Police officers to be placed under the command of Risban Forces to aid in controling the urban centers.

Crowd Control Equipement to equip 1000 officers
11,000 of them steel barricade thingies
38,000 litres of tear gas

Of course, should the Risban Goverment have a more practical helpfull plan, or any other requests for help, we again urge it to ask.

His Emperorship Alexander I, President of The UDF, has pledged the UDF's support for the current governement of Risban, and encourages all the UDF's members to help Risban's current goverment, as is stated under the Risban City Pact(go figure.)

General Yillik Kort had his machine gun ready with his helmet firmly strapped on. At the end of the road onto the military highway he had taken just days before to fight terrorists, there was a huge group of rioters.
"We don't want you here!"

The taunts were unmeasureble. Yillik smiled.
"Fuck off, all of you. We're here fro Risban's advantage. We're here to protect your goverment and you. Hey! You there, girl! I remember your face! I saved your ass when General Lucas rebelled!"
"That doesn't matter! We want you OUT OF OUR LAND!" she shouted. She threw a rock at him, but missed his face by a foot.
"If you actually hit me you'll piss off the Imperial Goverment of Green Sun since I'm Duke Yillik Kort of Green Sun. I'm the Green Sun's Empress's husband's younger brother. And I'm about to seriously kick your ass."
"We don't care you Monarch bastards! Get out of our country!"
One man in teh crowd fired a gun at a soldier, but it was blocked by his Kevlar.
"Open fire."
The machine guns opened fire, but only shooting rubber bullets. They screamed and ran, but they realized that they stung, but didn't kill. They turned around and soldiers with Riot shields and Electric Batons charged at them and beat them into submission.
"Put the bases and the port under full alert. They don't like our presence here."

As the rain of white fell, the riot almost stopped, as the rioters looked at the papers falling everywhere. They read the message, and although fighting still continued for many hours, the people eventually stopped the fight, and the leaders of the movement prepared to negotiate.

Don't you think

A) It should be Risban's decision weather your plane got past his army at all
B) What his people will think your messages, and how they will react. He knows them better than you, after all.

That's how I've always played anyway.

The Empire of Risban respectfully declines the naval help, as our navy is currently doing an excellent job at patrolling our coastline.
However, soldiers would be useful in the smaller areas of the Empire to help maintain peace until things are settled. Our roads are excellent and railways adequate.

Secret IC Message to Alexias:
The Empire of Risban has reason to believe that either terrorists or a foreign nation started these riots. Troops positioned in various places would be of great service should this riot be followed by any sort of attacks on Risbanian soil.

Risbanian and Allied troops are to please try disarming the strikers and containing them in small areas. Stay on alert for anything suspicious; terror warning is red. The Empire of Risban has declared temporary martial law.

Many of the strikers, scared by the amount of soldiers surrounding the Commerical District, were open to negotiations.
There were a select few, however, who seemed bent on destroying everything. These few began to turn on the strikers who were raising white flags to the surrounding troops, opening fire on them.

Colonel Biggs' eyes widened as he saw the gunfire inside ScorpCorp Centre. "Shit..."


General Charles Skops stood in the Command Centre, watching on RINN what was happening. The cameras caught strikers killing surrendering strikers. Not a good thing.
"We need to storm the building!" shouted Alexander Perkins from his seat.
"No; they've got bombs. They could detonate them and wipe out our troops," said Skops.


Countess Courtney met with Mr. Logan in Risban City. "The Empire of Risban is thankful for your nation's help in reaching peaceful negotiations with--"
Lord William Plutus, Minister of Finance, stumbled over, eyes on a television sceen. "Sorry to interupt, but they're killing eachother now."


Emperor Scorpius sighed into the telephone. "However appeasing the offer is, it is best to hold them here; Imperial Palace Command Centre is the safest place in the entire Empire; we can hold them there. If y-"........ He paused, hearing the new. "Excuse me for a moment please."

The strikers began to flee the building en masse, hands up in a form of surrender to the Risbanian, Golencian, Alexian, and Green Sun troops around the building. They were running away from bullets.
Colonel Biggs ordered snipers to shoot at the attackers, but the large amount of people made that increasingly difficult.
"All soldiers try to contain these surrendered strikers. Move them away from the building. Risbanian soldiers will lead all to the nearest prisons and military camps where we will temporarily hold the surrendered strikers until negotiations are reached... Get them away from the building!"

Commissar Logan looked at the screen in awe. "Question: Does your country have access to sleeping gas in large amounts? If we could set off enough around that building it might just stop the killing!"

"While I agree with the ideas of socialism we do not believe in bloodshed as a means to obtain it. We as a nation fully support Risban in any action it may take as a means to spot these uprisings and would gladly send our support however it may be needed."

Green Sun advices that UGSS not get involved in this, as the riots or even terrorist attacks may spread to your small nation, in which that you could not contain them.

Emperor Scorpius shook his head at General Yillik. "No, General. However, a Commissar of Yugoamerica suggested sleeping gas; most of us was used during the Lucas Rebellion. Do your depots in Risban have any that can be used? We need to launch it at the ScorpCorp Centre."



The Empire of Risban thanks that U.G.S.S., and would like to know how skilled your intelligence agency is, if you have one. We want to know who is responsible for today's events.

"Sleeping gas? Green Sun didn't have any at the time since we were so small and we used lethal force in the Lucas Rebellions, but we have a bunch. We should have some within an hour."

The Empire of Risban would be happy to accept any help in intelligence from UGSS. Thus far, Prometheus Intelligence has nothing except that the riots originated from outside of Risban; the masterminds, at least. As for the terrorist attacks on Risban, we believe they came from both inside and out of the Empire.

The Democratic Republic is sending a regiment of Spetznaz to assist with security work in and around Risban City.

UGGS intel has also concluded that while the mastermind was out of your nation someone in the know of the attack was from inside the country.

As ordered the 8th through 25th squads all began to build a large encampment for the Injured, Captured Prisoners and all around a place to sleep. However it would be a long time before they coul hold prisoners there.

After hours of work and getting some sleeping quarters set up a game of soccer. Well lets face it they were so large they had several games going on while others continued work or sleep. No one was on the look out, which turned out to be a costly mistake for the Marines. While enjoying themselves a Greneade exploded in the center of a makeshift soccer field. 2 Marines were injured while the rest ran for their guns. Around 200 Men came barging from almost no where.

The Marines watching and working were first to get their weapons as their's wre never too far. They immediately opened fire on the Risbani Rebels. The Exchange of fire was short when the Rebels began to flee. The Marines acted on Instict and chased after them firing. One such Rebel fell to the ground and took a capsule of somesort, moments later he was dead. Cyanide went through the Soldier's Minds. When they noticed one more attempting to escape. They grabbed him and knocked the capsule out of his hand.

Two of the largest ones there picked him up and dragged him into a whole, which had been dug earlier for holding Prisoners. They threw him down their and covered it with a Wooden cage, and 3 Marines picked up several large rocks to hold it down. "Lt. Col. is definately gonna wanna here about this..." said one of the Marines. "Yea but first lets go pick everyone up." Replied another.

They walked over the 'battlefield' and began to sort out the men. For the rebels they had just laid them in the open field, for the 24 Marines they laid them under the Medical Tent. They bowed their heads and said a prayer, the 2 Wounded in the battle were immediately taken care of by the Medics in the Squads. As soon as Lt. Col. Ruben came he would hear about the Ambush on his men.

Emperor Scorpius sighed in relief as tons of Green Sun sleeping gas were launched into the ScorpCorp Centre, knocking out nearly everyone before explosives could go off. Risbanian and Allied troops moved in swiflty and captured everyone, bringing them to the appropriate places.

"Emperor Scorpius!" General Skops approached the Emperor. "The Golencian base in Risban has just been struck by terrorist rebels."
The Emperor's eyes widened. 2005 was not a good year at all. "Damn it... Get Prometheus on it. Send someone to see if they have captured anyone and interrogated them. We need to get to the bottom of this."
Myles Abrahms, head of the Risbanian Imperial Intelligence Agency Prometheus, approached the Emperor. "Sir, we have a lead. Not on the strike, but on the terrorist attacks... There have been rumors of a nameless, faceless society lurking in the shadows of almost every major nation in the world. Now, these are only rumors, and there are no leads, but several intelligence agencies have said that they believe this shadowy society may be connected to various terrorist organizations as well."
Emperor Scorpius sat silent for nearly a minute before speaking. "How is it possible that one society could be everywhere? And do we know if they're connected to the riots?"
"We don't know, sir.... We don't know."


Colonel Mark Biggs was sent to the Golencian Military Base to get a report on what happened for the Emperor.

The Marines walked in disgust some still covered in dirt. They had several men peeling patatoes and the cooks making dinner, when they sa a man coming up. 2 Marines picked up their M4s and ponted it at the onvoy heading their way. They yelled and soon 20 Marines all kept their guns pointed that way.

One held up a Stop sign they pulle from a street a few klicks back....

The second man seemed jittery, almost panicked, the situation had deteriorated from a full scale revolt to to millitary search-and-distroy operations.
"We must aid them!" He shouted. "The revolution is almost over!"

The first man raised a hand for silence, and spoke.
"No comrade, the revolution has just begun. Gurillia's cannot hope to overwhelm the power that is through force of arms. Only when the mass population swings their way will the government crumble. Regretably, an inital failed revolt is a large part of influencing public opinions. Also, the sleeping gas forces the governemtn to deal with thousands of prisoners."

The third man spoke. "Yes. But the public sympathy with failed revolters will not be enough. I assume you have somthing else?"

The first man nodded. "Two somthings. They are allready underway....."

<Located 20mi off the coast of Risban>

The bouy drifted slowly inland. It looked simple enough, a simple marker with a metal gantry equipped with a blinking light to alert ships at night.

In fact, it (at the mass of machiery unseen in the water below), was a powerfull radio/TV transmitter and a small lump of C4 that served as a self distruct device. It was all made from parts that could be gotten anywhere, but it never hurt to be doubly sure......

As the final stages of the revolt died down, it began transmitting. The signal it transmitted was made from amitture video, TV reporting, plus security and hidden camera's that had seen the revolt. The "Information Officers" back in Muru had worked fast to edit all the film and crank it out.....

The powerfull signal, amplified by the underground radio transmitters, quickly overwhelmed the Studio-to-Tower and Studio-to-Sattelite signal used by most TV stations. It would take the engineers a mere matter of minutes to fix the problem and locate the transmitter, but for that short time, that signal could be seen or heard almost anywhere in the country.

The Muruian Misestry of Information did good work. The video's of protestors being gunned down by machine-gun carrying marines, audio clips of foreign "invaders" using the phrase kill count about the number of civillians taken town, and the sight of the old, sick, and wounded choking on the stun-gas even brought a little emotion up in the eyes of those who knew better.

The short signal ended, a timer clicked to zero, and the bouy exploded.

<Risbanian Riot/Army checkpoint>

The poliece and army soliders roughtly shoved a group of drunk, inebreated rioters into the back of the truck. Hardly the cream of the rebellion, to them this was just one huge barfight. As a young Corporal grabbed on rioters in an old, modly blanket the man heaved all over his uniform. The corporal responded with a swift kick to the gut and throwing the man into the truck, which drove away moments later.

Inside the prisoner truck, Lt Commander Henderson (Muruian Black Ops), worked hard to suppress a smile. Flu Variant #43 was a nasty bug, transmitted by air, vomit, or even contact. It would make you feel like crap for weeks, but wasn't nearly as deadly as normal flu. It woudln't be long before infected agents like him managed to start a minor pandemic that would drag down the morale of huge parts of the countries. Nothing inspries change quite like suffering.

As the truck drove away, Henderson wondering how many years it would be before he would get sprung.

You proceeded to claim taking over a nation of over 400 million's communications networks from a buoy 20 miles out to sea, never once thinking about any security measures Risban might have to prevent such a thing or explaining exactly how you have something powerful enough to do something like that; how it works.
Then, you continue to play my people.
You proceeded to have someone infected with an epidemic-causing virus find a way into Risban when, since the terrorist attacks, is an extremely difficult thing to do. Also, you never said how he got in infected. Obviously, at air ports and others ways into Risban, people are checked for diseases.

I suggest reading the threads on Godmoding, Terrorism, and other such things. They can be useful.

First off, playing a minor officer who does nothing more then shove somebody into a truck is hardly "playing your people." I can remove the ONE SENTANCE where the Cp kicks him and that's gone, but it dosn't effect the outcome. I just added it for a bit of ambiance, sheesh.

Fifth, flu can have a very long incubation period without symptoms. Or the sample could have been on a bit of bread he munched right before he went into customs. Or he coudl have swum up on shore. Or maybe that Flu Variant was stolen from a hospital where it had legit legal uses for vaccenes? Or maybe he's just a TypeII carrier. It's not possible on short notice, but with 8 months prep from a good SS, it's possible.

Try and THINK about this. In case it's not obvious, the vast majority of both my defense budget and security budget go towards a highly effective blacks ops team. Now what resources would I actually need "on the inside" in order to pull this off.........

No, it's not. With my economy vs. his, and our relative populations, an invasion would be a fair fight slightly tilted in his favor. With an unprepared nation vs a fully armed and equipped spy-heavy nation WITH 8-months-prep advantage, I have a "first strike" option.

Now that everything i've spent the 8 months prepping for is used up, were back to a level playing field. It's like during the Cold War, the russians could never get a spy in on short notice, but that didn't mean there wern't a few spies in some very-high-level positions in the DOD and CIA.

Three intelligence agencies, including our own, have concluded that Muruians influenced the riots and armed them. Had this been any normal protest, the military would not have been needed to step in. However, you armed this small faction of disgruntled workers and encouraged them to rebel against the sovreign government.

The Empire of Risban thanks its allies for its support. You may take as long as you want. Hopefully, if negotiations go will, you will not need to put your troops into action.

The Emperial Goverment Urges the Empire Of Risban to Continue in it's campaign to stop and repell these unwarranted attacks.

Also, the Emperial Goverment belives that the goverment of Muru is to blame for ordering the recent terrorist attacks and for inciting riots.

The Emperial Goverment reminds the Goverment of the UGSS that as a member of the UDF, it is expected to help it's UDF allies(namely Risban) in it's times of need and not to attempt to destabilize them.

Due to another alliance with Muru I know realize that the USS of UGSS would make a better peace maker or arbitrator than fighter.

My offer of hosting peace talks still stands. As a neutral party that is allied with both sides I think it would be a good idea to have them in our capitol city.

Imperial Orders

The Holy Republic of Golencia is being forced to recall the Marines sent in. We feel we must hold up to our alliance with Risban, however our national security is at risk and war is Imminet. The 24,976 are to leave the land of Risban in 2 Hours. The Emperor apologizes to Risban for the sudden departure but we promise if things do get out of hand, the Marines will return.

Golencian Marines all recieve a message from Lt. Col. Ruben Aragon. "Allright boys fall back to the base we have orders to leave. We may be at war soon."

As the Squads all fell back they looked at the confused Risbani's saying nothing only marching further away.

The USS of UGSS understands and respects this but we are only holding a peace conference to prevent war. The only reason I have offered is because a small incident seemed to have spun wildly out of control due to a number of matters. We just don't want to see either of our allies enter a war that could have been prevented.

Golencia does not believe the UGSS should hold the conference, as it was far too quick to take sides, and it wasnt until straightened out that they declared themselves neutral.

The USS of UGSS apologizes for the miscommunication earlier before. But even then we firmly supported peace, yet realize in ceratin circumstances it is unattainable. But peace must be tried.

Then we ask that the conference be held in Yugoamerica, as the 'miscommunication' may happen again. Regardless of a Response Golencia strognly suggests peace negotiations are NOt held in the UGSS

The USS of UGSS is offened that a true mishap is mocked by the nation of Golencia. If Golencia will not compromise then we ask that we may at least attend the conference if we cannot host it.

We have no problem if you attend it and we request to d so as well. However I am still STRONGLY suggesting that the Negotiations stay in a nation that has been neutral through out this whole matter

The United Socialist States of UGSS was unawared of Risban's membership in the alliance we share. I once again apologize for this mistake. Both of these countries are good allies and I will do whatever is asked of me, wether it means hosting peace talks or attending.

Peace talks could, if it's that much of an issue, be held in international waters. Both Muru and Risban have Navy's.

As the Marines began to leave Lt. Col. Aragon ordered a Halt. A message was recieved:

Do not leave, war has been averted. The nation gave in and we are now able to keep you there.

A smile overcame Aragon's face. He hurridely got on the Comm and made sure all men knew to resume their duties, they weren't leaving.

Imperial Decree

The Imperial Forces shall stay in Risban until this matter is over. War has been averted, and they will no longer be needed. The Nation gave in to Golencian Demands which will result in the saving of Humans, not only from war but from the barbaric acts they had commited.

The Forces will see this through and if need be more will be sent. 10 Chinooks are flying in with enough suplies to set up a temporary base that will include a Hospital Wing, Prisoner Block, Mess Hall, and Sleeping Quarters. Victory is the only thing we can see, and it is as clear as day.

His emperorship strongly advises the good Emperor of Risban to call imdiate end to these "negotiations".

We understand that you wish to see the violence stopped, but these people attacked YOU without provocation, and you do not deserve this unwarranted violence, and so therefore this is unfair.

The only people who can gain is them.

My friend, you must not buckle under the petty attacks of mad despots, for if you begin to give them things because they attack you, they will continue this.

What you must do is demand that all these attacks and destabilization attempts stop at once, and if this does not occur, you must take retaliatory action.

Know that my empire and the whole of the UDF will support and aid you in doing this.

These "negotiations" are completly unfair, and the Alexian Empire does not recongnize there legitamicy.

We cannot put our young soldier's lives on the line simply to have them forced to wait for "negotiations" whilst bullets whistle past them and petrol bombs and mortar rounds drop on there heads.

Unless the attacks are stopped at once or the counter insurgency campaign continues, then we shall be left, regrefully, with no other option but then to continue immediate withdrawl of all Alexian personel.

Thus, I am declaring a state of war with the nation of Muru."
The people around the room stared at their emperor, looking dumbfounded. He had always been one to try averting war by any means possible; he hadn't been this aggressive since putting down the Tarda Loyalists.
"This will give us hell with communisits," said Lord William Plutus.
"Not if we ring it off as a war on terrorism," said General Skops.
Alexander Perkins of Foreign Affairs smiled. "This can be good. People will see you less as a war-fearing, rich leader and more as man taking a stand for his nation's defence."
"I'll issue a statement on RINN," said the Emperor.
