Birds of a Feather

Zoen Cardinus, High Minister of the Community of Birds of a Feather and Parliamentarian/Representative of the Avian Highlands Joint Council, found himself in an unusual situation: in a laboratory, looking at an electron microscope. "So what am I looking at, Doctor?" The scientist beside him, Dr. Ceres Blujei-Cardinus, excitedly responded, "What I've discovered, High Minister, could well revolutionize the region! We of the Avian Highlands have bird-like characteristics, but we still do not know how to fly...or we didn't, anyway. But one of my co-workers brought his son in for his check-up and seemed concerned about the boy." "How so, Doctor?" Zoen responded. Despite that this was his wife he was talking to, he had to keep up the formality...one of the less enjoyable aspects of his office. "It seems, your Honor, that the boy can indeed fly! At least, briefly...the boy and parents consented to me taking some cell samples, and here's what I've found."
Ceres changed the microscope display to show the nuclei of two cells side by side. "The cell on the left is from the standard BoaF Homo Avius...specifically, me. The cell on the right belongs to the boy...and as you can see the chromosomes appear similar except for one key difference...right here." The doctor pointed to identical places on both nuclei. "As you can see, I, the non-flying Avian, have no chromosome here. But the boy has not one but TWO extra chromosomes! We're not sure, and we need to study this more, but we think these extra chromosomes may enable flight capabilities."
Zoen put his hand to his chin, his talon-like fingernails scratching gently. "This could be significant...if we're evolving flight capabilities, that could cause some instability, not only in the state, but in the region as well. There are already some factions in Cygnusifalco who opposed our secession, and no doubt they'll be really peeved if they found this out..." Zoen smiled a bit, then shifted his attention to his accompanying Parliament members. "I want this discussed in State Council...we need to develop a stance on this before we present it to the Joint Council." Zoen turned back to his wife and continued, "Doctor...I personally hope they'll decide to further fund research on this...but regardless, we need to do what's right for the state and the Avian Highlands." Ceres, a politician's daughter and wife, nodded. Zoen and his companions left, eager to decide the fate of this potentially life-changing discovery.
