The Empire of Risban is curious to know that, through your position with regard to the "Divine right of Kings and/or Emperors" to rule, if you are declaring war on every empire, kingdom, dictatorship, right-wing nation, etc in the world.
As for our territories, we purchased most of them. We don't care too much for war. For the few that we took by force, we did out of necessity. The SSRH's record for take-over isn't all too peachy either, now is it? Citizens in territories we acquire are granted citizenship. Should they refuse, they are paid for their land and transported elsewhere. It isn't as if we murder or enslave them.
And, given the internet and mass media, the world does know most of Risban's foreign policy. Should you unjustly attack our sovreign territories or cause damage to our people, Risban's allies in the various organizations to which we belong will respond.
We strongly suggest that Hrstrovkia work with us on peaceful relations between our two nations. All of these war-mongering threats aren't really needed. War is, after all, such a terrible thing.

We were responding to subtle threats.
The Empire of Risban bought Algeria and Libya legitmately. The only fighting that took place in those two nations was between Risbanian Forces and an Islamic terrorist group.
As for Tunisia, their government was obsolete. Rogue militants controlled the various parts of the nation. Our forces moved in and took control, quelling the militant forces. That was the nearest we've ever come to an invasion, apart from the reason blockading of Sardinia, which was engulfed in a civil war.
As for our funding Grays Hill, Golencia, and Truitt: They are all friends of the Empire of Risban and have aided us in the past. We were returning the favor. It is not as if we gave them troops and weapons.

The Risban Imperial Embassy in Pacitalia was surrounded by Pacitalian forces. Risban Ambassador Pelias surrendered immediately to the surrounding troops. Pacitalia has accused the Imperial Government of using Pacitalia as a stepping-stone for agents to get into Roach-Busters and influence the elections being held there. The Imperial Leadership has denied these charges and demanded that immediate release of all Risbanian citizens in Pacitalia.
The Pacitalian government has yet to respond.

RINN Update
Pacitalia has released the people from the Risban Embassy, admitting that the agents were most likely pawns of the super-secret terror organisation known only as the Society of Shadows.
Nevertheless, the Risban Empire is withdrawing its embassy from Pacitalia for the time being.

And, though giving money to the occupied nation of Roach-Busters, the Grand Imperium of Risban had declared neutrality in the conflict.

Wonderful. We will be sending Lord Yuri Tevos to serve as Krioval's ambassador to the Grand Imperium as soon as possible. He holds a doctoral degree in Foreign Affairs from the University of Torokara, and has served with distinction in the Diplomatic Corps. As trade goes, Krioval is always looking to import raw materials and food, and our chief exports are arms (OOC: MT and FT), cars and transport vehicles, spacecraft and satellite systems, and electronics. We welcome Commander Murphy to Krioval and will be designating a Risbanian Embassy on the fourth level of Torokara, and we are most willing to sign a non-aggression treaty with your government at your earliest convenience.

Concerning trade, the Risban Empire's favorite material is gold, and we are always wanting to get more of it. However, electronis and arms are always good as well. We create many arms ourselves, and plenty of automobiles as well. What types of arms do you sell? We are currently in the process of revamping our military...

Krioval has received and approved the non-aggression pact as written. With regard to trade, we are willing to begin limited imports of copper and beef, and our exploratory survey has revealed a modest gold deposit in our borders. Our arms manufacturers primarily do custom design for national clients, as Risban would be considered, and we can create hand-to-hand, projectile, or energy weapons, as well as various forms of body armor and defensive gear. Our electronics companies make, among other things, various encrypters and communication devices. Consider it done. We can probably manage the gold deposit ourselves, and it will help reduce our unemployment numbers, which have been rising slightly. Shipments of gold, arms, and body armor will commence within the next several days.

Emperor Robinson A. Scorpius has gotten married to Countess Nora Courtney, Chancellor of the Imperial Parliament. Everyone is invited to the party. ((Gah. I can't find the link right now since I am not on my computer. I will have it later.))

The Grand Imperium of Risban has begun to seell uranium and plutonium to the Tree Hugging Lesbians to aid them in their nuclear program.

Mount Pellonius, the volcano that had nearly destroy the Copmol Bay area earlier this year, has finally settled down. Geologists believe that it will not erupt for several decades.

Emperor Scorpius has presented the World Convention on Biological Weapons to the international community in an effort to stop the production and use of biological and chemical weapons in the world. He decided to do this after the terrorist attacks on Risban and the War with Muru; both incidences involved chemical warfare.

Emperor Scorpius has gone to FINTERCON as a Risbanian representative. He hopes to develop better economic ties with other nations whilst there.


And, as mentioned earlier, the Scorpius Scale of Foreign Relations is up and ready to be used by the international community.

War!
A war has broken out in the Consortium of Shadows. The nation of Fluffywuffy has invaded Green Sun, causing all Risbanian trade to the attacked parts of Green Sun to halt. Imperial citizens and the embassy staff have all been moved to Fort Risban is the southern portion of Green Sun. By request of General Homer and the Green Sun Royal Family, Imperial forces in Green Sun will serve as martial police while the Green Sun military fights off the invaders.

RICHARD GAIUS ZORAG defeated! Martial Law removed! Emperor Scorpius returns to the throne, and the Empress again regains the position as Chancellor of Parliament!

Peace has returned to Risban, and foreign affairs are once againn open.

The Empire will be happy to have an Embasy in Risban. We will scramble some embasy staff as soon as possible. It will include 1 Ambassador, 25 Shazbotdom staff, 25 locally hired staff (if applicable. If not then 25 more people from Shazbotdom), 10 guardeners, 2 motocycles, 3 ethanol ran SUV's, and 1 armored limosine. If you have space, we would also like to have a helopad on the grounds to transport officials to the airport quicker in case they are called away in a rush. We await your answer.
