Official Legislative Action of the Caza della Legislatorio Parlemento and Senatoro, Republic of Pacitalia
Bill D-155, regarding the national diplomatic relationship with Roach-Busters
After careful and thorough investigation of the nation in question, its policies and furthermore its relationship with the Republic of Pacitalia, we, the cameral bodies of the legislative branch of Pacitalia:
recognise that Pacitalia and Roach-Busters have been strong allies for a very long time and that friendship has caused the creation of a powerful bond between the two nations;
appreciate that Roach-Busters has trusted Pacitalia enough to draw nearly one-third of its total imports from us;
acknowledge that this bond has caused many nationals from both countries to draw their own individual friendships in addition to what has been accomplished by the respective governments of Pacitalia and Roach-Busters; and
gratefully accept Roach-Busters' positive outlook on our policies in the economy, society and the world despite our more moderate beliefs.
However, we:
point to the fact that Roach-Busters domestic policies do not serve a positive manner for both its citizens and the people of the international community;
note that many of these policies are considered undemocratic and oppressive by the Pacitalian people;
argue that Pacitalian help on the revitalisation of civil rights and political freedoms in the nation have failed on account of the leader's refusal to accept Pacitalian aid as a source of genuine goodwill;
question the necessity for said outlandish policies both at home and abroad; and
ponder the value or need for Pacitalia's relationship with Roach-Busters.
Therefore, we must act accordingly.
1. We are forced to place the nation of Roach-Busters on diplomatic probation, effective immediately.
a) This means that the executive branch of the Pacitalian government now has vested authority to close the Roach-Busterian embassy in Timiocato and send Dr. Curtis Connors, the R-B ambassador to Pacitalia and his staff home to Roach-Busters until such time that they are allowed to return.
b) It also means that if Roach-Busters truly values its relationship with Pacitalia it must consider and accept Pacitalian help in its domestic policy as a genuine source of good-natured will, as it is intended to be.
c) If Roach-Busters accepts this help in an effort to revitalise itself in the eyes of the international community, it will be removed from the diplomatic probation list.
2. Roach-Busters citizens should return to their homeland in the near future if at all possible. This does not mean they are not welcome here but with the increased tension between Pacitalia and Roach-Busters it is a wiser idea to return to their home nation to avoid possible conflict with Pacitalian citizens or authorities.
a) All Roach-Busterian citizens entering Pacitalia are no longer exempt from high-security checks at entry points. Biometric identification systems will now be used on Roach-Busterian citizens in addition to the normal passport and vehicular operation license check to verify their identity and root out possible enemies of the state.
3. We must note that this is not a militarisation act against an already terribly disadvantaged Roach-Busters. This is simply an act to attempt to have our ally recognise that help is available to it but that the leadership in said country must make a mature and proper decision.
4. Pacitalian exports to Roach-Busters will continue normally.
