Official Legislative Action of the Caza della Legislatorio Parlemento and Senatoro, Republic of Pacitalia
Bill D-155, regarding the national diplomatic relationship with Roach-Busters

After careful and thorough investigation of the nation in question, its policies and furthermore its relationship with the Republic of Pacitalia, we, the cameral bodies of the legislative branch of Pacitalia:

recognise that Pacitalia and Roach-Busters have been strong allies for a very long time and that friendship has caused the creation of a powerful bond between the two nations;

appreciate that Roach-Busters has trusted Pacitalia enough to draw nearly one-third of its total imports from us;

acknowledge that this bond has caused many nationals from both countries to draw their own individual friendships in addition to what has been accomplished by the respective governments of Pacitalia and Roach-Busters; and

gratefully accept Roach-Busters' positive outlook on our policies in the economy, society and the world despite our more moderate beliefs.

However, we:

point to the fact that Roach-Busters domestic policies do not serve a positive manner for both its citizens and the people of the international community;

note that many of these policies are considered undemocratic and oppressive by the Pacitalian people;

argue that Pacitalian help on the revitalisation of civil rights and political freedoms in the nation have failed on account of the leader's refusal to accept Pacitalian aid as a source of genuine goodwill;

question the necessity for said outlandish policies both at home and abroad; and

ponder the value or need for Pacitalia's relationship with Roach-Busters.

Therefore, we must act accordingly.

1. We are forced to place the nation of Roach-Busters on diplomatic probation, effective immediately.

a) This means that the executive branch of the Pacitalian government now has vested authority to close the Roach-Busterian embassy in Timiocato and send Dr. Curtis Connors, the R-B ambassador to Pacitalia and his staff home to Roach-Busters until such time that they are allowed to return.

b) It also means that if Roach-Busters truly values its relationship with Pacitalia it must consider and accept Pacitalian help in its domestic policy as a genuine source of good-natured will, as it is intended to be.

c) If Roach-Busters accepts this help in an effort to revitalise itself in the eyes of the international community, it will be removed from the diplomatic probation list.

2. Roach-Busters citizens should return to their homeland in the near future if at all possible. This does not mean they are not welcome here but with the increased tension between Pacitalia and Roach-Busters it is a wiser idea to return to their home nation to avoid possible conflict with Pacitalian citizens or authorities.

a) All Roach-Busterian citizens entering Pacitalia are no longer exempt from high-security checks at entry points. Biometric identification systems will now be used on Roach-Busterian citizens in addition to the normal passport and vehicular operation license check to verify their identity and root out possible enemies of the state.

3. We must note that this is not a militarisation act against an already terribly disadvantaged Roach-Busters. This is simply an act to attempt to have our ally recognise that help is available to it but that the leadership in said country must make a mature and proper decision.

4. Pacitalian exports to Roach-Busters will continue normally.

We, the undersigned, officially bring this bill into law on the twenty-eighth day of the first month of the year two thousand and five.

Maurizio Salvatore Neglio - CLP Leader
Massimo Verdamenti - Senatoro Leader
Nikos Karagounis - Prime Minister

[OOC: But how do Pacitalian exports get past a Sarzonian and allied blockade when the ships are instructed to turn Pacitalian ships away? ;)]

OOC: When I say "continue normally" it just means that our end of the line is working properly. We have actually stopped exports to R-B because of your blockade ;)

After listening to Pacitalia's accusations of how our policies are 'undemocratic,' we thank them for this highly esteemed compliment.

May I also add that you no longer have the support of the Pacitalian people. Your defiance in this war in thinking that you would get out unscathed disturbed us and your assassination plot on a national leader at peace talks, let alone them being on Pacitalian soil, further sickened us.

Prime Minister Ell did you a favour by letting you out of prison and you were so absorbed in your self-indulgence that you repaid your debt by forming an anti-human rights club - human rights being the very thing he was trying to help you recover. You continued your revolting attitude by blaming your friend's death on a Sarzonian leader - we trust them, they trust us, there would be no such occurrence ever.

I know that you feel no remorse for anything you have done to hurt the people of Pacitalia, who have been by your side for so long, and I expected none. I just thought I should let you know how we feel about you.

IC: I laugh at Pacitalia's asinine, unfounded trust in that duplicitous bastard Mike Sarzo. His victim, my late friend Timothy Ell, must be turning in his grave now.

How dare you even speak Tim's name! I daresay I have half a mind to join the war on Sarzonia's side and help him destroy your nation. In fact, I have a stronger desire to help convert Roach-Busters to a democracy just to spite you for your evil, awful comments.

Btw, Josh, this is obviously nothing personal OOC - we're still friends :p

Official Imperial Statement

With regard to the decidedly hostile nature of the Pacitalian government towards the people and government of the great Imperial ally Roach-Busters, the Empire hereby decrees that any and all standing relations with the nation of Pacitalia are to be severed, and all Pacitalian citizens currently within the boundaries of the Empire expelled, and forbidden to return until the Empire so decrees it acceptable for them to do so.

In the name of the Emperor Antonius the Great, I hereby make the above declaration the official Imperial ruling on the matter under the auspices of our law and tradition, so help me God.

Loyal Servant to Emperor Antonius I,
Master of Generia and All Her Dominions

All I can state is my shock at Generia for believing that we have hostile intentions against a nation that is our ally.

I support all three nations, Sarzonia, R-B, and Pacitalia as they are all extremely close to the nation of Nutropinia. Basically, we like you all and hope this gets sorted out.

We do not have direct ties to Roach-Busters, with the exception of the Christian Alliance (OOC: Sorry Pacitalia, I forgot the formal name :p ), so as a result, we will stay out of this conflict of morals. Yet I will watch this closely, for if Generalissimo J.L.'s rather provoking and defiant comments continue on, I fear that this ruling on the relationship between both Pacitalia and Roach-Busters may go awry.
