Upon hearing the recent proposition made by Risban to the nation of Exetonia Lord Robert Powell has found it of the ut most importance to enter into talks with this country over the conquest of England, Wales and Northern Ireland and the purchase of Scotland for 550 Billion USD. Exetonia sees this as an inviting offer and is willing to enter into task over this situation to come to a peaceable sollution. We find the offer most interesting.

Countess Nora Courtney, head of the Imperial Parliament, and Lord William Plutus, Imperial High Minister of Finance, shall be meeting with the Exetonian leader or representative on the Island of Rathlin. Alexander Perkins, the High Minister of Foreign Affairs, would meet with the honorable delegates of Exetonia, but he is currently acting as Risban's representative in Witzgallian Italy.
Countess Courtney spoke first. "The Empire of Risban does not want a war, and is certain that a war in the British and Irish Isles would cause even more chaos in Europe, as the Witzgallian Civil War has already torn up much of western and central Europe. Thus, we are willing to make an agreement with you. We would like to remind you that, though we had thoughts of moving in, Risban does not control England or Wales. They are under the jurisdiction of Kimaria. However, we recently purchased Scotland from Revertromance, and have always held Ireland, the entire island, as it is the capital and home of our small empire. Thus, to avoid dispute, we are willing to sell Scotland to you for a sum of 550 billion USD, a renewable 75-year Non-Agression Pact, and vows to work on peaceful relations between our two nations. Also, you will allow Risbanian citizens in Scotland ample time to move to Ireland, Algeria, or Tunisia. Also, to make things swift and easy, we will lend you the support of our First Fleet, currently blockading England and Ireland from the Witzgallian rebels in France, to capture Britain from our isolationist neighbor, Kimaria."
"Let it be made clear," interjected Lord Plutus, "that the Empire of Risban will, under no circumstances, give up any part of Eire. Ulster will remain ours; Ireland will remain unified. There are those of us in Parliament and some in the Imperial Military that would rather see our home destroyed than in the hands of foreign invaders."
The Countess glared slightly at Plutus; Emperor Scorpius had no wishes of bombing Ireland. "Yes... Lord Plutus is right. Ireland will remain a unified island under Risban's banner. It is where our empire was founded; where most of our citizens are from. It is our capital; our home. We will not part with it. Scotland, however, we will sell. So, do we have a deal? We can write up a contract... Emperor Scorpius will sign it, as will your esteemed leader."

"Lord William, Countess Nora. It would be my pleasure to sign this pact with you. It opens the way for me to invade England and Wales and leaves us both rather happy with what we have. The 75-year renewable non agression pact is also acceptable. We will give your citizens 3 NS years to move to your other sovereign territories and would greatly appreciate any help in our attempt to take over England and Wales. We thank you for granting us this base for 550 Billion USD as we see it worthwhile for our future cause. I am truley sorry for the way in which this meeting came about but we thought it the only way we could get your attention. WE hope you accept this humble gift *powell hands over another $100 billion in bonds* as our gracious appology"
Lord Powell got up to leave but turned back
"Again, I thank you for your honesty and kindness. It has been a pleasure doing business with you. Your citizens will be free to visit scotland and england and Wales any time they wish with no need for passport control as we trust your nation not to go back on this non agression pact. Many thanks."
This time Powell walked away.
Lord Plutus looked over the bonds, grinning widely. "Why, after a couple decades we could make twice the amount of what he paid us for Scotland..."
The Countess rolled his eyes, using his cellphone to call Dublin.
"This is Nora. Inform Emperor Scorpius that Powell has agreed to our terms. Have Admiral Tarda move his fleet from France to blockade England."
Non-Agression Pact of Risban and Exetonia
Both parties involved shall adhere to the terms and rights herein...
1. Neither Risban nor Exetonia shall, under any circumstances, provoke or attack the other unless attacked first.
2. Northern Ireland shall remain under the Empire of Risban's control.
3. Scotland shall be handed over to Exetonia for a sum of $550 Billion USD.
4. Exetonia shall grant the citizens of Risban three NS Years to move from Scotland to one of Risban's other sovreign territories.
5. Both Exetonia and Risban shall respect the other's boundaries and territories.
6. Both nations involved shall work to promote peace between themselves.
7. The Empire of Risban shall aid Exetonia in its capture of England and Wales, being rewarded with a naval base in England upon capture of the isle.
8. Both nations shall open embassies within the other for the furtherment of peace.
9. This NAP shall last for 75 Years, after which it is able to be renewed.
