Earth 2 - The Panama Canal

Colodia controls the Colodian State of Panama, which contains the Panama Canal.

The Panama Canal is vital to the world's economy.

To this date, nothing has been brought up about who or what can pass through the canal. President Black has decided that the time is now to establish a document that specifies exactly who or what can go through the canal, saving precious resources and precious time.

The first draft is as follows:
(OOC: Keep in mind, I am in a particulary bad mood at the moment and this is simply a FIRST draft. Comments and complaints are well accepted, and if are accepted into the document, will be...accepted into the document.)

The Laws of the Panama Canal

Colodia, being the sole owner of Panama, being the geographic owner of the Panama Canal, has full rights to decide who and what can pass through the canal, and at what time.

1. NO weapons of war, ships of war, nor planes of war can pass through the canal at anytime. The only exception is for the Army, Navy, and Air Force of Colodia, as well as the Army, Navy, and Air Force of Layarteb. As well as any future close allies of Colodia.

2. Ships of trade are allowed, provided they have come from a country that is NOT hostile to Colodia. Nor do they appear to have any ties to terrorism.

3. At any time that Colodia is at war, we reserve full right to close the canal and defend it from any and all ships. Military ships will be treated as hostile targets, and trade ships will be boarded by Colodian military personnel.

Obviously, there are still some more issues to work out. I really don't think this covers everything.

The Emperor of Layarteb recognizes the ability of the President of Colodia and its right to close off the canal. What goes on within one's borders is of their own concern.

Cotland recognise Colodia's right to grant use of the Panama Canal to anyone they choose, and to close the Canal whenever they need to. Cotland maintain the same principle with the Suez Canal, which is under Cottish ownership.

Following, we respectfully ask Colodia for permission to grant Cottish vessels (civilians as well as military) passage thru the Panama Canal. Naturally, they will be open for inspection by Colodian officials. We will grant the same to Colodian vessels which requests passage thru the Suez Canal. Terms are negotionable.

You state that your Canal is not to be used by military vessels, yet you wish to make it into a fortress if you will. Yes, i tmay bew in your territory, but there is a certain limit between being careful and abusing your powers. We suggest that you lighten the rules.

We suggest that all military ships, when passing through the canal, be controled by the Colodian military from the Miraflores to the Gatun locks. The ships men could be transported by train to Colon from Panama City(or vice-versa). This makes it so while military vessles CAN travel through the Canal, they will be controlled by you for the duration of the journey.

Also, we reccomend that the world creates some sort of multi-national group to take care of the Canal. That way all members of the world shall be equal, and that there is no abuse of power.

Exactly what I was thinking. I wouldn't allow the world to veto the safety of the state of Panama anyway.

Considering that Cotland is not a real enemy of Colodia, but not exactly an ally, we will permit low-level military ships to pass for you, and all other nations that are diplomatically neutral to us.

Low-level military ships do not include submarines (OOC: well duh), battleships, Aircraft carriers, or Anti-Aircraft ships. If I'm forgetting anything, lemme know.

OOC: Well.. the canal is in Colodia so when you get down to it, it DOES belong to Colodia.. unless anyone else has a bill of sale on it with their name on it? He can shut it down and allow straw canoes and no one can challenge Colodia's sovereign right to do so. It is not an abuse of power, it is called right to exercise ownership.
I am the caretaker of Panama in Earth CE and I will be damned if any nation is telling me what I can do on my own soil. Granted I would not close the canal or do something ridiculous but tell me how comfortable your nation would feel with armed warships in the middle of your yard?

The Empire of Layarteb built its own canal through Guatemala just for the purpose of not having to rely on others (friend or foe) to get to the Pacific Ocean easier.

You think what was posted so far was bad.. can you imagine the size of the mushroom cloud at the other end of the line if Colodia decides to mention taxation or tariffs for crossing through the canal? Oooh that will be a fun one.

The Empire of Layarteb is not one for unnecessary taxation (to its people) so it highly recommends this idea for Colodia.

Colodia is an economically powerful nation, thus we really don't need to tax or place tariffs for crossing the canal. It WOULD be rather funny, the President knows, but we're just awesome like that.

Well.. not that I would do something like this, but you could always say fine, anyone can cross the canal, woo hoo it's a fiesta! It's gonna cost you though, boy is it gonna cost you.

(I lie, this is exactly the kind of move I would make. Again, if you don't like the way I run my canal, I suggest you take the alternate route to your destination.I sure hope you don't have perishables onboard. LOL)
