Earth 2 - The Panama Canal

Colodia controls the Colodian State of Panama, which contains the Panama Canal.

The Panama Canal is vital to the world's economy.

To this date, nothing has been brought up about who or what can pass through the canal. President Black has decided that the time is now to establish a document that specifies exactly who or what can go through the canal, saving precious resources and precious time.

The first draft is as follows:
(OOC: Keep in mind, I am in a particulary bad mood at the moment and this is simply a FIRST draft. Comments and complaints are well accepted, and if are accepted into the document, will be...accepted into the document.)

The Laws of the Panama Canal

Colodia, being the sole owner of Panama, being the geographic owner of the Panama Canal, has full rights to decide who and what can pass through the canal, and at what time.

1. NO weapons of war, ships of war, nor planes of war can pass through the canal at anytime. The only exception is for the Army, Navy, and Air Force of Colodia, as well as the Army, Navy, and Air Force of Layarteb. As well as any future close allies of Colodia.

2. Ships of trade are allowed, provided they have come from a country that is NOT hostile to Colodia. Nor do they appear to have any ties to terrorism.

3. At any time that Colodia is at war, we reserve full right to close the canal and defend it from any and all ships. Military ships will be treated as hostile targets, and trade ships will be boarded by Colodian military personnel.

Obviously, there are still some more issues to work out. I really don't think this covers anything.
