To whom it may concern:

Greetings and salutations from my nation, the People’s Republic of Political Dissidents. It is unlikely any of you have seen or heard of my nation so I believe the function of this telegram ought to be to introduce the state, which I serve.

I am Minister of Foreign Relations Vladamir Popotov, representing the nation of Political Dissidents. Political Dissidents is a small nation (4.989.772.300 people according to our most recent, and first, national consensus), compassionate and highly liberal. Industry is completely privatized and a considerable welfare pension is allotted to every citizen. For this reason, we are often called a Socialist or Marxist state (interesting enough because we have never had to deal with class struggle in our nation’s history).

Our government is a democracy, with the people electing eight heads of government, Ministers of Defense, Interior, Justice, Transportation, Agriculture, Manufacturing, Civil and Political Rights, and Foreign Relations. Each Minister holds complete power over his/her department, with the only system of checks being provided by a yearly election and a Bill of Rights.

Our economy is struggling to maintain competitive in the world market, especially as a predominantly agricultural state, and our currency has taken a steep drop in value as a result.

However, enough about my nation. I am here to notify the world of the possibilities presented in our new state regarding Trade, Arms Production, Immigration, and International Diplomacy. We are currently looking for other Left-Wing governments with which to trade and conduct relations, though our current position hardly leaves us to choose who our allies are. The Socialist Replubic of Buechoria is similar to your nation in many ways. Like you, we have a democratic government (a parliament, more specifically) and our economic system is of course, socialist as well.

We are hoping our two nations could begin possible relations, not to mention trade. For example, we have a surplus of military arms you might be interested in.

Thank you for your interest in this small nation. We will not push away any offer of expanding our diplomatic horizions or opening up new trade opperturities. We thank you and would like to extend to you an invitation to a summit on international relations being held in our Capital during the coming week. However, we must warn you that popular setiment within our Republic will make relations with a state such as your extremely difficult. We feel that if you desire military or heavy economic support, you may be more sucessful should you look elsewhere.
