Sarzonia to Retool Military

[OOC: This will probably be an open announcement following the conclusion of the Second War of the Roach (http://forums.jolt.co.uk/showthread.php?t=383846) (the Sarzonian name for the war), but since Praetonia wrote a naval reorg post, this came to my mind since one of the lessons of the war for Sarzonia will be that it needs to improve its army dramatically. As of now, this is Secret IC and embargoed until the end of the war.]

The conclusion of the Second War of the Roach has brought us to a point where those in charge of the Incorporated Sarzonian Military can evaluate our strengths and weaknesses as a military organisation. Our evaluation of our military structure must take into account the applications of all of our doctrines with regard to projection of military power and we must apply those lessons to ensure that we can correct our failings and continue our successes from this war.

Naval Readiness
If any one branch could single-handedly win a war for any country, it has become apparent to us that the ISN can accomplish this task for Sarzonia. We have long believed that command of the seas will allow you to command your foes in combat and this war proved just that. Along with our allies in Artitsa and Praetonia, we were successfully able to prevent Roach-Busters from projecting its military forces and being able to supply its armies. We along with our Artitsan allies successfully fought off a Generian attempt to invade Sarzonia and bottled the Generian navy up in its harbors, where the ships hid behind the massive batteries at Port Belgrade.

However, the logistic issues of mobilising roughly 5,000 ships and deploying them to blockade two coastlines has had a desultory effect on our economy. As we will illustrate later, our spending figure of approximately two thirds of our overall defence budget on naval forces has adversely affected our ability to operate other branches of the military to their full potential. To this end, we propose a "leaner and meaner" approach wherein we concentrate our naval appropriations to locally-designed ships, weapons systems, and the like. The Portland Iron Works (http://forums.jolt.co.uk/showthread.php?t=345001) has earned a reputation as one of the very best naval storefronts in the world; yet we still have a majority of our Navy's ships provided by foreign companies. Concentrating on PIW designs will have the two-fold benefit of allowing for greater combat integration and stimulation of our economy back to pre-war levels.

Army Readiness
While our naval forces distinguished themselves admirably in the two fronts of this war, the same can not be said of our army. While our forces scored some victories on the Roach-Busterian front, due partly to a paucity of supply delivery to enemy lines; we were humiliated against the battle-hardened soldiers from Generic Empire and the lack of experience was the main reason for the debacle. The fact that their soldiers had been in many wars while ours were seeing combat for the first time in itself was not a major problem. What hindered us in the war effort was a lack of preparation for the specific challenges that fighting in Generia provide any army.

To ensure that we can at least prevent embarassment to ourselves in future armed conflicts, we propose that the Incorporated Sarzonian Army undergo extensive battlefield training with the Imperial Praetonian Army or with other allied armies. We can not allow the horrors of war to expose a poorly-trained, inexperienced army again and we need to be able to project military power on the ground, not only to defend our shores, but also to take the fight to the enemy. We must also conduct extensive battlefield exercises that effectively emulate the combat conditions our soldiers will be facing.

Special Operations
The source of a mixed bag of success and failure, our special operations forces ultimately fulfilled our ultimate goals of harrassing enemy transport lines, but the eventual capture of Roach-Busterian Generalissimo J.L. came as a result of quick thinking on the part of the Navy. In addition, the success in Roach-Busters can best be attributed to the quality of Pacitalia's SAFD rather than Sarzonian special operations. We must establish a Special Operations Command that can coordinate with the SAFD and we must use their successes as a model for the operation of our own forces.

Air Force Readiness
Our Air Force had limited action during this war. Besides enjoying success at fending off a desperate Roach-Busterian aerial assault, the Air Force had little role in the war. However, our Air Force, working in concert with Navy fighter pilots, should be able to succeed once we conduct further simulations. Avalon Aerospace Corporation (http://forums.jolt.co.uk/showthread.php?t=365142) jets distinguished themselves in aerial combat and we would do well to continue to look to them to provide us with our aerial ordnance.

Space Force Readiness
One of the lessons we have learned, both from the losses in our space-borne defenses and in the application of Artitsan space defenses is a need for an extensive anti-missile network that can activate from space. In addition, a succession of hunter-killer satellites for deployment against enemy space assets proved to be of vital importance. The Godrod system we employed served as one of our critical weapons of the war, but we lost three satellites and had two damaged beyond repair. We need to include an element of anti-weapon defense to our satellite systems and we anticipate the space orbiters provided by Mauiwowee can help us in that regard.

It is clear that a well-coordinated battle plan among the ISM played a key role in our being able to meet our main objectives in the Roach-Busterian front. However, further improvements as outlined in this report are strongly recommended for us to continue as an effective fighting force and must continue if the Incorporated States of Sarzonia are to defend herself and her allies from the throes of tyranny.

We in the Artitsan Space Division wish to hold a conference with the Sarzonian Space Division, Minister of Defence, as well as minister of Foreign Affairs. We would like this conference to take place in Artitsa, however if it is more conveniant to hold it in Sarzonia, please inform us.

We would like to discuss a mutual space based defence policy, and the creation of a superior advantage in Space Combat for our two great Nations for the years to come. We are sure our Partnership will continue to shine, and this could only make it stronger.

Encrypted Communique' to President Sarzo

Dear President Sarzo (Mike):

I hope this message finds you and Jay doing well.

A recent recon mission by one of our Links 50/50 ships revealed that several of your Godrod satellite systems had either been damaged or destroyed. This disturbs us greatly since, as you know, we rely on the Godrod system as a back-up to our own system in the event of an emergency. We have Dispatched 2 Links 50/50's to your country to assist in restoring fully satellite capabilities and have also readied 4 of our own, in a fighter configuration, to provide protection to the satellite repair crews when they launch. Please inform us of the details so we can coordinate our forces. Also, If need be, we are willing to divert our supercavitating carrier and her fighters to your region. It has been a while since we warred together, but if someone is threatening you now, we'll gladly devote our forces and our new technology, to your defense.
