"Praetonia has, and shall always remain, a maritime power. We have earned our living from the sea, through trade and through regional naval military dominance. In recent years the once tranquil and peaceful Imperium has found herself surrounded on all sides by dangerous and malicious powers, intent on depriving the noble people of Praetonia of their right to person freedom and national sovereignty.
"Although the bonds between Praetonia and her colonies abroad grow year by year, and expansion of Imperium is ever-progressing, rumours of rebellion spread from the furthest quarter of the Imperium, and closer to home in the island state of Compandialis, trouble is brewing of an even worse nature. With a highly professional but small army, Praetonia's sole hope of survival lies in the sea, and with the glourious Imperial Navy.
"The mighty Omega Class Battleships and Cassius Class Destroyers that patrol Praetonia's waters and sea lanes, and that for the first time have steamed out to full scale war, are, although very capable, old ships approaching the end of their service lives. Even the Freedom Class Superdreadnaught is beginning to appear small compared to contemporary vessels produced by our allies.
"It is clear to both the Ministry of Defence, and the Liberal-Imperialist Party as a whole that, if Praetonia is to retain the power to protect her waters from the naval forces from any other single non-allied power in the world, impose blockades and other such denial of trade situations upon her adversaries and destroy the naval power of attempted conquerors before they reach Praetonian shores, the navy must be expanded and modernised.
"As Praetonia's economy has grown expotentially over the past few years, both through expansion of the manufacturing sector and trade with recent additions to the Empire abroad, more money has become available for investment into the military. For the first time in decades the military budget of the Imperium has surpassed that of the naval superpower Sarzonia, despite the Sarzonians spending more than twice as much as proportional to their national budget.
"Therefore, in accordance with ongoing Praetonian military doctrine supplemented by the recent possible budget allocation increases, naval funding is to be increased by $1,500,000,000,000, Imperial Guard funding by $200,000,000,000 and space based and anti-space weaponary by $100,000,000,000. New projects include the total revitalisation and gradual replacement of all Praetonian naval vessels with new designs, a Tungsten Rod launching space-network and complementary improvements to the anti-ballistic missile system to include enhanced protection against ICB and ASAT missiles.
"Foreign powers enjoying good or neutral relations with the Imperium should fear nothing from this increase in military spending. The same cannot be said of the declared enemies of the Imperium, including Roach-Busters, Generic Empire, The Parthians, Neo Cannen and Taiwanese Islands. The new equipment, personel and funds will be used to excellent effect in destroying the naval forces and subsequently, along with the ground forces of our allies, conducting forced landings against these oppressive and hated regimes."
