Official Statement from The Grand Imperial Empire of The Island of Rose:

Fellow Empires of the World. In this day and age, war is as common as salt in an ocean. But those who perpetuate are the Empires. These Empires destabalize the world, and give the great Empires such as us, a bad name. Therefore, with the help of possibly other great Empires, I hereby establish the United Empires for Peace. It will not be an Alliance, it will be a Senate where opposing Empires may settle their differences. There will be no Head of the Group. No, it will be made of representatives, like the United Nations. We can herald in a new age of peace, we the Empires of the world, the most powerful of the powerful. Let us unite in glorious peace!

OOC: No... you can take over land by taking control of a nation's economy (East India Company) if you want... even if you invade to take land you can always stop taking more land and just be content with what you have, not starting any more wars.
