[OOC] Go me. I got off my lazy rear end and made this thread. ATTN, CAP members, both old and those who wish to join, we're going to have to go through some major restructuring, no? If you wish to attend the conference, please state so. Unless you aren't a former CAP member/staunch ally, you should probably request entrance, though.

The building was many stories high, but its pride had long faded. The windows were no longer glistening, the hallways creeping with dust. Vines had grown unchecked all across the building, and the once proud logo was in decay.

Had the Council of Air Powers really faded? Two weeks ago, while observing the foreign relations buildings in the Mythelian Isles, Consul Hansien had come upon this building. It was still active, to be sure: it had electricity, and running water too. Several people still worked there.

"This can't be," murmured Hansien.

"No, m'liege," replied his air force chief of staff. "I'll see to it that it shall not."

"Good."

With these words, Hansien formalized an effort at revitalizing the CAP. Construction crews were called in, and janitors hired. Parts of the once-elegant building were renovated, and the scourge of dust purged. Soon, the building again was elegant, but not proud. The logo of the CAP was meaningless and half-broken, and the offices and hallways empty.

That would soon change. A call was issued out to all the former CAP nations. Would they answer the call and come? Would their delegations gather in this very building and reforge an alliance that had faded? Would the CAP strengthen its prowress or fade away forever?

Air Force Praetorius General Langus was thinking these questions through, hesitating as he was about to deliver the message. "What are you waiting for?" asked the secretary of defense, standing next to him. "Send the call."

"You know," he said. "After this, there is no turning back. We are committing ourselves to reforging the CAP. We are crossing the Rubicon."

There was a pause, and the defense secretary considered his words. Then, "Send it."



A call to the nations of the Council of Air Powers

Of late the prestige of the Council has withered. The organization has passed away, its remnants scattered to the winds. Would you let this happen to a once-glorious alliance that you yourselves were once an integral part of? Whatever the answer to this may be, we request an audience. A meeting of the council, the first meeting of the council in an age.

Administrations change, nations rise and fall, but the beauty of air technology is still there. Are we fit for the test of time? On behalf of President Hansien, and Defense Secretary Dredon, I call upon all CAP nations and all those interested, to a conference. Let us unite again and reaffirm our commitment to this Council!

"Come in, please, Faysal."

President Abdullah Sharif swung out of his ubiqitous leather chair and extended his hand towards the tall, lean man, flanked by two bodyguards, who had just burst into the Presidential office. After a firm, warm handshake the two friends settled down on the balcony, which had a majestic view over Nizwa, the quiet mountain town where the entire government was seated.

"How are you doing, my friend? Long time no see, uh?"

"Fine, Mr. President, I'd like to thank you once more for the trust you have given me with your endorsements."

Abdullah looked into the bright, twinkling eyes of his friend and smiled.

"No problem, no problem. I've got extensive networks rooted in the People's Council, as you might know. I just extended my hand to an old friend."

"Well, I'm still grateful. Being the Air Force Chief of Staff is something I have always dreamed of."

"Ok, then. Well, I reckon you came here for more than just some handshakes and hellos. What's on your mind?"

"Well, just a few hours ago, a communiqué was delivered to our embassy in Zoogiedom, by a military courier. The Zoogies have plans to revive the Council."

"THE Council?"

"The Council of Air Powers, of which we hold founding membership."

"Damn, that's fantastic news. What are they thinking of?"

"They're attempting to reforge the old bonds by organizing an airpower conference."

"You will be attending, my friend."

"I am?"

"Yes, I just decided and we'll celebrate it with a drink."

Abdullah strode to his desk and pulled a drawer open.

"Ah, damn, my doctor must've confisqated my liquor. Then we'll just smoke a few cigars."

He grabbed a few Montecristos, a top-notch brand, and, in co-operation with Faysal, he began composing a communiqué on his laptop, situated in a pleasurable smoulder of cigar fumes.

I sincerely regret not having pulled the Council back together in an earlier stage of inactiviness, but now, as the Council has faded almost completely, I will make a sacrifice, something I expect other leaders to do with me, to make the CAP arise from its ashes. Let us prevail this time and re-instate the CAP as a force to be reckoned with.

My honourable Air Force Chief of Staff, General Faysal Baqir, has volunteered to attend the conference and will be present as our official delegate.

The Omzian government expresses its keen interest in such attempt to revive the Council of Air Powers as a significant union of powerful air forces around the world, and is willing to participate in the reconstruction of this organization. Although we had shown regrets about the passing of the Council of Air Powers ourselves, in no way we are intending to continue to leave it into the ashes when such opportunities of reconstruction and reorganization is available to all former members of CAP.

As the information is passed through the Omzian military and aviation industry, we are more than willing to participate in such conference, and we are eager to do so as we look on with great anticipation.

We regret as well having let the Council decay into such a state. The future is still shaky; this we hope to resolve. We are glad that Al-Sabir will make an effort to restore it. We look forward to General Faysal Baqir's arrival.

Phoenix Militia, we will accept your attendance at the meeting unless there is a ground-swell of negativity and objection from other members, although your membership into the new CAP is by no means guaranteed, as you are not formerly a member.

On behalf of Archon Van Drake and the United City States, we send Archstrategos Robert Paulinson of the Aerospace Force to this conference. Indeed we drifted from the Council as the old government underwent it's dying throes and our nation imploded in isolation. But under no circumstances are we stopping in aerial technology. A mulinational corporate conglomerate of which we are one of the first two members, Hyland Nikolaas, we have continued to make sure our aircraft are on the cutting edge. It is with great pleasure that we accept an invitation to return to the CAP.

There were three men gathered in the meeting room, representing Zoogiedom: the defense secretary, Brian Dredon; Air Force General M. Langus, and ranking Duodecagon (think Pentagon) adviser Nathan West.

It was the last of these that began. He stood up and addressed the rest of the attendents in the room. "As I'm sure you all know," he said, "The CAP fell into decay. The cause - we liken to be one of two things. It either had no clear stated purpose, or the stated purpose was not effective. That said, we'd like to start off with the following question: Just what is the purpose of the CAP?"

Kally Race (Yeah, she's in another RP right now, but who cares) Walks into the room in time to hear the question. (She is basically the First Lady of Raysia's Military).

"I think the goal of the CAP should be to encourage growth and communication between our air forces. Less competition, more sharing. I'm not saying we should all lose our technological identities, but if someone figures out a way to endow a single fighter with the ability to take out a dozen MiGs in under a minute, I think we should all have a chance at that technology. I think the assurance that we will not attack each other would be enough to put each other at an equal level. Raysia would be more than happy to comply, so long as our Air Force's component companies all agree."

She sits down at the table, pulling out a PDA and begins recording minutes of the meeting.

Three figures wearing obsidian black cloaks walked silently into the room where the conference was being held, sulking along the shadows. Quietly they observed the conference, waiting for the right opportunity to speak up and make their presence known. Their skin, black as night, mixed perfectly with their cloaks as they hid in the shadows.

Killian stepped forward, with a swift movement removed her hood, and with a booming voice chimed in agreeance with Mr(s). Race.

"I agree with Race, encouraging technological advancements and better communication between our governments, not just our air forces, would be a wise decision. It would be wise to share significant breakthroughs in aviation technology amongst our peers; within reason, that is. There are of course certain technologies once developed that must remain in the hands of those that developed them, as to ensure that the technological identity of the developing nation remains intact.

An agreement to not attack eachother would also be necessity, assuming the CAP remains between Governments and aeronautical corporations. However, if the CAP turns to be solely between those corporations.. then an agreement for not attacking one another should not be required. It is no longer two nations sharing their technologies, but two corporations.. and that should not be binding upon the nation in which the corporation originates.

It is the feeling of the Consul that it would be best that the CAP not become the "Aviation" version of the Organization of Maritime Powers. We should not govern the skies, nor should we govern the seas.

When Doujin founded the Organization of Maritime Powers, the goal was to create a powerful maritime alliance; one that would essentially "govern"(control) the seas. Towards the end of Doujin's stay in the OMP, we tried to correct our ways.. by enforcing our beliefs on nations within the OMP, instead of attempting to drastically revamp the entire system, as it was the organization that was essentially flawed. Unfortunately, the old government had a falling out with many members of the OMP, and subsequently left while trying to harm the infrastructure of the organization.. which was rather rash, but unable to be corrected now. The past is the past, and we are trying to learn from our mistakes.

This is the first official contact between the Consul and nations of the world. After our nation left the OMP the way we did, a civil war broke out.. taking the nation to the brink of self-destruction. Out of the chaos, a group of people banded together to bring stability back to our great nation; and the Consul was formed. But enough about my nations recent history, that can be discussed later. Thank you for hearing me."

Killian stepped back, quickly replacing the hood of the cloak back to it's position and watched from the corner as the conference continued.

The Crookfur govenrment and by extension Crookfur Arms is perfectly open to the ideal of technology availblity between allies or memebers of this organisation. We Feel that by allowing your peers reasonable access to your development plans the exchange of ideas and improvements can be effected allowing technological invotations to be refined and improved.

On the OOC side of things, how do you want the forums to be run? I think the new restructuring of the CAP has to be able to have reasonable or moderate amount of forum activity, though not burgeoning members or posts necessarily.

[ooc] I think we might want to consider just terminating this altogether. We haven't really got anywhere. If any of you have got a brilliant idea to save CAP, please, do. There are a few options that we could also take (besides just withering into nothingness):

1) Make a loosely defined charter, ratify it, make a thread and a NSwiki article, and add our names so we'll know any air power in case we ever need to contact one.

2) ... Hey...uhm...
