Hi, one quick question.

Is it a legitimate tactic, to dump refugees on someone's coast to harm the country?

Anyways, the only problem it woudl do is if you sent about 1 million refugees at once, unnoticed, and sent into citizenship or naturalization. It will give a whole butt load of inexperianced workers and those willing to work foir lower wages, killing the citizens and their workers and sooner or later, the economy. So no, it is not a good tatic unless you can do it quickly and unnoticably. It is easier to send a million shocktroops.

Do you mean give them bombs and send them, or just plain send them just to keep the other guy busy? I really can't see any tactical value in it otherwise...

Although I'm no strategist, seems to me like that would be a long-term vision, to send enough refugees to do much harm. It would also be only as effective as the enemy Nation's willingness to take in these refugees...I mean, one Nation may welcome them with open arms, another one might just hand out free ammunition to their new rave sport..."Refugee Sniping."

Although in my Nation, it might help...they'd be put into the lesser work-forces as low-cost manual workers (slaves), along with criminals, perpetual layabouts (those who avoid work without any plausible reason other than laziness).

Can't see it being too effective myself, since I'm sure that the recipient could happily draft them into working and fighting for them at lower cost than with their own citizenry.

Or simply killing them.

I was thinking of sending people as refugees, to overload the welfare systems, and cause havoc with taking care of them.

Nice thinking, but not all nations are like the USA.

No guarantee that they will overload the system. A great many refugees are extremely grateful for someone taking them in, and will work as hard as anything in gratitude. Some of the most hardworking people I know are Iraqis who fled Saddam's regime, for example.

But, I'm still asking if this is a legit tactic.

Also, I'd be getting rid of criminals and using this strategy.

My nation would use the simple solution other people are mentioning; .50 Caliber ammo and a Browning Machine gun.

You could if you do it at night and you're real careful.
