Farminan/Marine Negotiations [Closed RP]

OOC: This occurs directly after the Bahbian transports get food into Farmina.

IC: Justinian sat quietly signing the document. “Tell the Marine ambassador that he may walk on our blessed ground; however, this ceasefire must be signed. It lasts for three months, the period of protected negotiations. Make sure he is aware that the blockade must be dismantled for the period of the ceasefire and the he must assure the stated quantity of food is supplied at no cost. Also make it clear that the ceasefire applies to all nations.”

The High Priest’s adjutant bowed slightly before going away to arrange the ceasefire.

Message to Farmina and Bahbia

We are prepared to negotiate a peace to this war. However, we cannot lift this blockade nor allow our men inside unprotected. I suggest that we meet in a totally neutral nation where we can all meet in peace. Therefore, I am suggesting that the Nation of New Exodus be used as the negotiation point in space. It will be a short 15 minute ride each way, and no country except New Exodus has control over the land. I'm sure that Commander Haase wouldn't mind having us over, at least not in the Astoria.

We will agree to supply you with food. However, the blockade will stay. We will also let certain ships approved through, but we will check their contents for what is considered contraband. If contraband is found, the ship will either be scuttled or taken back to CM. You are in no position to order us around.

The provision of food must be unconditional. Furthermore we are not shipping small arms for profit, but due to political matters in an old enemy, which is none of your business.

Official Response
This is a list of what is considered contraband. Such contraband is subject to seizure and/or destruction. Ships carrying such is subject to the same. We will hold Farmina responsible for all exports and imports that does not meet these requirements. Also, enough food to feed over 500 million will be delivered. However, this is a double edged sword because if contraband is found, food shipments will be decreased. I look foward to seeing you in New Exodus, a shuttle will arrive within 24 hours to pick you up.

We grudgingly accept your definition of contraband. We will however protest with regard to our right to export small arms at a later stage. Let negotiations begin.

Justinian signed his name. He should have been glad about the free food, but not shipping weapons would have implications. Only God could be thanked that not all the weapons for export were in Farmina.

"Very good. Now Lieutenant, send down my personal shuttle to pick him up. Have that shuttle hit New Exodus and meet with Ambassador Scott at Port 19. We'll start from there."

"Yes Mr. President. It shall be done."
The Lt. went and did as he was told. The shuttle would reach the palace at high noon.

Justinian, General Aricar and Grand Chancellor Vernis stood at the pickup point, security keeping the area perfectly sealed.
"This is the first time, I'd have left Farmina," noted Justinian.
Vernis responded by adding, "And you shouldn't be leaving now. It is correct form for a Cardinal to represent the Church in negotiations, not a 16-year old boy."
Justinian laughed, "Boy, good friend, the Cardinals are old fools filled with arrogance and a refusal to change. Too much like my predecessor."
General Aricar stood silently, but pointed to the sky as the transport descended.
“I hope he realises he is taking more than one,” said Aricar.

President Kowalski went to the shuttle bay, amongst much protest. He simply waived his aides off, and when asked why, he responded with, "What kind of a man am I if I will not finish what I start? I must go. Tell Lauren that I'll be back, and I'll call her." He then entered his shuttle and left immeadiately. Both his shuttle and Justin's reached the dock at the same time, as planned. Immeadiately the New Exodus sensors sweeped the tow for weapons, and they were cleared and taken to the hotel in similar, but different limos.

Justinian sat on the hotel bed, sipping a cup of fine tea. The Grand Chancellor, who along with General Aricar, had accompanied Justinian to New Exodus, Vernis continually insisting, negotiations to be left to the Cardinals.
“When do the meetings begin?” asked Justinian.
“When someone tells us they have begun,” replied Vernis.
Justinian picked up one of the many files, “Well let us hope this Marine is reasonable. That is unlikely, he is a foreigner after all.”

President Kowalski was looking at some old treatys of days past in his room. His aide entered with a botle of whiskey and the President said, "Thank you Jimmy. I needed something to clear my head. Tell the conquered that we shall meet tomorrow at zero eight hundred hours tomorrow and his ride shall meet him at zero-seven-thirty."

"It shall be done." the Lieutenant said, leaving the room quickly and went towards Justin to tell him of the meeting.

Justinian returned from his early morning jog, to find his companions, awake and most annoyed at his breach of safety protocol. That sat down to a fine breakfast, followed by hygenic practices and then waited for the transports arrival.

It was 7:30 AM the next morning. The same black limo pulled up and Justin was ushered in, however his security was kept back from entering. Before they could protest, the New Exodus guards said, "No security comes from either side. Orders." Mike was just sitting inside the lime, out of sight from the outside. He opened the conversation with, "So, tell me how much you wish to kill me..." then he added hastily, "But don't try. If I don't report within five minutes of the hour, every hour, your country will be bombed like Hiroshima....Feed my curiosity and tell me why you entered on the side of Dumpsterdam. Surely you knew it foolhearted. Five large countries versus one large and one small. At the beginning of this war, your country was smaller than my whole Military." The car just kept driving. Mike, but not Justin, knew that this car would be the negotiating table.

"I don't hate you," laughed Justinian, "You have proven very useful. You replaced my old fool of a predecessor with me. You gave us the word that would propel the war, 'Murderer.' You were even polite enough to declare the war yourself."
Then his voice turned sour, "If it was my choice we would not have gone to war. Dumpsterdam was a fortress, that was the truth behind the decision, that and we owed them. Dumpsterdam’s surprise surrender complicated things. By all measure they dropped us in it.”
“But I suggest you don’t underestimate me, I am no mere child.”

Justinian's mind was swimming, trying to read Kowalski mind, to see the future.
"Focus," Justinian told himself.
"My good sir, I'm sure you have not brought me into your limo just to talk about how I am no pushover. I would assume you want the deal hammered out here and now, with out a regard for what our respective elected councils," he paused to find the Marine word, "Congress, as you call them, think of the proposal."
Again he paused, this time for dramatic effect, "I am of a similar mind, it is the right of the executive to dominate the legislature."

Mike looked at the young boy. He couldn't be older than 17...My God, the fate of a nation in a kid's hands....anyways, his inexperience might just be useful.

"Well, Congress isn't that powerful. They just make the laws. Now, we make the treaty here and now. I suggest that we blame Dumpsterdam for the war, I'll lift the blockade, refertialize your fields, and provide food until next year's harvest. The only thing we ask for is access to all your markets, especially Uranium and Military."

“If it is trade you want so be it,” said Justinian, “We have a long running policy of free trade, we only hope that you respect us by giving us access to unprotected, unsubsidized industries in your nation.”
“We accept all you terms, although access to weapons industries, will be limited, but still there.”
He paused and then looked down at his shiny shoes, talking softer, nearly mumbling, “The Farminan people are angry with you. They want you dead. Three attacks against us: the murder of our leader, the use of Ebola and the poisoning of our fields; has lead to a need for someone to be tried and found guilty for so called crimes against Farmina.”

"Well, the Ebola 2 strike failed. Not one of the missiles hit your shores. As for the salting of the fields, the missile and bomber strikes, and the dead leader I admit to ordering those trying to end a war wth as little loss of life as possible. I've been in your shoes before. During the Secession Wars, our President was blown up by the Chinese in an attempt to break our fighting spirit. We all wanted them to hang. It wasn't until after the war we realised it was meant as a decapitation strike to end the war quickly. We still wanted revenge, but understood that it was just part of war. Now for trade, you must understand most industries have at least three large corporations in them by now...not to mention that CMDC has its hands in everything from arms to the cookie jar. We'll let you in fair and square, but don't come crying to us if you go bankrupt. Anything that CMDC does, it succeeds because its CMDC and roughly half the country depends on its products." Mike said, remembering that if the boy tried anything, his guard had a gun in the front seat and the glass was really a one-way mirror. Of course, Justin couldn't have known since he never saw the dirver, and the gun was hidden in a coat.

IC: "Farmina is more than competive," said Justinian, realising he practically signed a free trade deal with his nemesis.
"With regard to a guilty person for crimes against Farmina, we need someone to punish. Now it doesn't need to be you. Just as long as you point the finger at them and say it was all their fault in court. You can even try and claim he commited crimes in your country if you want. A disobedient General perhaps."

"Hmmm...that might be hard...maybe someone labelled a traitor earlier on...even a homosexual...and a hacker...we'd allow you to execute him, as we were about to. We call him a hacker and say he hacked into the launch commands. Then we'll have to change our codes, but we're off scott-free."

Justinian smirked, "Yes that will do nicely. If you submit a condemnation of his actions to our court proceedings it would be perfect. I mean you always wanted an honest war, being the honourable man you are."

"You know it..." Mike said with a grin. He fixed himself a glass of whiskey and poured Justin one.

"Don't worry about it being poisoned or anything. I started drinking this stuff as a country farmboy at age 10, and it shows..." he cracked a grin as he drew a document out of his briefcase showing condemnation of General Hans Blivx, who was homosexual and tried to stand against the Military's capital punishment for gay men in the military (as women are not allowed). He tired to take over, but was beaten down before he could hack much. The documant also had him turned over to Farminan authorities in exactly one week. Then, he drew out another document, the peace agreement.



As, the two warring parties agreeing upon ceasing hostile action, the following shall take place.
1) Crazed Marines ends its naval blockade of Farmina.
2) Farmina shall not hold Crazed Marines responsible for actions taken in a war and property damaged.
3) Crazed Marines shall help refertialise Farmina's fields, and shall provide food until such time that the fields are restored.
4) Free trade in nd between each country must be allowed.
5) The War Criminal Hans Blivx shall be handed over to Farmina for execution.
6) Both countries will agree to mutual defense of the other in cases of an unjustified war upon one.

OOC: Technically this should be a called a Peace Treaty. A ceasefire is an agreed break in a war; for corpse collection, negotiation and the like. This is an agreed end to the war, making it a peace treaty.

IC: "Hits the spot," said Justinian, taking a quick sip of the whiskey.
Justinian pulled out a pen and signed the peace treaty, "Not sure about this final term, but it sounds reasonable."
"You know, if things had been different we could have been friends," said the young High Priest, raising his glass in the air, "Death to the sodomite."

"Well, in every war that we've had and ended with a mutual assistance pact there was no second time around. I'd hate to see what would happen to you if we unleashed our full potential. Also, we never sign peace treaties, just cease-fires, unless we win of course. Cease-fires are for draws."

Justinian moved his hand out, offering a handshake to Mike.
"I salute you, a worthy challenge and a solid politician."

OOC: I also offer you an OOC handshake. You are the first real challenge I've had, especially on the field, even if I didn't get any real combat. *Raises glass* To a good RP.

Mike shakes his hand (OOCly and ICly). "You're the first really opponent we've had in yeard. I mean, countries with militaries bigger than you have collapsed within days from our might. I was honestly suprised the fight took as long as it did." Mike said, signing the document and thusly ending the war.

"Also, be forewarned that if you ever visit my country, which you are more than welcome to, and call someone a politician, it could be thought as an insult by calling them snivling, thieving, corrupt cowards. Just, we were founded in rebellion from Politicians and there are still sore wounds there."

"Don't mention politicians," noted Justinian, Taking another sip, "I don't think you'll hear from the Bahbian mercinaries again. Odd bunch, obsessed with their ortillery. Man for man, their rubbish, rely entirely on air support and space weapons."
"I suppose you have to put your port back together, and I have to build myself a palace after you flattened my abbey," said the High Priest.

OOC: To cut it short, I just wrote an epilogue. You can add one of your own. I'll post the execution of the criminal tommorow morning (night for you), in a new thread. Also are you called Mike in real life? If you are it makes two of us.

IC: Justinian and Mike, continued talking for several more hours on a range of topics, from taxation to stamping out sodomy.

By the time Justinian returned to his hotel, he had drank a little too much whiskey, and Grand Chancellor Vernis had to help the unsteady High Priest to bed at three o'clock in the afternoon.

Upon waking up with a mild headache at dinner time, Justinian, explained to Vernis what had happened and demanded Vernis sign the treaty.

Upon returning to Farmina two days later, Justinian forced both the military and the Elected Councils to ratify the treaty, in a display of political power.

Huge celebrations were arranged and the new High Priest had earned his name in history as a hero, like his predeccesor, the Third High Priest, Hero of Sinear.

Kowalski knew that this wouldn't be so hard. HE was all that was needed to ratify the treaty. Flying home wouldn't be hard as they were only a few thousand miles away from the main colony. He called Lauren and told her the treaty was signed and he would be home in a atter of hours. As for HALO Island, it started out as a man-made island, it could be rebuilt within a month using the nanites.
