Official Statement to South Korean Government - 1 June 1974

From: General-Secretary Kim Li-Chung, DPRK

Too long has Korean been divided by hostility. Too long have Koreans been at each others throats. The time for this is past.

The DPRK proposes a phased stand-down of armed forces around the DMZ. We are amenable to negotiation of terms. The one thing that we find unacceptable is the reunification of Korea. We wish to remain a socialist nation, and we are fairly sure that the South Korean Republic wishes to remain capitalist, so we presume there will be no objections to this condition.

We will accept that both sides may have concessions and/or conditions to make, but we hope that small details will not interfere with the greater aim, peace. The borders can be reopened to travellers, and possible renegotiation of the border is an acceptable prospect to us.

As a gesture of good faith, the DPRK has withdrawn a quarter of its troops manning the DMZ to stations 15km behind the border (in addition to the troops withdrawn from active service over the preceeding two months).

How does normalized trade and diplomatic recognition sound? If you want, we can also propose an non-aggression pact, and equip you with Western technology, free of charge, as well as coal and other energy fuels.

You would also have the protection of the URoC, a more generous and trustworthy ally than Moscow.

It is the opinion of the Central Committee that accepting your proposals is in our nation's best interest. We do indeed believe that the URoC is a more stable ally than the Soviet Union, and we wish the DPRK to be stable also.

I believe an alliance of this nature requires a personal presence, so I will leave for Nanking as soon as we recieve conformation of this message, so that we can sign the non-aggression pact.
