(Earth CE) South Africa's path to reform

President Lockhart embarked on his most comprehensive reform program yet. His Democratic Alliance proposed and passed many pieces of legislation (with the aid of the IFP), including the following:

Makgatho Mandela Act, 2005- Provides R 3.5 billion to help in AIDS education, and to provide retroviral anti-AIDS/HIV drugs to the poor.

Homes and Welfare Act: By 2009, 100% of South African homes will have electricity and water.

Economic Empowerement Act: All corporations that create jobs in South Africa will recieve a 15% tax cut.

National Healthcare Act: All persons will have access to adequate medical treatment by 2009.

Many people are skeptical of Lockhart's aims. Many say his plans will never work. To his detractors, he says, "Just watch me. We'll get this country working one way or another."
