Subject: Resolution of Accession of West Virginia to Kramden of West Cedarbrook

Delegates:

The Bill of Accession to the Kramden of West Cedarbrook has been languishing in committee for the entire legislative session starting in August, 2004. Our counties, representing the northern panhandle of our state are now in an intolerable position. The state has repeatedly failed to provide funds for road and bridge repair, or even snow removal this winter. Only the grace of the West Cedarbrook Army has kept I-70 and I-470 open to traffic since late last November. Our counties and their cities have been requested reimbursement for this service, but the state administration has continually turned a deaf ear to our needs.

Protection for our commerce on the Ohio River by the state has been non-existent for many years. Our barges remain helpless to the rampant piracy on the Ohio. We have seen our commercial fleets decimated as ship owners have had to register under the West Cedarbrook flag. Along with that commercial loss has come more widespread unemployment in our cities.

The House of Delegates must act on accession. This state has repeatedly proven itself incompetent in providing for the safety and security of our citizens. This defunct territory must accede to the Kramden of West Cedarbrook for our safety and for our prosperity.

It is the responsibility of the County Commissioners of the northern panhandle, and indeed all Ohio River counties to provide for the safety of our cities. Therefore, if the House of Delegates cannot proceed with accession to West Cedarbrook by February 1, 2005 we will request accession of our counties to West Cedarbrook.

We urge you to pass accession for the good of all residents of West Virginia, not our counties alone.

Subject: Resolution of Accession of West Virginia to Kramden of West Cedarbrook

President Steinberg has authorized me to inform you and your fellow Commissioners that the accession of West Virginia to the Kramden is of great importance to us. Secretary Klein will take up the matter giving his complete endorsement to the Senate upon return from the Baltimore Convention. The administration and it's Senate supporters will offer forgiveness of snow removal, traffic maintenance, and flood relief assistance debts to West Virginia upon accession.

West Cedarbrook has always had a warm regard for our neighbors across the Ohio and always will be ready to assist. We urge the House of Delegates to ratify accession as soon as possible so that West Virginia can develop in peace and security as a productive member of the Kramden of West Cedarbrook. I can assure the Delegates that the Steinberg Administration has the votes in the Senate for acceptance.

As always, West Cedarbrook will protect commerce on the Ohio River, regardless of the flag of the vessel.

In the event of unnecessary delay of accession we will likely allow those counties requesting to join West Cedarbrook to do so. This has been requested by you and is viewed as a strategic necessity by our armed forces.

We look forward to working with you in the future, and look forward to extending the rights and privileges of West Cedarbrook citizenship to your residents.

Speaker Herbert Weisenheimer: I've called this special session to release for immediate vote the Accession to West Cedarbrook, Bill 64. This has been under discussion in committee and the expiration date is approaching. I have just received a letter from West Cedarbrook Senate President Paul Kaminski stating that the Commissioners of the Ohio River counties have requested accession to West Cedarbrook by the end of the month, and that West Cedarbrook will agree to this. West Cedarbrook offers forgiveness of debts incurred for commercial and transportation and defense services.

Delegates, West Virginia must decide to join the real RP World of Earth III or continue in darkness alone! I move that we release this bill by voice vote immediately!

Delegate Susan Fitzerman, (Libertarian, Parkersburg): I second the motion.

Weisenheimer: All in favor of release for immediate vote say Aye!

(Overwhelming Majority): Aye!

Weisenheimer: All opposed say Nay!
(A few dissidents): Nay.

Weisenheimer: Motion carried. By voice vote the next order of business is the immediate vote to decide to join the Kramden of West Cedarbrook.

Delegate Howard Havermayer, (Socialist, Elkins): I object! The House needs at least an assessment of the impact of joining the Kramden on potential military involvement elswhere in North America, and even overseas. I for one will not be party to endangering the lives of our young 'uns for Captialist Greedheads in the big cities!

Fitzerman: Of course not! You damn hippies want to save that so you can endanger their lives on roads you won't fix and snow you won't plow right here at home! We need to join West Cedarbrook because this state is broke, and won't live up to the demands of it's residents. Accede now!

Weisenheimer: (Bangs gavel on the desk). Delegates, the immediate vote is on. The roll call starts:

West Cedarbrook President Louis Steinberg inspects the troops of the West Virginia National Guard, accompanied by West Cedarbrook Senate President Paul Kaminski and General Armand Greenberg of the 2nd Army. West Virginia Interim Governor Dominic Brocolli and House of Delegates Speaker Herbert Weisenheimer follow them. The line ends at the flagpole in front of the State House, where a National Guard Honor Guard slowly lowers the West Virginia state flag, folds it, and presents it to General Greenberg. Greenberg accepts the flag, and sharply salutes the West Vriginia Major handing it to him. An honor guard from the Second Army slowly raises the white over blue of West Cedarbrook. As the flag reaches to top of the pole, the 2nd Army Band strikes up the West Cedarbrook National Anthem. Both honor guards and the assembled dignitaries salute the flag, and six F-15's scream overhead, trailing white and blue contrails.

At the end of the anthem, the dignitaries join Commissioner Kroger, Delegate Fitzerman, and Secretary of External Affairs Klein on the podium. President Steinberg speaks:

"Governor Brocolli, Speaker Weisenheimer, Commissioners, Delegates, and new citizens of West Cedarbrook. It is my great pleasure to welcome you into our nation. We have had a strong relationship with the Mountain State for a long time and look forward to your full participation in the rights and privileges of the Kramden. I especially want to thank Secretary Klein and Speaker Weisenheimer for the rapid accession in recent days. West Virginia has long contributed to the success of the region as a whole, and will now be able to do more with the removal of tarrifs, improvement in transportation, and protection of river navigation under the West Cedarbrook flag.

Our armed forces recognize and respect the history and tradition of the West Vriginia National Guard. The guard will integrate into the Army of West Cedarbrook but will keep it's regional identity as the 90th Mountain Division.

And now, Speaker Weisenheimer will address the entire nation ...
