"Ladies and Gentlemen, this morning Taldaan Arms Inc. made a successful test of the now no longer top secret M-Bomb. An innovative Weapon of Mass Destruction, it actually requires its own field to be classified in. Thus, we present to you the first in the WMID family. A Weapon of Mass Indirect Destruction.
The M-Bomb works on neither fission or fusion, and is constructed from readily available materials, allowing to be used by even fledgling nations. While we will not reveal exactly how we did it, we have cultivated a super-pure incredibly potent strain of Cannabi Sativa, more commonly known as marijuana, hence the name M-Bomb. The bomb stores the filtered gas from the burnt plants in a pressurised container. This is then loaded into the warhead of an ICBM or other suitable projectile. It doesn't have to be large. Upon landing, or just before in the case of airburst missiles, the container is shattered using strategically placed explosives. The gas is then released, and will intoxicate anyone within a three-mile radius for the next five hours or so, more downwind of the blast.
Naturally, this weapon is non-lethal. While casualties may be caused by the missile landing on someone, this weapon is intended to prevent the enemy from fighting back, allowing the capture of enemy personnel.
While not actually available to buy yet, if there is sufficient interest among the international community it may be made available.

I'd like to purchase these in the form of satchel charges if possible. What better way to put down a rebellion by getting them completely baked? I could use 50.

hmm.. now to design a missile that would penetrate a spacecraft and vent it into it. Would allow me to capture many a spacecraft!
