Throughtout Kahta, a on TVs and Radios a siren sound comes out for 5 seconds, followed by a message:
This is Czar Sam Fabus, I am currently in my bunker. I am declaring a level five emergency, because a Jihad has been declared against Kahta. The civillian government, which I control, is no more, I am turning this country over to the control of the Imperial Guard, which is commanded by myself. Do not be alarmed, this is only a temporary state, it should end within a day or two, as military units reach their deployment spots, and secondary defenses have been erected. I recomend that you, each and every person, go to the local civil defense armories and get weapons. This is Czar Sam Fabus, signing off.

Throughout Kahta, as people heard the message, they stopped whatever they were doing, and did as the Czar said, within minutes, the 4th and 3rd rate soldiers were getting their equipment ready for deployment, andsaying their goodbyes to their loved ones and familys. 15 minutes later, armories started opening up, handing out RPG-7's with 15 rounds each, to those that had been trained with that weapon, and M-16's with 300 rounds of ammo each, to those with minimal training. The final items that were handed out at armores were explosives and anti-vehicle mines, to be used if the enemy was able to overrun Kahtan armies, these would be used for calcuated guerilla warfare. These weapons all confained RFID chips, for if the government aked for them back, it would be easy to see who had not returned the weapons. The list of the weapons however, was stored on a server in Kahta City.
