OTTAWA, ONTARIO

President Anthony Raymond Wittrock walked into the War Room with Chief of Staff, Kiel Wright and Vice President John Bieker as they nodded at the different military and intelligence personale.

"Mister President, we believe that it is time for the United States of Canada that it is in our best interest to annex the Caribbean territories of Haiti, Dominic Republic, Jamacia and the Bahamas to fortify ourselves from foreign aggressors. The fortifications will help us and our ally to the south, Pacitalia."

"I give you Presidential consent, I would to see if we can make an agreement with the political leaders with these nations. Suggest maybe a conference and say that we are interested inviting them to be protectorates or commonweatlhs of our nation."

The Vice President responded to the President's comment, "Mister President - should Mister Wright alert the State Secretary to speak with these four nations Ambassadors to our nation if they have diplomatic contact with us this way?"

President Wittrock shook his head no, "The plan has not been finalized Mister Bieker. We need to have it all worked out, though it would be helpful to have someone present here from either the Intelligence or Military Community who is well educated on these nation's stature to see if they go through. Will they like to be in the same treatment as their fellow Cubans."

National Security Adviser, Richard Greene answered the President's response, "I have a few people I would like to nominate from both, but I have to have the joint approval both by the Chiefs of the Military and the Director of the Canadian Intelligence Services."

President Wittrock nodded his head in agreement with what the NSA had to comment, "Generals and Admiral, I believe it is a good idea to allow Mister Greene here to place his nominations on the table from the military, and also Director Chambers, you too."

The Joint Chiefs nodded their head in agreement with a simplified answer, "Sure thing."

Director Chambers responded with a few more words to say, "I would like to review the nominees that you have chosen from the Intelligence Community."

Greene replied to the Director, "Yes, Director Chambers. You may."

President Wittrock cleared his throat, "This meeting is adjourned and will continue later, I have a few personal things to return to and a few other Presidential duties."

President Anthony Raymond Wittrock and Chief of Staff, Kiel Wright exit the situation room as they headed for the President's residence, "Kiel. I want you to come up with something for the time being to alert the State Secretary to keep him busy," As he stopped walking and turned to face the Chief of Staff.

"Yes Mister President. What do you insist?" The tall red haired Chief of Staff replied.

The President looking up at him, "Maybe hint at him that we have a small interest in the Caribbean for the time being to improve relations with nations in the region."

"Yes Mister President."

Richard Greene had sent the personnel file of the selected nominees to be the military expert on the situation the names were listed - Major Eric Lawson, Lieutenant Colonel John Baker and Lieutenant Commander Andrea Moore. Then he put a comment on Lieutenant Commander Moore's personnel file for the Chiefs to select this nominee over the others since she served as the Military Attache for Admiral Forest in Taskforce Seven in the Gulf of Mexico.

Then he selected only one member of the Intelligence Community - Special Service Agent Colin Peters and sent it to Director Chambers.

Chief of Staff Kiel Wright entered the Office of the Secretary of State. Darren Temple looked up from his desk, "Oh hey, Mister Wright. How can I help you?"

Wright explained himself to Mister Temple, "The President has just briefed me on an interest of his that he wanted me to relay to you."

"And this interest is?"

"For the time being we would like you to put the resources of the State Department right now on working with political leaders and offficals in the Carribean region to improve our relations with them."

"Understood. Anything else the President mentioned?"

"No that is all Mister Temple. I'll let you know if anything else comes up and keep me informed."

An hour and a half later the War Cabinet was back in session in the war room as the President was introduced to Lieutenant Commander Moore and Special Service Agent Peters and Malone.

The President smiled at the three, "Thank you for attending this meeting so soon. We would need you three to work together on a certain project with dealing with several nations on persauded them to attend an international conference between them and us. What we are about to say is classified indefinately. The ideal of this conference is to persaude them to become commonwealths or protectorates of the United States of Canada."

The three nodded their heads in understandment of the President's explanation as the three of them together spoke, "Yes Mister President."

Richard Greene stood from his chair, "I have assigned a level of the Natioanl Security Offices here at the Presidential Complex where you three will work together and analyze the information. We need this information within a few days. Mister President, can us four be dismissed?"

"Dismissal accepted, Mister Greene."

President Wittrock looked at the Joint Chiefs of Staff and then Director Chambers with a short smile, "Gentlemen, I really wish that we do not need to take military action into consideration but alert Admiral Forest of Taskforce Seven to increase their readiness level for the time being."

General Carter replied, "Yes, Mister President."

General Carter picked up the phone as he dialed the extension number as he spoke in the phone, "Redirect me to Admiral Forest of Taskforce Group Seven, the President wishes to speak with him."

The phone line was redirected to the USCS TORONTO, "Admiral Forest here."

General Carter passed the phone to the President, "Hello Admiral, I hope you are feeling above the weather. We need you to increase the alert readiness of the men and women under your command in that area."

Admiral Forest replied, "Yes Mister President."

President Wittrock looked around the table as they had chatted for several hours on the Caribbean matter as he folded his hands, "Gentlemen, this session has ended for the time being. I believe it will be wise for all of us to get some rest for tomorrow where this planning will continue."

President Wittrock walked out of the room as he took out his cell phone from the dress coat as he pushed he went through the phone list for Mister Greene, "Hello, Mister Greene. This is the President."

"Hello, Mister President. How can I help you?" The National Security Advisor replied.

"I want you to assign the Secret Service detail to each of the three people who are aiding us in this operation. I want them to be near them twenty-four seven."

"Understood sir, security protocols should be placed high in this stage until it has been finalized that these nations do become commonwealths of the United States of Canada, Mister President."

"Good to hear we are in agreement, Mister Greene. Please see me in my office tomorrow morning and brief me on how far the three have gotten."

"Yes, Mister President."

Chief of Staff Kiel Wright slowly entered into the Office of the State Secretarys, "I heard you went to go speak with the President without coming to me to schedule it?"

Darren Temple looked up at Mister Wright, "The President requested for me to come to the Presidential Office to discuss some matters with him."

The Chief of Staff coughed, "You did not mention anything specifically about our interests laying in the Caribbean region did you?"

Darren Temple shook his head no, "No, not at all Mister Wright. I went there specifically to talk about our relations with the Government of the Pacific Empire. He wishes us to improve our relations."

"Wise choice, and remember to stay loyal to the President. He'll take you far like he has done with me."

"I'll keep that in mind."

It was in the early hours of the next day as the session from the other day carried into the next in the situation room which had been nicknamed the War Room in times of international conflict and struggle. President Wittrock entered into the room as he bypassed security protocols successfully as a Secret Serviceman placed a document to sign for entrance into the room.

Greene greeted the President as he entered, "Good morning, Mister President. Hope you slept and dreamt well."

"I slept and dreamt about our peaceful expansion into the Carribean."

Greene cleared his throat slightly as he folded his hands, "Mister President, Lieutenant Commander Moore wishes you to speak to you over the issue with the Bahamas."

"Tell her to come here then, Mister Greene," as the President sat down at the top of the table as he placed the reports from a few of the specialists that the National Security Adviser had established.

"Yes, Mister President."

Richard Greene left the situation room to fetch the Lieutenant Commander, the President waited for Greene to return with the naval officer. The President stood as the Joint Chiefs walked into the room.

General Carter, "Good morning, Mister President."

Admiral Blum, "Good morning, Mister President."

General Blacmore, "Good morning, Mister President."

The President replied as he shook each of their hands as they filed down on his left side and sat down, "The same to you, gentlemen."

Lieutenant Commander Moore eight minutes later followed inbehind Richard Greene as she stood at the end of the table, "Good morning, Mister President and Chiefs of Staff. I have analyzed the current military stature of the region and their readiness level for an attack by the Canadian Forces is unexpected, however doing so, we will be going against one of our closet allies, Great Britain. They currently are the proud owners of the Bahamas. I suggest that we open negotiations."

"Thank you for your debrief, Leftenant Commander Moore and my Administration will take it into consideration. I'll alert the Department of State to make contact with the United Kingdom within the near future to negotiate over the Bahamas. You are dismissed."

Richard Greene waved Lieutenant Commander Moore to the door as they were both dismissed. A few minutes later the President raised to his feet as he grabbed the dossier reports, "Gentlemen, I'll be going. I have to speak with the State Secretary."

President Anthony Wittrock walked down the hallways of the Presidential Complex as he headed outside in the courtyard as he headed in the direction for the State Department building located to the left.

A few minutes later, he walked into the office of the State Secretary as he waited patiently for Darren Temple to get off of the phone as he looks up and notices, "Sorry, the President is present. Speak to you soon."

Hanging up the phone Darren stood to his feet and approached the President, "How can I help you, Mister President?"

"We need to talk to the British immediately."

"Why is that?"

"One of our interest in the Caribbean is a British protectorate, the Bahamas. We have to open negotiations with them to make it at all possible."

"I'll alert our Ambassador in Iceland -"

"Iceland?" The President interrupted part way through Mister Temple's speech.

"The British Prime Minister is at a Conference in Reykjavík, Iceland to establish the North Confederation between a few island powers in the northern Atlantic."

"Then take care of it please."

Fifteen minutes later....

Ambassador Graham Pickering a foreign diginitary present as an observer of the signing of the Northern Confederation answered his cell phone as he exit the area as he answered, "Hello, Ambassador Pickering."

"Hello Mister Ambassador, this is Secretary Temple. I need you to do me a favour and interrupt Prime Minister Peterson of the United Kingdom immediately and speak with him over their protectorate of the Bahamas. The Administration just recently has a larger interest in the region. So please, pull a few strings for us?"

"Yes Mister Secretary, I'll see what I can do."

"Have a good day. Good-bye."

"You will have to resign as Prime Minister and leave your seat in the House of Commons."

"I am fully aware of the requirements of office good sir. I am the one that wrote that section of the Charter. I shall resign later in the week.


Chief Administrator Peterson busily was at a desk signing documents. Thiry minutes ago the Council of Administration had chosen him to be the executive leader of the Northern Confederation. He had even had the time to make his election public. Outside of a few dozen delegates and senior aides not a single person on the planet now knew what office he held.

An aide popped her head into the room, "Sir, the Canadian Ambassador is here."

"Who?"

"The Canadian Ambassador to Iceland. His Government told him to see the Prime Minister of the United Kingdom."

"Do you know why?"

"No, Mr. Chief Administrator."

Alan stopped writing and leaned back in his chair. This situation was odd to say the least. "Send him in."

That must be a world record for the other shoe dropping. Alan thought to himself.

"Welcome to Provisional Headquarters of the Northern Confederation Mr. Ambassador." he said as he stood up and walked over to his guest.

"The Confederation is fairly well aware of Canadian intentions and aims in the Caribbean. I am sure we can come to an agreement over sealane access and perhaps the establishment of a naval base. I will say right here and right now that I am not in any position to give away any territory belonging to the Confederation."

"That is something that I am sure the Council of Administration can agree to."

Relieved that he wouldn't start a war 30 minutes into his new job Alan walked back behind his desk and pulled out a bottle of Scotch.

"Think nothing of it." Alan said before he gulped down his glass of scotch. "This is a historic moment in history. The Northern Confederation will continue to grow and expand. We are a force for good and enlightenmen in the world, you have nothing to fear from us."

"I am sure the Council can approve the estalishment of a naval base in the Bahamas." the Chief Administrator poured himself another glass. "As for Northern Confederation support for further Canadian claims...as long as you scratch our back we'll be there to scratch yours."

As the Ambassador finished his glass of Scotch he nodded his head as he placed it on the table and replied to Prime Minister Peterson, "I am sure the United States of Canada will support the claims of the Northern Confederation. I am sure that the current Administration would be in great interest within a week after the establishment of the Northern Confederation would like to make formal diplomatic relations with the Confederation and appoint a High Commisioner to the the Confederation."

Peterson stood up and walked around his desk toward the Ambassador. "You should know that not more than thiry minutes ago the Council of Administration named me Chief Administrator of the Confederation. Among many things, I am charged with the unifed foreign policy of the nations of the Northern Confederation. Any deal that is made with me is made with the Government in its entirety."

Ambassador Pickering shook his head as he raised from his chair as did the Chief Administrator and the present Prime Minister of the United Kingdom, "I greatly appreciate that I could speak to you right away. It appears that the United States of Canada officially recognizes the Northern Confederation."
