A large and cheerful crowd surrounded the building, located in central Tokyo, the capital city of PIcaRDMPCia. A tall man stepped out onto the balcony overlooking the crowd; he was a Caucasian male, forty-two years old. His dark brown hair showed signs of graying, and his eyes blazed an emerald green. He smiled to the crowd as their cheers grew even louder upon spotting him. He stepped up to a podium, and tapped the microphone once to make certain it was active. Then, he began to speak. "Citizens of PIcaRDMPCia, I, President Matthew Carpenter, am proud to announce the formation of a new Union, consisting of the Marshall Islands, the island of Taiwan, the Phillipenes, and Japan. This Union, named The United States of Southeast Asia, shall henceforth be a part of our glorious nation.
"Already, our troops are moving forth to annex the outer parts of the USSA; resistence from natives is expected to be light and we believe we can safely integrate them into our nation with a minimal loss of their culture. We must be proud of ourselves, for the new age of PIcaRDMPCia is upon us!"
The crowd cheered in delight, as he thanked them and left the balcony. Soon, the crowd dissipated, as the people resumed their normal lives.
