Today in national referendums, the nations of Costa Rica, Panama, Nicaragua, Honduras, and El Salvador, and Columbia have agreed on unification into one nation. Historically, the nations Panama and Columbia were one country and the governments of the two agreed on unification referendums on their respective territories so as to be able to defend their common interests. While it was not invited, the poor government of Costa Rica asked to be part of the unification referendum. The Whittier government said it would agree to Costa Rica joining only if the majority of Costa Ricans voted that they wanted their nation to be part of the new Union of People's Republics. Under the agreements, if the referendums pass, all three nation's government's would be disbanded and a new one representing all the people's of the nations involved would be established. Elections will be held 4 months from today to choose a national parliament and a new leader. The agreement bars current national leaders from running for the spot of President.
While Peru and Ecaudor have asked to join the referendum, Whittier vetoed their participation citing that the sheer size of such new nation would overwhelm it ability to support its people. But officials from all nation's involved left the door open for future entry into the UPR.
However, not all nation's approved the referendum. It was defeated by large majorities in Guatemala, Mexico, Venezuela, Texas, and California.
The leaders of the nation's involved will be holding a press conference later on what this entails for their own people's and for the region at large.
An effort to get Eritrea to join was blocked by Whittier and Columbian delegates on the grounds that Eritrea was not located in the western hemisphere.

The large press corp has gathered in the press room, the national leaders of Whittier, Costa Rica, Honduras, Nicaragua, El Salvador and Columbia enter the room, each taking their respective seats.
Whittier begins to take questions from the press, after the leaders congratulate each other on what they believe will be a smooth transition to much better times for all of their peoples.

What will happen to Bahrain?
Breznekov: I believe that question was directed at me, since Bahrain is part of Whittier. Like Panama, Bahrain will become a soverign republic within the Union of People's Republics, with the same rights and responsibilities of all the other republics.
Bahrain is also, the only UPR republic located outside of the western hemisphere.
While we have limited participation to nations located in the western hemisphere we have agreed to open it up to other parts of the world in the next couple of months beginning with nations in the middle east. But we will not accept everyone. In particular, we are interested in inviting Yemen, Lebanon, Jordan, and Israel into the UPR as they have been making good progress on their economies and their efforts to stem the violence between Israelies and Palestinians.
Somalia and Libya have both been brought up, but whether to invite them is being an issue of strong disagreement as both nations are very impoverished.
