Brezhnev sat back in his chair, his feet resting on the top of the desk, a fat Havana snugly between his lips. He watched the small television in front of him rerunning General Chaing's speech and scowled. He picked up the telephone from the reciever.

"Anja, get me Petrokov."

"Just a moment, sir."

Brezhnev took the cigar from his mouth, and waited a few seconds.

"Mr. General Secretary?"

"Dmitri, have you seen the news?"

"Chaing's speech? Yes. We have been watching them closely since the bastard returned from Taiwan. Should I issue a statement?"

"No. Stay silent for now. We will continue to observe. However, their plan to rearm is somewhat alarming. I want you to have the eastern units put on alert, discreetly mind you."

"Yes, Mr. General Secretary."

Brezhnev hung up, and returned the Havana to his mouth.
