General Chaing Returns Home (CWE INTRO)

Chaing Kai-Shek looked at the sight. It had been a while since he had been to the mainland.......he missed it so.

The dirty Reds had sent him running to Taiwan. Now, he would come back, and reclaim the Mandate of Heaven that the usurper Mao had taken from him. He had waited for this, and now, like Napoleon in 1815, he would return. Whether he would be greeted with boos or cheers was another thing.

One thing was for sure.....the CIA had paved the way for his return. Oh yes, even as Nixon was sweet-talking Mao, the good old boys at the CIA had greased the wheels for a counter-revolution.

It all started when Mao began that woebegotten Cultural Revolution, that great purge that made his country braindead, technology wise. It was a perfect window, the chaos caused by the Red Guards had provided a window for him to come.

In stepped the Red Guard. They were a convienent release, their fanaticism had cleansed the nation, but it also left it bare, ready for invasion.

Their acts soon led to chaos. The PLA was unable to stop these angry people, they seized Beijing. Mao himself was pleased at this development, his enemies were gone, but the nation was left in shambles.

Before long, the Red Guards, in their unyielding fury, fought with each other, like dogs looking for table scraps. The CIA and Chaing joined forces, one General from the survivng PLA was willing to reunite the mainland with Taiwan, if it would only mean peace.

Chaing soon obliged, he led attacks on Fujian. The General, General Liu, revolted, taking Canton and Guangxi Provinces. SOG units operating in Vietnam crossed into Yunnan Province, and made secret war alongside Chinese Moslem troops, taking the area for Chaing, who sent Taiwanese Paratroopers into the area, who then mobilized that army and the others to lead another "Northern Expedition."

The Red Warlords collapsed, their antiquated machines falling apart in the face of SOG's skills, the treachery of their own, and the sheer will of Chiang. Resistance was heavy, but the Purges had turned the Generals into mere kittens, those who could fight did so with poor militiamen and Red Guards who had courage, but no talent.

Within six months, it was all over. That was two years ago, this was the year 1974 now. Things had been made ready for him, the capital had been returend to Nanking.

Chaing was reflecting on this, as he steamed into Shanghai Harbor. When the boat docked, he got out.

No one cheered, but no one was out to shoot him. The look on their faces said "Thank God it's over."

Chaing smiled, waved, and saluted them. He then got into a waitng car, and drove to the City Hall.

There he made this Declaration:

"People of China.

I have returned to you.

Effective immediately, the Republic of China now extends all over the mainland. From Xinjiang in the West to Shanghai in the East, the dream of Dr. Sun is once again alive. The dream that Mao tried to kill.

My people, nevermind the past, we must work to rebuild China. I will give amnesty to all those who renounce Communism, and who will join the Nationalist dream.

Those who refuse to repent will be killed. They are a threat to themselves and the community at large, they must be stopped.

I hereby declare the PRC to be disbanded. It is no more. The Republic is reborn."

People cheered. Somehow, people, either by force or voluntarily, whether they believed or wanted to believe, cheered him on. The Dream was alive again.

Things could begin anew..or had they regressed?

Our beloved leader, Premier Kim Il Sung, wishes to know how, if at all, this governmental shift will affect Chinese relations with the Democratic People's Republic of Korea.

Relations with the PRC have been somewhat subdued in recent years, and relations with the RoC have, admittedly, been downright unfriendly. A member of the North Korean Politburo has expressed concerns that the People's Republic will now be surrounded by unfriendly nations. This, I feel, is an ugly expression, but it is, unfortunately, a true one.

We seek your assurance that this is not the case. We await your reply.

Meanwhile, General Chaing posted these new laws:

"People of China-

Effective Immediately, I will exercise my authority as your leader, and bring order to this land, here are the rules my Provisional Council and I have mad concerning Integration.

1. Our capital shall be returned to Nanking.

2. I will commit myself to the extension of the Parliament to include all peoples from China, this will necessitate elections to create representatives.

3. We shall return to using Traditional Script. Anybody caught using Simplified Script will be fined $5,000.

4. I will begin a large-scale rural electrification program and public works project to improve the livelihood of the peasants, Mao was wrong in forcing his Great Leap Forward on the farmers, it has only made them suffer. I will bring true progress.

5. We will return to a capitalist economy. Every man will be allowed to farm and own his land. People shall be allowed to won private property.

6. Anybody caught expressing any music, thought or art from the Maoist regime will be executed. Those who do not embrace the future will bring us down. We are in the same boat, no exceptions.

7. A Republican Guard will instituted in place of the People's Militia. All are require to serve two years in it. Those who resist will be forced to serve five years hard labor.

8. All weapons from the old regime will handed over to the authorities. Those who resist will be executed.

9. A new police force will be made, the National Police, will be made, it will have the power to enforce these laws. It may search anybody's home without their permission, and wiretap them, plus it may bring in anybody it wishes for questioning. This is done to defend the good of the whole, to stop crime, strong measures must be taken.

10. Above all, the educational system will be reformed. All references to Mao and his regime will be deleted, unless they are explained in a constructive and critical context. Math, Reading, and Science, plus History are to be emphasized, and the Republican Guard may recruit from schools. Also, every school must have a mandatory period of military instruction.

IC: Before long, the Generalissimo's orders went into effect.

Planes, trains and trucks began moving troops to guard the new election sites for the upcoming provincial representative elections. The troops also went to the schools, and after dealing with some troublemakers and replacing them with loyal teachers, they began teaching high, and middle schoolers how to use rifles, and plot strategies.

The new agents of the National Police had a field day, it was only their first week, yet they had already captured a number of "Maoists" who had disobeyed the Generalissimo. They were killed, or given harsh sentences, breaking rocks.

And soon, engineers moved to various sites to plan the construction of the new power plants, dams, levees, and highways that would bring China together and make it strong again.

Chaing smiled. "We are pleased to announce that we have begun the modernization of our armed forces, and this includes our nuclear program. A part of my rural electrification program includes nuclear reactors, plenty of them. We will also invest in better rockets, and better guns, we have captured some Type 56's, and we like their reliablility, but we would like something more well made. We are thinking about making copies of this gun that fire 5.56 US rounds."

The viceroy smiled. "I'm pleased with your progress. It is my hope that one day soon China will become a military power to be reckoned with once again. I should also like to add that should you ever wish to test any nuclear weapons, please test them on the Bikini atoll, you have my invitation."

Ah yes, I also hope we can meet again. My memory is fading somewhat, but I still remeber that, it was quite a happy time. I do hope this Unified Republic will last long enough for Ching-Kuo to take command, the USSR lives next door, which will make things fun.
