The camps that Czar Sam Fabus had ordered constructed in portions of the the empire were ready. Most of them, about 75%, the permanent ones were in Jamaica, the other 25% were temporary holding facilites for sending the cargo along to the final facilities...
Already, criminals were rounded up and charged and found guilty. Their assets, which were almost invariably weak, and less than total debt, were seized and given to needy famlies. Entire famlies of criminals were rounded up and shipped off to holding facilities.
The cargo was loaded into each box, 20 to a container. The containers were then loaded onto cargo ships, bound for facilities in Jamaica.
