In need of shipyards

A new report by the Federal Republic Trade Commission reports that the Republic's merchant Navy is currently in a state serious decay, with many hulls being near to 50 years old and having gone without refurbishment for some time. Despite having one of the largest shipyard industries in the known world, the sheer size of the Federal Navy keeps many of these shipyards tied up with new construction and regular maintenance, which has just been exacerbated by the recent scathing review of the state of the Reserve Fleet, prompting Naval officials at Norfolk and Port Royal to send most of the Reserve Fleet in for complete refurbishment.

This move has tied up the last of the free shipyards, meaning while the industry is booming, many merchant vessels, long overdue for maintenance, have no where to go, and this is a serious problem. Although the nearly decade-long project to develope the shipyard industry in the Commonwealth, a lack of any maritime or seagoing tradition as exists in the Republic, and a basic lack of investors with the Technology and Aviation industries, means that the project is currently only at about 28% of its expectations, and i not expected to be finished for at least another decade, perhaps longer.

Therefore, the Federal Republic will be offering contracts to any nations willing to either let Federal Republic merchant ships use their shipyards for this purpose, or construct shipyards on any of the Commonwealth nations (not actual Federal Republic Territory). The Republic is also looking for nations with shipyards that will be willing to purchase old merchant vessels to breakup and use as scrap, while receiving new contracts for newer merchant vessels to replace them.

If these shipyards are nationalized, the FRTC will work out the cost on a ship by ship basis with your government, depending on whether the facilities can suit large construction, or are more adept at refurbishment and maintenance. If the shipyards are privately owned, then the company itself can name a price and deal with either ships from the Federal Merchant Reserve or private merchant companies in the Republic. Suffice to say, it would be about $20-$100,000,000 per refurbishment and about $200-$800,000,000 per new ship, excluding super tankers and merchant ships, which range into the billions.

As for the land available for purchase, provided it is large enough to support a shipyard with the capabilities to construct 50,000 ton ships (up to 4 at any time),and perform regular maintenance and repair on at least 8 other ships at the same time, while still keeping at least 6 yards available for construction of smaller ships, or extra room for maintenance, plus all necessary support facilities, the Republic is willing to offer a sum of $8,000,000 a year for the spaces lease, with the shipyard under Federal control. Any business from your country will be welcome at the shipyard, and inhabitants would be offered positions, and it would generate revenues with your government in the form of the lease and the influx of federal shipping. The Federal Republic will pay for the costs of construction, including the csts for improving the local infrastructure to support the facility.

We are willing to repair your merchant ships in the National shipyards in Callisdrin, the Gothenburg shipyards, and a couple dry docks at the naval yards at Drun. Callisdrin and Drun are both capable of handling ships up to 1000 feet in length and 140 feet in beam, Gotheburg shipyards is capable of handling ships up to 875 feet in length and 120 feet in beam. Price is negotiable.

The government owns and operates the island, and all structures, and the only inhabitants of the island are either Phoenix Dynamix employees or military personnel. (although we have considered opening up some of the empty areas to small civillian developments and tourist attractions)
Each shipyard slip can accomadate large vessels such as Nimitz type aircraft carriers. We could build an additonal array of them on the eastern shore, or possibly squeeze an additonal one or two inside of Bodega Bay.

The Xeraphian Empire is currently replacing it's entire fleet with new units. The existing naval, air, and armored units are therefore available either for purchase or, in lieu of payment, permission to establish bases in your nation.

I think you will find that purchaseing a yard and staffing it with local workers, combined with Marker's Pride's very low operating costs (no minimum wage, no eviromental controls, no unions, no workmans comp, no taxes) will make it profitable for you to run for many years to come. Each of the three yards will support 3 ships at a time, are entirely capable of building new ships, and cost appromimately 50 million for the land, 1.5 billion for the equipment. Breningrad Shipyards is a private-sector corporation based in the Commonwealth of Azazia. At this time, we are the primary contractor for the Commonwealth's Royal Navy and merchant marine, and with recently expanded construction facilities we would be able to take in merchant vessels, the number will depend on the size of the vessels you require serviced. A bill would be dispatched after services are rendered.

Another option is the taking of merchant vessels for scrap and the construction of new vessels to your nation's specifications, as you suggested. Again, the quantity would depend upon the specifications provided. My company would be interested in subtracting from the bill some costs in return for establishing dockyards in your aforementioned Commonwealth, we would be most interested in further expanding our foreign contracts, and the procurement of such shipyards would be most welcome.
