***IMPERIAL DIRECTIVE***

The racial policies of the Empire of Kahta are being reviewed. The current ban on blacks, asians, and hispanics is going to be lifted. The new rules will simply be culture rules, where to be allowed to live in Kahta, a citizen must show that they can dress and act like a proper person.

Attached are pictures of proper dress, and improper dress.

"This policy review runs contrary to everything that we are working hard to establish in Kahta and maintain in Kahta. I believe that the Czar was not fully aware of what he was accepting when some misguided advisors suggested this policy. Thus I must void it for his sake and the sake of the Kahtan people, who have decidely casted their lot in with that the Mississippian Fabus bloc. Indeed Kahta and Mississippi are quite clearly firm allies in the struggle for the racial regeneration of the world that we seek to achieve."
