Good evening. As of Midnight FMT, January Eighth, the Ministry of Defense has expressed its intentions to complete the Elitist Orbit Project. The so called Omniscient Eye of the Federation, capable of Military and Espionage operations.
Orbital Military Outposts, now classified as Hirogen by the Fodian State, have been constructed and placed into orbit around Earth. Six Hirogen in total have been manufactured. At Midnight FMT, January Eighth, all Six Hirogen will come online with the activation of their core.
This project, which has been in the works for a decade exactly, has consumed an estimated P18,747,215,620,380. Obviously this is a huge financial stake, yet everything has been handled internally. Perhaps reasoning for the somewhat lackluster attitude the Fodian State has taken to Military Buildup throughout the project and in the past.

The length on the horizontal axis is 830 meters not including spires, from any degree, due to the circular shape of the Hirogen. Height is measured at 830 meters as well. A Hirogen displaces completely an estimated 500,000,000 square meters of space. The core power source is a Kay Medical Thermo Nuclear Reactor, fed by enriched energy grade Uranium. On board CPU is controlled by an L-Net OS developed by the Ministry of Security, specifically for a Hirogen. They are not capable of movement beyond adjusting their Orbital Plane ever so slightly. Crew capacity is estimated at 12,000, although this is still not proven.
A Hirogen can have installed any given Espionage Apparatus delivered, as well as Militaristic Weapons. In its base stage, the most drawing aspect is that a Hirogen can house three Nuclear Missiles of undisclosed proportion. Much everything else regarding tech is still unclear, as the Hirogen have yet to be commissioned into service.
Lines of latitude have been identified as key Orbital Planes for operations within the Ministry of Defense. Two Hirogen shall orbit each line of latitude given, at an altitude of 250 kilometers, separated by no more and no less than 180 Degrees from each other. This 180 Degrees is to insure that at any given time a Station is blinded from one side of the Earth, there is another Station to provide the sight. The Hirogen are to follow very specific Orbital Planes. The degrees being:
1- Latitude 40 Degrees North
2- Latitude 0, Equator
3- Latitude 23.5 Degrees South, Tropic of Capricorn
Two on each Degree, Six in all.
